Questions

1. The requirement to maintain fuel in the day tanks in the event of an emergency is difficult to quantify. Suggest bidders provide an add/alternate price to provide fuel in case of an emergency per 100-gallon increments, to be a modification to the contract for actual quantities used. Answer: Yes, agreed. Enclosed revised SOW with add alternate verbiage.

1. The period of performance is 60 days. The submittals and equipment delivery times may exceed the period of performance, it was discussed during the site visit to issue an administrative NTP then issue an NTP for construction. Please confirm. Answer: Yes, this was discussed as an option considering the short timeline and constraints with the compliance paperwork needing to be submitted by Oct. 13, 2018. It was also mentioned that this was a hard deadline and contractors should take that into account in their bids for scheduling and materials procurement (increases to expedite materials may be necessary on their part).

1. There is a possibility that some of the tanks may not pass the inspection process. Please confirm the cost of the tanks are to be included in the proposal as add/alternates to the scope of work, and will me a modification to the contract if needed. Answer: We have looked at all the tanks and determined that only Tanks 13, 14, and 15 MAY require replacement after assessment, to which we wanted a Deductive alternate to be a part of the total base bid, Not an add alternate. This way, we can obtain a total cost, up front, for all issues (including the possibility of replacing all three new tanks) and thereby avoiding a delay down the road.

1. During the site walk it was discussed that Tank #10 was removed and replaced by Tank #19. Please update the scope of work to reflect Tank #10 has been deleted. Answer: Tank #10 was mislabeled. The SOW never listed tank #10. This was only on the chart given with the Map on FED BIZ OPS. We gave out a revised chart (enclosed) and stated the correction at the meeting.
