This is a Solicitation/Contract/Order (SF 1449) for mold remediation and water intrusion services issued by the Department of Veterans Affairs, Central Texas Veterans Health Care System. The contract is a three-year indefinite-quantity, firm-fixed-price acquisition under FAR Part 12 for commercial services, set aside 100 percent for Service-Disabled Veteran-Owned Small Businesses (SDVOSB) and verified through the VA VIP database. The principal NAICS code is 562910 (Remediation Services). The solicitation period runs December 1, 2026, through November 30, 2029, divided into three one-year ordering periods. Proposals are due by November 18, 2027, at 10:00 AM CDT via email to shawn.reinhart@va.gov. Award is anticipated for October 28, 2026, with contract performance adjusted based on actual award date. Invoices must be submitted monthly upon completion, inspection, and acceptance through the Tungsten Network at http://www.fsc.va.gov/einvoice.asp.
The Performance Work Statement requires the contractor to provide comprehensive mold remediation and water intrusion response services across multiple VA facilities in North Texas (Dallas, Garland, Bonham, Grand Prairie, and Herzog Building locations). Scope includes emergency response with tiered timeframes (Tier 1: 2-hour on-site/6-hour stabilization; Tier 2: 4-hour/12-hour; Tier 3: 8-hour/24-hour), water extraction, structural drying, containment establishment per ICRA/PCRA protocols, mold remediation following ANSI/IICRC S520-2024 standards, HVAC isolation and cleaning, post-remediation verification, and comprehensive documentation and reporting. The contractor must comply with EPA mold remediation guidance, OSHA respiratory protection requirements, VA Directive 7715 infection control standards, and Texas mold licensing rules. Personnel must hold IICRC certifications (AMRT or equivalent), OSHA 30 certification, and maintain compliant respiratory protection programs. Evaluation factors include technical approach/methodology addressing emergency response, containment and air management, remediation protocols, PRV procedures, personnel qualifications, ICRA/PCRA compliance, and quality control documentation; price; and past performance. The Government will award based on best value using comparative evaluation without formal scoring, and intends to make award without discussions.

For example, the prior year wage determination required a minimum wage rate of $4.00 per hour. The Contractor chose to pay $4.10. The new wage determination increases the minimum rate to $4.50 per hour. Even if the Contractor voluntarily increases the rate to $4.75 per hour, the allowable price adjustment is $.40 per hour;
(2) An increased or decreased wage determination otherwise applied to the contract by operation of law;
or
(3) An amendment to the Fair Labor Standards Act of1938 that is enacted after award of this contract, affects the minimum wage, and becomes applicable to this contract under law.
