About this file

This is a Special Notice from the Department of Veterans Affairs, Network Contracting Office (NCO) 17, announcing the intent to award an Indefinite Delivery Indefinite Quantity (IDIQ) Firm Fixed Price contract on a sole-source basis to Natera, Inc. for proprietary molecular genetic reference testing services. The contract will consist of five ordering periods and support the evaluation and monitoring of transplant patients and cancer residual disease at VA facilities within VISN 17 (Texas). The requirement includes two items: Signatera residual disease testing (CPT codes 81479, 81455) with an estimated quantity of 35 units, and Prospera molecular expression transplant assessment testing (CPT code 81479) with an estimated quantity of 25 units.

The solicitation number is 36C25727Q0058, with a response deadline of November 2, 2026, at 10:00 AM CST. This notice explicitly states it is not a request for quotes but rather an informational notice for planning purposes; however, interested parties may submit capability statements demonstrating an ability to perform equivalent proprietary testing. The government retains discretion to compete the requirement despite the stated sole-source intent. Responses must be submitted to Contract Specialist Susan Flores at Susan.Flores2@va.gov. The sole-source justification asserts that Natera is the exclusive provider of these proprietary assays, as no authorized distributors, third-party laboratories, or alternative clinical sources exist for these specialized tests, and only Natera possesses the requisite technology, reagents, and bioinformatics platforms.
