About this file
This document contains clarifying questions and answers regarding a solicitation for shuttle bus services. The solicitation seeks proposals to provide two shuttle buses and drivers to transport passengers between the Phoenix Veteran Administration Health Care System main facility and two designated off-site parking lots within a two mile radius. The shuttles must make the roundtrip route within 15 minutes and have two buses running continuously during peak hours from 10:00am to 2:00pm, with a third bus on standby if needed. At other times, one bus must run continuously while a second is on standby. Contractors must maintain the shuttles in accordance with CDC guidelines for disinfecting vehicles and limiting capacity to allow for social distancing during the COVID-19 pandemic.

CONTINUATION PAGE
1. In item 2.1 Scope of Work the roundtrip should not exceed 15 minutes. However, the sample schedule provided has each bus making 30 minutes round trips. Can you clarify?
0. 15 minutes is one direction from furthest parking lot to PVAHCS or reverse route. A complete circuit is reasonably 30 minutes. With 2 shuttles running a shuttle is expected at each stop every 15 minutes.
1. 2.5.7. Shuttle Services from 10:00am to 2:00pm says 1 shuttle shall be required to make the 15 minute loop with an additional shuttle available as needed. The schedule provided has both shuttles running all day. Also, Section 2.5.4.1 says 2 need to be available at all times. Can you clarify?
1. Shuttle services require 2 shuttles at all times during peak hours with a 3rd shuttle on standby if needed to prevent a backup of passengers at any stop.
1. During off peak hours 1 shuttle shall maintain a continuous route with a 2nd shuttle on stand-by if needed to prevent a backup of passengers at any stop.
1. The only reference given to a 3rd shuttle running at any time is during the Peak services where it says we should be able to add an additional shuttle as needed to meet passenger demand. Do you require a 3rd shuttle to be running?
2. A 3rd shuttle may be needed to handle increased passenger load during peak hours, or as a stand-by if a shuttle is down for maintenance.
1. With social distancing are you going to require the buses only be at 50% capacity?
3. Contractor shall maintain/operate shuttles in accordance with current CDC guidelines. https://www.cdc.gov/coronavirus/2019-ncov/community/organizations/disinfecting-transport-vehicles.html
