Keynote 2 on sheet A-101 states to replace the flooring in Elevators with Resilient Sheet Flooring. Keynote 2 on sheet AD-101 states to replace the flooring in Elevators with VCT.
Will the VA please specify which flooring is to be installed in the elevators?
For Elevator floor, install LVT-5, refer to 600-16-114 VOLUME -1 Sheet AF-101 and Specifications #09 06 00.

Specification Section 01 32 16.15 Part 1.3 Contractors Consultant seems to indicate that the VA is requiring the contractor to use a third party scheduling consultant. Will the VA please verify that a member of the project team may be used to build and maintain the project schedule and a third-party scheduler is not required?
Contractor can use in-house scheduler, provided the schedule is approved and accepted by VA.

Will the VA clarify whether the Site Superintendent, if duly qualified, may also serve in the roles of the Site Safety & Health Officer and as the Contractor Quality Control manager, or will a separate individual be required for either of those two roles?
Assuming one person is qualified to perform the roles of Superintendent, Quality Control Manager and Site safety Officer, does the VA expect the roles of Superintendent, Quality Control Manger and Site Safety Officer to be filled by one person, two people or three different people?
Provide two separate persons to fill the roles of superintendent & SSHO. The contractual general contractor’s (GC) Site Safety & Health Officer (SSHO) is acceptable, provided performances of safety inspection duties meets the OSHA definition requirement of a competent person, and where appropriate, up to a Qualified Person;
where applicable (ex: fall protection design, etc.). In addition to minimum OSHA 30 hour training requirements, 5 yr. req., and our local best policy; to include providing COR/Safety, copies of safety inspections performed.
Please see attached inspections form the committee will utilize for reference. Being that were not going to enforce the CSP, I agree the separation of the roles performed by the SSHO and Superintendent remain separate. The final decision authority is on the resident engineer/COR, on behalf of the
CO.
1.8. A. The designated Prime Contractor SSHO
must meet the requirements of all applicable OSHA standards and be capable (through training, experience, and qualifications) of ensuring that the requirements of 29 CFR
1926.16 and other appropriate Federal, State and local requirements are met for the project.
As a minimum the SSHO must have completed the OSHA 30-hour Construction Safety class and have five (5) years of construction industry safety experience or three (3) years if he/she possesses a Certified Safety Professional (CSP) or certified Construction Safety

Specification section 01 74 19 makes reference to LEED record keeping and LEED Template. Is the government going to be pursuing a LEED certifications? if yes what level of certifications are they pursuing? If yes has it been registered and is there going to be any cost/fees that the contractor is going to be expected to pay to the LEED Council? If yes will the VA please provide the project score card?
Records shall be kept in accordance with the LEED Reference Guide and LEED Template, but VA may not pursue LEED Certification

Spec section 01 91 00 1.8.C states that the commissioning agent will be hired by the VA under a separate contract, please confirm that the hiring of the commissioning agent is the responsibility of the VA.

Specification Section 07 84 00 Firestopping, Part 1.5 appears to require all firestopping to be installed by an “FM Global approved firm” or that meets UL’s “Qualified Firestop Contractor Program Requirements”. The specification section also appears to require a 3rd party inspection of all firestopping installed under this contract. Will the VA please confirm that this requirement for installation and 3rd party inspection will be enforced on this contract? Or will the contractor installing the

Since some systems are proprietary or are only allowed to be worked on by specific contractors will the VA please provide the VA preferred vendor who has the maintenance contract or who must do the final tie in and programming or can any certified installer do the tie in and programming:

c. Access Controls
d. CCTV
e. Nurse Call
Refer to Drawing M402 for Control Diagram.
Existing DDC System is Johnson Controls Metasys System (JCI). New Thermostat and Controls by JCI.
Access Control - Vector USA is used for Access control. Provide new one card reader to match existing and connect to existing system. Contractor to hire the contractors to do final tie in and programming

Does this facility have a maintenance & operations standard that specifies what brand of door hardware, electrical, plumbing, and mechanical equipment is preferred or is a facility standard?

Comply with Fire Sprinkler requirements per NFPA code, GI-004 and construction sequence note #12 on AD-101 during construction and for final installation.

Reference: roof Access Dwg._ Bid Set Volume II MH- BIDSET_VOL II calls for new mechanical equipment in the elevator penthouse. During the site visit access to the elevator penthouse was shown to be through a newly remodeled Eye Clinic, access appeared to be difficult as it took about 45 minutes to gain access. Can the VA confirm that there is a more direct and easy route for gaining access for workers, tools and equipment?
Access will be through the Loading dock , Bldg 1 thru the Connecting corridor I Bldg 126 thru 126 OP Basement . Take the Elevators at Bldg 126 OP Basement to the third floor. All materials to the elevator penthouse will be done after hours.

Please confirm that all red mark ups shown on BIDSET_VOL II Plumbing sheets are referring the reader to BIDSET_VOL I even in cases where the note does not include the project number and volume number such as shown on sheet P-002 and all the other plumbing sheets.
Please confirm that the red mark ups on the Plumbing sheets in BIDSET_VOL II are included in the scope of work of VOL II and are not excluded

Reference: BIDSET_VOL I Existing furniture Drawing BIDSET_VOL
During the site visit it was noted that there is existing furniture, trash and hospital supplies.
Will the VA be removing these items prior to turning over the space to the contractor? If the contractor is responsible for removing furniture can the VA quantify how much is to be salvaged and turned over to the VA and how much is to be disposed of by the contractor?
VA will remove all existing furniture and materiel management supplies
All other left will be removed by GC Either send to trash and or to VA's recycle area per VA's direction.

Sheet AD-101 addresses sequencing of the work.
Restroom remodel is in sequence II. Will the contractor need to maintain public access to the restrooms during Sequence I and III? If Sequence I is to remodel the north section and the south section at the same time, would it not be more efficient and less costly to remodel the two restrooms at the same time the south section is being renovated?
For Sequence III Corridors, please confirm which corridors are included, CC-4, CC-2 or CC-9? Is the elevator lobby included in sequence III?
Contractor to submit alterative phasing plan for VA review and approval during construction. The existing two restrooms do not need to maintain public access during construction.
For sequence III corridors include CC-2, CC3, CC-4, OP-00 and elevator. CC-9 belongs to sequence I.

Reference: Specifications
Since there are two separate sets of specifications from two different Design Teams, how will the VA wish the contractor to proceed where specification sections are in both specification books? Which specification book will rule over the other in the case that there are conflicts?
Use 600-16-114 specifications as the primary specs, and it supersedes the 600- 15-136 specs when there are differences.

Reference: New Feeder Drawing- E-201 note 14, E202 note 1 Sheet E-201 in BIDSET_VOL II Key Note 14 requires the contractor to replace the existing feeders A1 and A2 from the existing transmission substation located in building B-
148. Can the VA please provide the feeder size and rating for the medium voltage replacement?
For fair bidding purposes can the VA please provide the total footage of cable replacement for A1 and A2?
Can the VA please provide the number of pull boxes between the basement of bldg. 126 and 148?
1.The feeder size 3#2/0 & 1#2 15KV 133% insulation EPR cables or to match existing.
2.Refer to the Electrical Site Plan ES101 for the total footage of cable replacement for feeders A1 and A2.
3.In the absence of As-built drawings, the number of pull boxes (underground and exposed) between Bldgs. 148 and 126 is assumed to be 4. Actual number of pull boxes shall be coordinated with Electric Shop 4.Refer to Electrical Site Plan ES101

Detail F9 on sheet AE-505 shows a 6” 16 GA unpunched steel track for in wall backing.
Will the VA accept 6” flat strap in lieu of the 6” 16 GA track for in wall backing?
6” x 16 GA flat strap is acceptable with filler strips, per detail F9/AE-506.

L Sheet AE -111 shows 3 types of Acoustical Ceiling Tile, ACT- 3 is listed as a 2’x8’ grid & tile, however on sheet AF-601 ACT- 3 is not listed nor shown in any rooms. Please confirm there is not ACT-3 within the scope of this project
ACT-3 is removed from the project. Sheet AF-601 is accurate.

Reference: Finish Schedule Drawings: AD-111, AE-112 &
AF-601
Sheet AD -111 Keynote 1 shows ACT being removed north of grid line 6.2, sheet AE- 112 shows new ceiling tile in this same area. These areas are north of column line 6.2 are not included in the finish schedule on sheet AF-601.
What additional finishes if any will be applied to this area? Are the existing offices to be repainted and receive new flooring?
For ceiling finish, refer to AE-112. There is no flooring nor interior paint scope of work for this area.

Reference: Data/Voice Cables Drawings: BIDSET_VOL I sheet

The symbols list on sheet EE- 002 for the symbol that represents Computer system conduit run states that the data is Cat 6 and voice is Cat5e.
Please clarify if data cable is to be Cat 6A or regular Cat 6 cable and confirm that Cat5e is wanted for voice.
Use Cat. 6A for voice and data per Specification 27 15 00, VA IT standards for Telecom Spaces and OIT Design Guide Templates

We have been notified by Mannington, the manufacturer of the flooring specified for this project that several specific selections are discontinued and no longer available. The following are discontinued and no longer available:
a. LVT-9
b. LVT-10
c. LVT-11
d. LVT-12
Please provide a new selection for each of the above specified

In regards to the above mentioned project, can you send me a substitute request form in regards to the 10 56 26 (Mobile Storage Shelving Units). We are a manufacturer direct sale and would come in 20% less expensive than Space Saver with a comparable product and warranty.

Sheet EE-404 detail 1 the telecommunications single line diagram note #2 states that there are 3 data and 1 voice per drop location.
Please clarify the correct quantity of data and voice per each drop location.

It was found that exiting furniture and material in rooms of the work area during the site visit.
Please verify the furniture and material in the work area is to be removed by the VA
The VA Wil remove all existing furniture from the site. Logistics will remove all of the boxes in the HAS Area.

A partition wall was found between OP14 and OP15 during the site visit while there is no wall between the rooms on drawing AD101 and AE100.
Please verify that demolition of the wall between OP14 and OP15 is not in the work scope.
The wall between OP14 and OP15 at Grid Line 4.9, is located outside the limit of work.

Please clarify the work scope by using one of the work descriptions. If the work description of AE100 is correct, please clarify the quantity of the suspension system and ceiling tiles to be removed and replace for estimate purpose.

15 says that “TV monitors by owner. Install support brackets and provide power/data.”, but there are EQ-500 and EQ-600 for monitors in the equipment schedule on Drawing QJ-100.

Reference: Finish Works inside Elevator and Elevator Penthouse Project Scope of Work in Drawing G-001 has the note which says the architectural scope is removed from this project and refer to Volume 1, while Drawing A-101 Key Note 2 calls for flooring work to replace existing VCT floor with new resilient sheet floor in elevator, and Drawing A-103 Note 1 &2 call for existing flooring replacement & interior wall paint inside elevator penthouse. And there is no finish work inside elevator and elevator penthouse in drawing Volume 1.
All scopes listed in VOL-2 (# 600-15-136) remain, expect for the one that is marked-up with red cloud and notes is removed, and refer to VOL-1. The scope of work for elevator flooring and elevator penthouse remain in VOL-2.

Asbestos Inspection Report
The asbestos inspection report of the solicitation documents does not include room OP-39 in ACM Finish Haz Assess Schedule.
Please inform the inspection result of room OP-39.
The Contractor can perform the inspection for this space. Abatement was done on another project.
