About this file
This is Amendment 0002 to a Department of Veterans Affairs (DVA) Request for Proposals (RFP) for testing, inspecting, preventative maintenance, corrective repair, emergency repair, and service calls for the VA's Boiler/Chiller & Cogeneration plant located in Buildings 70, 87, and 2J at the Dallas VA Medical Center.
The amendment provides responses to 109 questions submitted by offerors and updates the Performance Work Statement (PWS) and Schedule B.2 accordingly. Key clarifications include: corrective and emergency repair parts will be purchased by the contractor using funds from CLIN 0002 with COR approval; the 1,500 repair labor hour bank is firm fixed price and resets annually; the $250,000 NTE applies to parts and materials only and is separate from the repair labor hours; repair labor is billed at $200 per hour not to exceed 1,500 hours per year; contractor personnel must include properly certified technicians for OEM equipment; monthly inspections for steam chillers total 12 monthly plus 1 annual (not 11); boiler tube cleaning is one boiler per year on a four-year rotation; Solar turbine repairs and parts are exclusively sourced through Solar Turbines with no current service agreement transferring; BAC cooling tower work must be performed by a verified BAC-authorized service contractor; the contractor must provide a full-time onsite project coordinator Monday through Friday, 8:00 AM to 5:00 PM; and all certifications must be in place at time of contract award. The contract period is base year plus four one-year options, with performance beginning November 15, 2026. The amendment includes the updated revised Schedule B.2 price/cost schedule with CLINs for the base year and four option years, detailed task sheets for equipment-specific maintenance requirements, and a site visit attendance roster.

QUESTIONS WITH ANSWERS
QUESTION 1: Section 6.3.3 states that any parts required for repair/corrective maintenance "will be purchased by the VA," while Section 6.6 and the "Unforeseen Repairs, Parts & Materials" CLINs (NTE $250,000 each) state that corrective and emergency repair parts "will be purchased by the contractor upon approval of the COR." Please confirm which party purchases corrective/emergency repair parts, and how those parts are to be priced and reimbursed under the CLIN structure.
ANSWER 1: Will be purchased by the contractor upon approval of the COR.
QUESTION 2: The 1,500 repair-labor-hour bank is described as being tracked under "CLIN 0002," but CLIN 0002 is the "Unforeseen Repairs, Parts & Materials" line (NTE $250,000). Please clarify:
a. whether the 1,500 hours are priced within the monthly CLIN 0001 firm-fixed price or drawn against the $250,000 NTE line;
b. whether the 1,500 hours are per year or for the entire period of performance;
c. whether unused repair hours roll over or expire each period;
d. the labor rate basis the Government expects for hours drawn from the bank.
ANSWER 2: a. See revised Schedule B.2.
b. Per year
c. Reset each year,
d. See revised Schedule B.2.
QUESTION 3: In the event the contractor exhausts the repair-labor-hour bank within a performance period, will the Contracting Officer approve additional hours, and what is the process and approval authority for requesting them? (Note: the solicitation states 1,500 hours; if the Government intends a different figure, please confirm the correct number of banked repair hours.
ANSWER 3: A Mod will be requested by the COR
QUESTION 4: Section 6.3.6 references "preventative maintenance defined in Section 1.5." There is no Section 1.5 in the PWS. Please identify the intended reference so offerors can correctly distinguish PM labor from repair-bank labor.
ANSWER 4: See revised Schedule B.2
QUESTION 5: For pricing the FFP monthly CLIN, please confirm whether historical corrective/emergency repair-hour usage and parts expenditure from the incumbent contract can be provided, so offerors can price the repair bank and NTE line on a common basis.
ANSWER 5: No, it is the incumbents’ records and agreements. All labor and maintenance funds were expended.
QUESTION 6: The "Unforeseen Repairs, Parts & Materials" NTE amount ($250,000) is stated per contract period. Please confirm this ceiling is per period/year and clarify whether the Contracting Officer will approve additional funds — and by what process — if repair/parts costs exceed the NTE within a performance period. (Note: the solicitation states $250,000 NTE; if the Government intends a different figure, please confirm.)
ANSWER 6: Per Year / The COR approves and coordinates the increase with the CO by contract modification.
QUESTION 7: Several PWS scope elements appear to require OEM-authorized or manufacturer-representative performance — Solar Mercury 50 turbine service, Frick gas compressor service, BAC cooling-tower work ("must be performed by BAC Manufacturer’s Representative," p.30), and switchgear rack-in/rack-out ("must be performed by qualified subcontractor personnel," p.35). Given the 50% limitation on subcontracting for services, please confirm whether the Government intends for these
OEM/manufacturer-representative tasks to count against the prime’s 50% self-performance requirement, or whether any are treated as excluded direct costs under 13 CFR 125.6.
ANSWER 7: Offerors are responsible for ensuring compliance with VAAR 852.219-75. It is not the Government's responsibility to advise offerors on how they can meet the compliance requirements.
QUESTION 8: Please confirm whether the Government is aware of any VIP-listed SDVOSB firms holding Solar Turbines factory authorization for the Mercury 50, or VHA-1810 boiler safety-device testing qualification, that would qualify as "similarly situated" for limitations-on-subcontracting purposes.
ANSWER 8: The VIP database formerly managed by the VA no longer exists. Currently the VA uses the Small Business Administration, Small Business Search (https://search.certifications.sba.gov/) to verify socio-economic status.
QUESTION 9: Please confirm the warranty status and expiration date of the Solar Mercury 50 gas turbine and enclosure and confirm whether service of this unit must be performed exclusively by Solar Turbines-authorized technicians (consistent with PWS section 6.6, which routes Solar repairs and parts through the contractor to Solar). This information is necessary to determine the required service provider and to price the turbine scope.
ANSWER 9: There is no warranty / exclusively by Solar. Contractors would have to have an agreement with Solar
QUESTION 10: Please confirm whether the Rentech HRSG and Solar Mercury 50 tasks must be performed by current factory-authorized representatives, or whether qualified independent technicians with documented equivalent experience are acceptable.
ANSWER 10: Solar Mercury 50 is to be performed by factory- authorized representative, and the Rentech HRSG can be by a qualified representative.
QUESTION 11: The task sheets indicate that on the York YST steam chillers the contractor brushes the tubes, while on the York YK electric chillers "VA staff to brush tubes" (p.46). Please confirm the division of tube-brushing responsibility between the contractor and VA staff across all chillers so labor can be priced correctly.
ANSWER 11: Contractor to complete chiller tube brushing on both evaporator and condenser.
QUESTION 12: Eddy-current testing is shown next due November 2026 (Chillers #1 and #2) — within the first weeks of the base period (POP begins 11/15/2026). Please confirm the Government’s expected schedule for the first eddy-current testing cycle and whether it falls within the base year firm-fixed price.
ANSWER 12: Yes, and the cost is within the base year of the contract, due per PWS additional tasks shown in Attachments to PWS.
QUESTION 13: The PWS states the VA will provide the scissor lift needed for the Solar system and that the contractor must maintain certifications per Solar/manufacturer requirements for the VA-supplied Solar lifting and rigging equipment. Please confirm (a) that the VA both furnishes and maintains/inspects the lift itself, and (b) exactly which operator/lifting-and-rigging certifications the Government expects contractor personnel to hold for use of the VA-supplied equipment.
ANSWER 13: Certifications are for the Solar lifting and rigging equipment only that the VA owns.
QUESTION 14: The boiler equipment schedule lists the three Cleaver Brooks DL-52 boilers, the Rentech HRSG, and the deaerator (DA tank), but does not list a condensate tank/receiver. Please confirm whether a condensate tank is part of the equipment covered under this contract and, if so, provide its make, model, and serial and its required PM tasks.
ANSWER 14: The condensate (surge tank) is not listed, but if work is needed that would fall under the unforeseen repairs/correction repairs.
QUESTION 15: For the quarterly boiler preventive maintenance, please confirm whether the contractor is required to perform testing in accordance with the VHA Boiler and Associated Plant Safety Device https://search.certifications.sba.gov/
Testing Manual during the quarterly PM, or only the specific task/check points listed on the quarterly PM task sheet. (The safety-device-manual testing appears to be an annual requirement; please clarify the quarterly scope.)
ANSWER 15: As per PWS located under Attachments to PWS, The quarterly and annual PM service would be completed as quarterly and annual requirements.
QUESTION 16: The additional boiler tasks require mechanical tube cleaning ("rattling") performed on one boiler each year on a rotation such that each of the four boilers is completed once every four years.
Please confirm how this four-year rotation is to be scheduled and priced across the contract period of performance (base year plus four option years) and identify which specific boiler(s) are due for rattle-punch cleaning in the base year. (Note: if the Government intends a period of performance other than the five-year base-plus-four-options structure in the B.2 schedule, please confirm the correct contract length.)
ANSWER 16: Scheduling of the boilers tube rattling can be planned once the contractor has been selected. The is a base plus 4 contract only, so one of the boilers would have two tube rattling conducted within the base plus four period...
QUESTION 17: Please confirm whether an annual internal (and external) boiler certification/inspection performed by an authorized/certificated boiler inspector — including any non-jurisdictional (National Board / insurance) authorized inspector inspection — is within the contractor’s scope of work, or whether such certificated-inspector inspections are furnished or arranged by the VA. The PWS specifies safety-device testing (VHA 1810), combustion/operational testing, and mechanical tube cleaning, but does not reference NDT or an authorized-inspector internal/external boiler inspection.
ANSWER 17: Internal/ external inspection and safety device texting i.e. safety relief valves are not included in this contract.
QUESTION 18: The cover page notes this RFP "aligns with 36C25727Q0003," while the solicitation number is 36C25727R0005. Please confirm 36C25727R0005 is the operative solicitation number for proposal submission and that no separate response to 36C25727Q0003 is required.
ANSWER 18: 36C25727Q0003 was the sources sought. Because the requirement required more information, the solicitation number was changed to 36C25727R0005 to accommodate the changes.
QUESTION 19: Please confirm the logistics for the 16 September 2026 (0900 CDT) site visit — registration/RSVP method and deadline, required identification/badging, whether attendance is mandatory for award eligibility, and whether teaming partners/subcontractors may attend with the prime.
ANSWER 19: Site visits have been conducted and are completed.
QUESTION 20: Please confirm whether resumes and OEM/manufacturer certification documents submitted as "Technical Exhibits" are excluded from the 25-page Technical Approach limit (as indicated in the Volume I page-count table), and whether a compliance/cross-reference matrix would likewise be treated as an excluded exhibit.
ANSWER 20: The table on page 75 clearly states “Does not include Technical Exhibits (such as Resumes) which means the technical exhibits are not counted in the 25 pages of the Technical Proposal.
This includes OEM/manufacturer certification documentation. A compliance / cross-reference checklist will be treated as a technical exhibit.
QUESTION 21: The equipment schedules provide equipment names and, in some cases, serial numbers, but complete manufacturer, model, and serial data is missing for the majority of listed equipment (summarized in the attached Equipment Data table). Complete nameplate data is necessary to identify OEM parts, apply the correct OEM preventive-maintenance procedures, determine tube counts for eddy-current testing, and price the repair-parts and NTE lines accurately. Please provide a complete equipment inventory listing the manufacturer, full model number, and serial number for all listed equipment — including the seven York chillers, the two air-cooled chillers, all eight BAC cooling towers, all chilled-water/condenser-water pumps and water separators, all VFDs/drives, the Rentech HRSG boiler, the deaerator (DA tank), and the full cogeneration electrical and controls train (Mercury 50 turbine, Frick compressor, KATO generator, protective relays, switchgear, ATS, MCC, and glycol pump set).
Alternatively, please confirm whether the Government intends offerors to capture nameplate data by physical inspection at the 16 September 2026 site visit.
ANSWER 21: Contractors that were at the site visit were able to take pictures of all names’ plates. The equipment’s name is the manufacturer, and the serial number would get you all information from the manufacturer. OEM parts shall be provided within a quote if repairs are needed.
QUESTION 22: The serial number for Chiller #3 is listed as "#SLBM2915527B," while the sibling YK electric chillers follow the pattern "#SLBM92915527A/C/D." Please confirm whether the Chiller #3 serial contains a typographical error and provide the correct serial number.
ANSWER 22: Typographical error, #3 – SLBM92915527B / #4 - SLBM92915527A / #5 -
SLBM92915527C / #6 - SLBM92915527D
QUESTION 23: The two 300-ton air-cooled screw chillers are listed with serial numbers but no manufacturer/model in the equipment schedule; a later task sheet (p.29) identifies them as "York YCAV."
Please confirm the complete manufacturer and model number for these two units.
ANSWER 23: Air Cooled Screw chiller MODEL#YCAV0307PA46VABBXT
SERIAL#1 – 2HXM013135,#2 – 2HXM013136
QUESTION 24: PWS §11 requires "Murray Steam Turbine technicians," indicating the York YST steam-driven chillers (#1 and #2) are driven by steam turbines whose make and model are not stated in the equipment schedule. Please provide the manufacturer, model, and serial number of the steam turbines on the YST chillers and confirm whether the drive make is Murray.

SERIAL #1 - SGTM-000900, #2 – SCSM-443320
QUESTION 25: The table below summarizes the manufacturer, model, and serial data provided in Exhibit A of the solicitation. Cells shaded and marked - MISSING - indicate data not provided in the solicitation. Entries shown in amber are partial or ambiguous (e.g., a model family without a full model number, a drive/manual reference in place of the unit model, or data appearing only in a task sheet rather than the equipment schedule).
ANSWER 25: Completed to best of our ability
QUESTION 26: The Equipment Schedule identifies a series/refrigerant designation for each chiller (e.g., York YST R-134A, York YKR R-22, York YK R-134A), but it does not provide the complete manufacturer model number. Please provide the full OEM model number for each of the seven (7) chillers (Chillers #1 through #7) exactly as shown on the equipment data/nameplate. RJY understands the designations currently listed to identify the chiller type/series rather than the complete model number.

QUESTION 29: The PWS references adjusting water chemical feed and feed rate and also includes cooling-tower blowdown adjustments. Please confirm whether the contractor is required to provide:
• Water-treatment chemicals for the cooling towers, boilers, chilled-water, and condenser-water systems
• Routine water testing and chemical analysis
• Chemical delivery and replenishment
• Chemical feed equipment service/calibration
• Legionella testing or Water Management Program support
• Any other ongoing water-treatment services
If these services are required, please identify the applicable section of the PWS and the expected frequency.

QUESTION 36: Cooling tower sweeper pumps: Are these on our PM scope? They're on site but not listed in the scope.
ANSWER 36: No
QUESTION 37: The solicitation identifies NAICS 238220, Plumbing, Heating, and Air-Conditioning Contractors. However, Section C.9, VAAR 852.219-75(a)(1), checks Services and leaves Special trade construction contractors unchecked. The checked Services provision limits payments to firms that are not similarly situated certified SDVOSB/VOSB concerns to 50%, while the special trade construction provision states a 75% limit, excluding the cost of materials.
The PWS requires specialized work on equipment that supports the Dallas VA Medical Center’s critical plant operations, including:
• Eight BAC cooling towers, for which the PWS requires work by a BAC manufacturer’s representative;
• Seven York centrifugal chillers: two steam-driven 1,000-ton units, four electric-driven 1,000-ton units, and one electric-driven 1,500-ton unit;
• Three Cleaver-Brooks water-tube boilers and one Rentech heat recovery steam generator boiler;
• One Solar Mercury 50 gas turbine and its associated Frick gas compressor; and
• Associated variable frequency drives, chilled-water and condenser-water pumps, controls, and electrical systems.
The PWS and evaluation criteria also require appropriately certified or qualified personnel for equipment including the chillers, Solar turbine, HRSG and controls, boiler controls, and electrical systems.
Please confirm whether the Government intends NAICS 238220 to classify this entire acquisition as a special trade construction contract for purposes of the limitation on subcontracting, or whether the Government intends the checked Services category in VAAR 852.219-75(a)(1)(i) to govern the entire contract, including the OEM-qualified maintenance, testing, and repair work listed above. If Services governs, please explain how the Government reconciles that selection with the assigned NAICS code. If the Government intends the special trade construction limit to apply, please issue an amendment checking the applicable provision in Section C.9 and identifying the work and pricing to which that limit applies.
Please also confirm how offerors should calculate compliance when using required OEM or manufacturer-authorized providers that are not similarly situated certified SDVOSB/VOSB concerns, including whether any work may be evaluated separately and which costs, if any, may be excluded from the calculation. This clarification is needed for consistent staffing, subcontracting, certification, and pricing proposals.
ANSWER 37: Special Trade Construction Contractors will not be checked in VAAR 852.219-75. This requirement does not involve construction or special trade construction. Market research shows the most appropriate NAICS code and the PSC (listed in the CLINs) chosen are proper. The PSC for this requirement is Z1NB (Maintenance of Heating and Plumbing Plants).
The following trades are formally recognized as special trade construction activities:
• CORE BUILDING & MECHANICAL TRADES
o Painting & Paper Hanging (including bridge painting and traffic lane painting) [osha.gov] o Electrical Work (bridges, power plants, power lines, building electrical systems)
[osha.gov] o Carpentry & Trim Work [osha.gov] o Plumbing, Heating, & Air‑Conditioning (HVAC) [osha.gov] o Roofing, Siding & Sheet Metal Work [osha.gov]
• STRUCTURAL, MASONRY & FINISHING TRADES
• Masonry, Stonework, Tile Setting & Plastering o Masonry o Plastering & Drywall o Acoustical & Insulation work o Terrazzo, Tile, Marble & Mosaic Work
• Concrete Work (forming, pouring, finishing)
• UTILITY, SITEWORK & DRILLING TRADES
o Water Well Drilling o Excavation Work o Wrecking & Demolition Work
• SPECIALIZED INSTALLATION & EQUIPMENT TRADES
These “Miscellaneous Special Trades” (SIC 1799) include numerous specialty contractors:
o Structural steel erection o Glass & glazing work o Fence construction o Fireproofing / Dampproofing / Waterproofing o Scaffolding construction o Ornamental metal installation o Bath tub refinishing o Boring/drilling for construction o Core drilling o Sandblasting / Steam cleaning building exteriors o Lightning conductor installation o Mobile home site setup o Countertop installation o Weather stripping o Welding contractors working on construction sites o Cable splicing (non‑electrical) o Spectator seating installation o Artificial turf installation o Gas leak detection o Gasoline pump installation o Posthole digging o Fireplace/escape and building equipment erection, not elsewhere classified
SIC 1799, which is not included in the April 2025 PSC Manual, includes contractors primarily engaged in construction work not elsewhere classified. SIC 1799 is a catch‑all construction service code used when a contractor performs a specialized trade that does not squarely fall under standard roofing, HVAC, electrical, plumbing, or general construction PSCs. It encompasses a wide range of niche installation, demolition, coating, drilling, prepping, and specialty construction services.
QUESTION 38: Please also confirm how offerors should calculate compliance when using required OEM or manufacturer-authorized providers that are not similarly situated certified SDVOSB/VOSB concerns, including whether any work may be evaluated separately and which costs, if any, may be excluded from the calculation. This clarification is needed for consistent staffing, subcontracting, certification, and pricing proposals.

QUESTION 40: During the walk through, we were told that chillers 3-6 and cooling towers 1-2 are to be replaced in the next 10-18 months. How will that effect this contract bid? Are these chillers and cooling towers considered Special Trade equipment and require certified personnel to maintain them? How will that effect the SDVOSB Special Trade percentage?
ANSWER 40: Towers 1-2 were not stated to be replaced during the walkthrough. Chiller 3-6 are to be changed out / R513A refrigerant (new). Offerors are responsible for ensuring compliance with VAAR 852.219-75. It is not the Government's responsibility to advise offerors on how they can meet the compliance requirements.
QUESTION 41: Why does the solicitation require a redacted copy of the same technical approach, limited to 25 pages. Remove company and subcontractor names, logos, personnel names, and other identifying details when you ask for specific VA performance experience that will identify the respondent?
ANSWER 41: The solicitation requires a separate redacted copy of the same technical approach to ensure fairness and procurement integrity. This measure ensures that technical evaluators assess each submission solely on its merits, without the possibility of organizational or personal bias.
