QUESTIONS AND ANSWERS

1-Please provide the manufacturer of the Fire alarm systems at this location. Johnson Controls

2-The statement of work section B.2 1.0 states fire alarm and extinguisher testing but there are not any extinguishers listed in the equipment list. Are there fire extinguishers that need to be inspected if so do you have an inventory list? Fire Extinguishers will be under a different contract.

3-The equipment list show that there are 190 100AH batteries at this location, can you confirm the quantity of all batteries at this location? Yes 190 is correct quantity of batteries.

4-Another question regarding the statement of work below. There are not any sprinkler system devices in the inventory list but the reference below is for sprinkler design qualifications as well as construction. Is there a reason for this? In the event that ECHCS needs to have a connection to the fire alarm system and the sprinkler system redesigned, ECHCS wants to have access to the fire alarm certified engineer, so it can be properly designed.

1. Designer/Engineer/Programmer have functional responsibilities of designing and coordinating the fire sprinkler systems for Rocky Mountain Regional Medical Center. He/she shall design and create the finished representation for the sprinkler systems using drawing and drafting skills and tools.

0. He//she shall oversee or conduct scheduling, planning and actual construction, expediting, inspection 5-Please confirm that there are 70 elevator shunt trip devices at this location. Yes, there are 70 elevator shunt trips.

6-Please confirm that there are 10 fire suppression air pressure devices. High/low devices are typically on a dry sprinkler system, not a suppression system. Yes, there are 10 fire suppression air pressure devices.

7-SOW section 3.1 parts-It states to include all parts for preventative and unscheduled maintenance. Is the intent of this contract to be a full service contract? Section 3.1 is stating all parts and labor will be covered under the service contract. Yes, the intent is this is a full service agreement. Section 5.1 c states to list parts and labor costs so these contradict each other. This section is stating that the reports will itemize part cost and labor cost, ECHCS would like to know the difference between costs in parts and labor. 5.4 also states that they shall be exempt from afterhours labor as well. Is stating that if the vendor is requesting work to be completed during afterhours, the vendor shall charge the same rate as normal business hours to the VA, and not an afterhours rate.

-Section 7.1E I’m not sure what the question is, but in the invoice, ECHCS would like to see what we spent and where we spend it. Additionally, service reports should give us details of what work was performed to our system, so ECHCS as an history of the equipment.

1. h. Itemized Description of Service Performed (including, if applicable, costs associated with after normal working hour services) including:

1. - Labor and Travel,

1. - Parts (with part numbers),

1. - Materials and Circuit Location of problem/corrective action.

1. - Total Cost to be billed (if applicable - i.e., part(s) not covered or service rendered after normal hours of coverage).

8-Who is the incumbent contractor and what was the monetary value of the last contract, and is there any new verbiage from this contract and the previous contract. This is a new system, and will be the first time under contract.

9-Section 3.1 references medical equipment, is there a reason for this as well? This was typo and was removed from the statement of work.

10- Section 5.1 section B references that all reports shall be per NFPA 72 and does not reference JCAHO standards. JACHO life safety standards refer back life safety NFPA 101 which refers to NFPA 72 for standards.

11-I am requesting that a site visit be added to help alleviate some of the confusion, and to accept the status of the equipment in as is condition per section 10.1- acceptance of equipment in as is condition. ECHCS can agree to have 1 site walk with all vendors interested in maintaining the fire alarm system.

12- Is it possible to get an extinguisher count? We could not see it on the RFP.

Current count is 470.

13- Who is the current elevator vendor point contact at the hospital for testing and shaft entrance.

Current Elevator contractor is Thyssen Krupp Elevators

14- Am I correct in thinking that sprinkler is not included in the RFP? B.2 Statement of Work..Specific Service For. Section (a.) Statement (b.) ‘Designer/Engineer/Programmer have functional responsibilities of designing and coordinating the fire sprinkler systems for Rocky Mountain Regional Medical Center. He/she shall design and create the finished representation for the sprinkler systems using drawing and drafting skills and tools. “ You are correct the maintenance of the sprinkler system is not included in this contract, however, if we need to design a change between the sprinkler system and the fire alarm system, we want the fire engineer to be able to complete a design for us.

15 - Can you confirm the inspection reports will need to be in JCAHO Compliant Format? Yes, and we will need the NFPA 72 certificates.

16 - Do the count of control modules include modules for waterflow and tamper switches? If so how many of each? No waterflow and tamper switches are not included in this.

17 - Will elevator shunt trip/recall need to be tested after normal hours? Is weekend or after hours during the work week preferred? Ideally, yes.

18 - Are the smoke dampers to be inspected per NFPA 80 or NFPA 72? NFPA 72.

19 - Can the audio/visuals be tested during the day? It is dependent on area.

20 - Will OR/Surgical Suites/Cath Lab areas need to be tested after hours? Yes

21 - Can AHU Shutdown be tested during normal hours (Except for OR/Surgical Areas/Cath Lab/Other VA identified critical areas)? Yes, but dependent on area.

22- How will current troubles or supervisory alarms be handled? Can we bill for correcting pre-existing troubles/supervisory alarms? Yes, if there are true troubles or supervisory on the fire panel, and there are only 1 or 2 since the system is only a year old.

23 - Is this intended to be a full-service contract to cover service calls and inspection repairs? Yes

24 - The SOW contains some ambiguities. For example, paragraph 1.0 (page 5 of 66) states to include “labor and parts” for Annual fire alarm inspections and testing. But there is no reference that the contractor is to provide free repair labor and parts for everything outside of annual testing.

Paragraph 3.1 on page 7 of 66 clearly states the VA will not pay for any “parts” and that this is the contractor’s responsibility. However, the only reference to “repair labor” falls under the Scheduled Maintenance section under the PMI reports (paragraph 5.1), where bullet f states, “The contractor shall return the equipment to the operating condition and mode.”

1. From this can bidder’s assume this full service Platinum plan where the contractor is responsible for all repairs and the VA will not pay for repairs? Some bidders may be able to absorb his risk, but it will double, triple, or quadruple the final price. Understood.

1. Paragraph 1.0 b. (a-d) speaks to Critical Service Calls. If the VA’s intent is to not ever pay for any service calls, this will create a conflict of interest and friction between the VA and contractor. The VA will want to call everything possible Critical to get fast service, while the contractor, who is not being reimbursed for the most expensive services, will want to call nothing Critical. And updated SOW will be posted.
