Questions for Solicitation # 36C25918Q0018 VA’s Response in Red
1. Providing sampling instructions - these are all driven by EPA rules including methods, materials to be used, lab packs, and chain of custody - is the VAMC staff acquiring the samples? If so that is a huge risk to the contractor – can the contractor do the sampling? If the contractor cannot do the sampling then all analytical results as well as determinations make the assumption of correct sampling.
Contractor can and should do the sampling.
1. proper removal Item 5, - is any asbestos removal required? If so that will significantly change the price.
Asbestos and Asbestos Containing Materials (ACM) are present at the facility. Any collected ACM determined to be at hazardous levels would be required to be removed and disposed of.
1. Consolidate volumes - Mixing wastes is a NO NO, expressly prohibited by EPA Waste Rules as outline by SW -846 which is the guidance document - so any volume reduction is for common substances. Is that the VA understanding as well?
Yes - Different wastes should not be mixed, but common wastes/substances can and should be consolidated for shipment.
1. Supply of packages and containers - how do we estimate this? Is there historical information available that you can provide the potential offerors? That can be a significant cost and more importantly the integrity of the containers i.e, how they are stored and used is essential in the chain of custody Historical information not available. At a minimum, containers collected for each shipment should be replaced at the time of pick-up and any additional containers supplied to begin collection newly identified waste streams.
1. Incinerator - I do not know of an incinerator location outside of Denver. Is there an incinerator closer to Sheridan that can be used?
The choice of the incinerator/treatment facility is at the discretion of the contractor, but must meet regulatory requirements.
File details come from the government source that posted it.
