Q: Under form 1449 for the above bid request that in Section 10 the box is checked SERVICE – DISABLED VETERAN-OWNED SMALL BUSINESS does this mean that this bid will only be awarded to a DISABLED VETERAN-OWNED SMALL BUSINESS?

A: This Request for Quote (RFQ) is 100% set aside for verified Service- Disabled Veteran Owned Businesses.

Q: Will we be able to park our shuttles on site after hours or will we need to find an offsite location?

A: Shuttles may park offsite at the uncovered Parking lot:

Q: 1-Relative to 2.5.3 # of passengers. PVAHCS anticipates the need to transport more than 2,000 passengers daily. According to the RFP, there are 500 parking spaces so I can understand the need for 1,000 passengers (There and back). Please advise how you are deriving at 2,000 passengers?

A: The parking space usage is not static. Riders are coming and going from PVAHCS throughout the day.

Q: 2-We are currently providing shuttle service for the VAMC in Delaware under a similar scope of work for 300 employee parking spaces operating in 15-minute intervals. Prior to COVID-19 the contract called for (2)x 28 passenger buses for this shuttle. Subsequent to COVID-19 we are averaging at 9-11 passengers per bus to adhere to the CDC guidelines. So the VA had to increase to request and EMOD to (5) x 28 passenger buses. Is the VA still requiring the contractor to only provide (2) buses for this contract? See the image below showing social distancing on the vehicle

A: Contractor shall provide no less than 2 (two) shuttle buses available at all times with capacity not less than 25 (twenty-five) passengers each. During times of increased (peak hours) passenger transport, the Contractor shall be able to add additional 25 (twenty-five) passenger buses as needed to meet passenger demand.

PVAHCS does not anticipate an increase in number of buses necessary to meet the needs. Requirements were created with COVID in mind. The requirements in the RFQ have not changed.

Q: 3-Relative to 2.5.4.1-Contractor shall be able to add additional 25 passenger shuttle as needed to meet passenger demand? Based on demand for additional buses, will the you consider modifying B.3 PRICE/COST SCHEDULE with an additional CLIN for contractor to supply any additional buses?

A: Section B shall be priced for a complete service that meets the requirements of the PWS. PVAHCS does not anticipate the need for additional shuttle/ buses.
