About this file

This is a Solicitation/Contract/Order for Commercial Products and Commercial Services (Standard Form 1449) issued by the Department of Veterans Affairs for steam trap standardization, wireless monitoring, and preventive maintenance services at the Dallas VA Medical Center.

The acquisition seeks a Service-Disabled Veteran-Owned Small Business (SDVOSB) contractor to survey, standardize, and monitor approximately 673 steam traps across the Dallas campus steam distribution system. The contract consists of a base year (December 1, 2026 – November 30, 2027) plus four one-year option periods. Key deliverables include: a comprehensive trap survey and energy baseline within 30 days of award; replacement of 100% of verified traps with quick-change trap-station assemblies; installation of a continuous wireless monitoring system with 24-hour failure alerts; semi-annual preventive maintenance and dual-method testing; and repair/replacement services under a Government-authorized Not-to-Exceed allowance. The contractor must deliver monthly transmitter status data files, alert logs, and quarterly database exports in non-proprietary formats; provide 8+ hours of staff training within 60 days of system commissioning; and maintain a 98% transmitter availability rate. Performance standards include 100% trap replacement by end of base period, ≤2% rework/defect rate, and 100% notification of confirmed failures within 24 hours. Proposals are due November 4, 2026, at 10:00 AM CST via email. Evaluation will be based on technical approach/capability, price, and past performance. The Government estimates a $19 Million contract value. Set-aside is 100% for SDVOSB. The solicitation is being conducted under FAR Part 12 for commercial products and services.

B.4 PERFORMANCE WORK STATEMENT (PWS)

Steam Trap Standardization, Wireless Monitoring, and Preventive Maintenance

1. BACKGROUND. The Dallas VA Medical Center Campus operates a central steam plant and campus-wide steam distribution, and condensate return system serving heating, domestic hot water, sterile processing, kitchen, and humidification loads across occupied patient care facilities. The system contains approximately six hundred seventy-three (673) steam traps of mixed manufacture, age, style, and connection type, located in mechanical rooms, tunnels, crawl spaces, interstitial spaces, pipe chases, and service bays.

1.1 Failed steam traps waste energy, degrade condensate return, elevate boiler makeup water and chemical treatment cost, and create water-hammer and burn-hazard conditions. The current maintenance approach relies on periodic manual testing, which detects failures only after they have been losing steam for an unknown period. The Government intends to (a) standardize the trap population on a quick-change trap-station architecture that permits module replacement without breaking into the connected piping, and

(b) place the entire population under continuous wireless failure monitoring so that failures are detected and corrected in near-real time.

2. SCOPE. The Contractor shall provide all labor, supervision, management, materials, equipment, tools, transportation, permits, and incidentals necessary to:

• Survey, tag, and baseline the entire steam trap population;

• Replace one hundred percent (100%) of the verified trap population with quick-change trap-station assemblies;

• Furnish, install, commission, monitor, and maintain a continuous wireless steam trap failure monitoring system covering 100% of the replaced traps;

• Perform semiannual preventive maintenance (PM) and testing of all trap stations; and

• Perform repair and replacement of steam traps and associated steam distribution components under a Government-authorized Not-to-Exceed (NTE) allowance.

2.1 Boiler plant excluded. The central boiler plant is excluded from this contract in its entirety. The scope boundary is the point at which the steam distribution piping exits the boiler plant building. All trap survey, replacement, monitoring, PM, and allowance work under this contract applies to the campus distribution and condensate return system outside that boundary only.

2.2 Quantity basis. The 673-trap count is the Government’s best estimate at time of solicitation and is approximate and subject to verification by the initial trap survey required. Offerors shall not rely on the 673 figure as a guaranteed quantity.

3. APPLICABLE DOCUMENTS AND STANDARDS. The Contractor shall perform all work in accordance with the current editions of the following, as applicable:

• VA Steam, Heating, and Distribution Design Manual

• ASME B31.1, Power Piping (maintenance and repair practices)

• ASME Boiler and Pressure Vessel Code, as applicable to attached appurtenances

• U.S. Department of Energy (DOE) Steam System Assessment / Steam Tip Sheet guidance for steam trap testing, including the requirement for two independent detection methodologies

EC.02.06.05 and LS.01.02.01 (Interim Life Safety Measures)

• 29 CFR 1910 and 1926 (OSHA), specifically 1910.147 (Lockout/Tagout), 1910.146 (Permit-

Required Confined Spaces), and 1910.132–138 (PPE)

• 29 CFR 1910.1001 and 40 CFR 61 Subpart M (asbestos), and 29 CFR 1926.62 (lead)

• NFPA 70, NFPA 101, and NFPA 241 as applicable to the work

• 47 CFR Part 15 (FCC) for all radio frequency transmitting equipment

• VA Handbook 6500 and VA Handbook 6500.6 (Contractor Security), including Appendix C, Contractor Rules of Behavior

• Section 508 of the Rehabilitation Act (36 CFR Part 1194) as it applies to electronic content delivered to the Government (reports, data files, and documentation)

• Manufacturer installation, operation, and maintenance (IOM) instructions for all furnished equipment

4. PERIOD OF PERFORMANCE. The contract consists of a base year plus four (4) one-year Option Periods, not to exceed five (5) year’s total.

Base Year: December 1, 2026 – November 30, 2027 Option Year 1: December 1, 2027 – November 30, 2028 Option Year 2: December 1, 2028 – November 30, 2029 Option Year 3: December 1, 2029 – November 30, 2030 Option Year 4: December 1, 2030 – November 30, 2031

4.1 Place of Performance. Dallas VA Medical Center Campus, 4500 S. Lancaster Road, Dallas, Texas 75216, only, including all buildings, mechanical rooms, penthouses, tunnels, manholes, crawl spaces, interstitial spaces, and pipe chases within the Dallas campus steam distribution and condensate return system. No other VA North Texas Health Care System facility - including the Fort Worth VA Clinic and the Sam Rayburn Memorial Veterans Center (Bonham) - is within the scope of this contract, and no work shall be performed at any location other than the Dallas campus.

• Any other day designated by the President’s Proclamation

The observance of such days by Government personnel shall not otherwise be a reason for an additional period of performance, or entitlement of compensation. In the event the Contractor's personnel work during the holiday, they may be reimbursed by the Contractor, however, no form of holiday or other premium compensation will be reimbursed either as a direct or indirect cost, other than their normal compensation for the time worked.

5. PERFORMANCE REQUIREMENTS

5.1 Initial Trap Survey, Tagging, and Energy Baseline. Within thirty (30) calendar days after contract award, the Contractor shall complete a 100% survey of the steam trap population and deliver a Trap Survey and Baseline Report. The survey shall, for each trap:

• Assign and physically affix a unique, durable, legible identification tag.

• Record location (building, floor/level or crawl space, mechanical room or service bay number, tunnel segment, and a plain-language physical locator — e.g., “north of AHU-3, corridor interstitial”).

• Record trap type, size, connection type, manufacturer (where legible), and operating pressure class.

• Test the trap using two independent methodologies (temperature differential across the trap, and ultrasonic or conductivity), and classify as: functioning normally, failed open (blow-through), failed closed (plugged/cold), leaking, or out of service.

• Photograph the trap station as found.

• Identify any suspect asbestos-containing material (ACM) or lead-containing coating at or adjacent to the trap station, and any condition that would prevent safe replacement (inaccessible location, seized isolation valve, unsupported piping, confined-space access, etc.).

5.1.1 Energy Baseline. The Trap Survey and Baseline Report shall include a quantified pre-project baseline stating the number and percentage of failed traps, estimated steam loss in pounds per hour and MMBtu per year, and estimated annual cost of that loss in dollars, with the calculation methodology and all assumptions (steam pressure, orifice size, operating hours, fuel cost) disclosed. This baseline establishes the Government’s energy savings case and is a mandatory prerequisite to Government acceptance of the survey deliverable.

5.2 Phasing Plan. Concurrently with the Trap Survey and Baseline Report, and not later than thirty (30) calendar days after contract award, the Contractor shall submit for COR approval a tag-level Phasing Plan sequencing 100% replacement of the verified trap population within the Base Period. The Phasing Plan shall prioritize traps in the following order:

• Priority 1 - Traps failed open (actively blowing through and losing steam);

• Priority 2 - Traps failed closed, leaking, or out of service;

• Priority 3 - Traps serving critical loads (sterile processing, surgery, dietary, humidification) regardless of current condition;

• Priority 4 - All remaining traps.

5.2.1 The Phasing Plan shall identify, for each trap, any required system isolation or outage, and shall be coordinated with M&O and the Utility Systems shops through the COR to minimize disruption to facility operations and patient care.

5.3 Trap Station Replacement and Standardization. The Contractor shall replace one hundred percent (100%) of the verified trap population - including both the small-bore traps (nominally ½-inch and ¾-inch) and the traps one (1) inch and larger - with quick-change trap-station assemblies meeting the salient characteristics described in this Performance Work Statement (PWS), during the Base Period.

• Replacement shall be performed using the quick-change module interface such that, after the initial station installation, subsequent trap module changeout can be accomplished without breaking into, cutting, or re-welding the connected piping.

• Each replaced trap shall be functionally retested immediately following replacement using both detection methodologies, and the post-replacement result recorded in the trap database.

• Removed trap bodies, modules, and debris shall be removed from the facility and disposed of in accordance with VA and applicable environmental requirements. Removed components shall not be left in mechanical spaces, tunnels, or crawl spaces.

• Work areas shall be restored to original or better condition, including reinstatement of pipe insulation, jacketing, labeling, and hangers disturbed by the work.

5.4 Continuous Wireless Monitoring System. The Contractor shall furnish, install, commission, operate, and maintain a continuous wireless steam trap failure monitoring system covering 100% of the trap population, meeting the salient characteristics identified in this PWS.

5.4.1 Installation timing. A monitoring sensor shall be installed and placed in service on each trap station concurrent with that trap’s replacement, and in no case later than thirty (30) calendar days after that trap’s replacement. One hundred percent (100%) of the trap population shall be under active monitoring not later than the end of Month 12 of the Base Period. The Contractor may, at its option, install sensors on existing traps in advance of replacement to accelerate monitoring coverage.

5.4.2 Alerting. The system shall generate an automatic alert upon detection of trap failure conditions. The Contractor shall notify the COR of any confirmed failure alert within twenty-four (24) hours of the alert being generated by the system, by email and by the alerting method designated by the COR.

5.4.3 No VA-side software or platform access. The Government will not receive user accounts on, or log into, the Contractor’s monitoring platform, and no Contractor software, client, browser extension, agent, or viewer shall be installed on, or accessed from, any VA-furnished device. The monitoring platform is a Contractor tool operated on Contractor equipment. The Government purchases the outcome

- timely notice of trap failures and complete, verifiable data - not access to the tool. The Contractor shall deliver that outcome by pushing alerts, data, and reports to the Government as set forth above.

5.5 Data Delivery to the Government. In lieu of platform access, the Contractor shall deliver all data files in a non-proprietary and machine-readable (CSV or XLSX), keyed to the trap tag ID, and delivered to the COR by email or by another method the COR designates.

• Failure alerts - within 24 hours. Upon the platform generating a confirmed trap failure alert, the Contractor shall notify the COR within twenty-four (24) hours, by email and by the alerting method the COR designates. The notice shall identify the trap tag ID, building and location, failure mode (failed open, failed closed, leaking), the date and time the system generated the alert, and the Contractor’s recommended action.

• Monthly Transmitter Status Data File. By the fifth (5th) business day of each month, a machine export listing every transmitter in the fleet with: trap tag ID, transmitter serial number, installation date, last-reported timestamp, battery status, total days offline during the reporting month, and per-transmitter availability percentage. This file is the record from which the Government computes compliance with the monitoring availability standard.

• Monthly Alert Log. By the fifth (5th) business day of each month, machine exports every alert the system generated during the month, with: trap tag ID, failure mode, the system-generated alert timestamp, and the date and time the Contractor notified the COR. This file is the record from which the Government computes compliance with the 24-hour notification standard.

• Quarterly full database export. A complete export of the trap database required with a data dictionary.

• On demand. Any export, alert history, or trap-level data record the COR requests, delivered within five (5) business days of the request.

5.6 Integrity of Delivered Data.

• All data files delivered shall be direct, unedited machine exports from the monitoring platform.

They shall not be summaries, re-keyed data, or reports prepared by Contractor personnel from the underlying system.

• The Contractor shall certify, with each delivery, that the file is a true, complete, and unaltered export of the platform’s system of record for the period covered.

• Witnessed platform demonstration. Within five (5) business days of a COR request, the Contractor shall demonstrate the live monitoring platform to the COR - on site, or by screen share conducted on Contractor equipment - so the Government can verify that the delivered files reflect the system of records. The Government may request a demonstration at any time and shall not be required to state a reason. This is a Government right of verification, not a Contractor courtesy.

• Delivery of an altered, incomplete, or falsified data file is a Level 3 Contract Discrepancy Report under the QASP and may result in a cure notice, a determination of unsatisfactory performance, or termination.

5.6.1 Training. The Contractor shall provide not less than eight (8) hours of on-site training to VA M&O and Utility Systems personnel covering the monitoring system architecture, sensor operation and field troubleshooting, alert interpretation, and the structure and use of the delivered data files, within sixty (60) days of system commissioning, and shall repeat the training once per Option Period upon COR request.

5.6.2 Battery maintenance. The Contractor shall replace transmitter batteries as required to maintain the availability standard for the entire period of performance, including any planned fleet-wide battery replacement occurring within the Option Periods. Battery replacement is included in the firm-fixed-price monitoring line and shall not be charged against the repair allowance.

5.7 Preventive Maintenance and Testing. The Contractor shall perform PM on each trap station on a semiannual (twice per 12-month period) minimum frequency. Each PM visit shall include, at each trap station:

• Test of the trap using upstream and downstream test ports to evaluate temperature differential;

• Application of a second, independent detection method (ultrasonic or conductivity, as appropriate to the pressure class);

• Strainer blowdown to clear accumulated debris;

• Verification of isolation valve function;

• Inspection of connector gasket condition and verification of bolting torque to manufacturer specification;

• Verification of correct flow orientation and legible station labeling and tag;

• Verification that the associated monitoring sensor is installed, powered, reporting, and correctly mapped to the trap tag; and

• Documentation of condition and disposition of each trap station in the trap database.

Base Period PM. In the Base Period, the semiannual PM requirement applies only to trap stations that have been in service for at least ninety (90) days as of the scheduled PM date. Traps replaced within ninety (90) days of a scheduled PM cycle are covered by the post-replacement functional retest required in the PWS and shall not be separately priced or invoiced as PM. This is intended to prevent duplicate payment for testing the same trap twice within a short interval.

5.8 Repair and Replacement Allowance (NTE). The Government has established a Not-to-Exceed (NTE) allowance to fund steam-related repairs arising during the period of performance. The allowance is a funded ceiling reserved for the repair, replacement, and remediation of the campus steam distribution and condensate return system and its associated components, whether identified through the initial survey, the continuous monitoring system, scheduled PM, or an emergency condition. The allowance is separate from, and shall not duplicate, the firm-fixed-price base scope.

5.9 Allowance Scope - Steam-Related Repairs (In Scope). The allowance is reserved exclusively for steam-related repair work. Work chargeable to the allowance is limited to the repair, replacement, and remediation of steam and condensate system components, including but not limited to:

• Steam traps and trap stations found in excess of the verified count established under the initial Baseline Report and steam traps or stations damaged by causes outside the Contractor’s control.

• Isolation valves, gate, globe, and check valves, strainers, unions, nipples, and fittings at or serving trap stations.

• Sections of steam supply, condensate return, and drip leg piping found corroded, eroded, leaking, or otherwise unserviceable.

• Pressure reducing valves (PRVs), safety relief valves, pressure gauges, and associated piping and appurtenances.

• Condensate pumps, condensate receivers, flash tanks, air vents, and vacuum breakers.

• Steam and condensate pipe insulation, lagging, and jacketing removal and reinstatement necessitated by a steam repair, where the material is non-hazardous.

• Pipe supports, hangers, guides, anchors, and expansion joints on steam and condensate piping found failed or failing.

• Latent or concealed conditions discovered during trap replacement prevent safe completion of the work - seized isolation valves, unsupported or corroded piping, or trap stations requiring access work to reach.

• Emergency steam or condensate leak repair affecting patient care, life safety, or critical facility operations.

• Labor, materials, equipment, and permits directly required to accomplish any of the foregoing.

5.10 Excluded from the Allowance (Out of Scope). The allowance shall not be used for, and the Contractor shall not charge against it:

• Any repair, replacement, or rework covered by the warranty.

• Any work within the firm-fixed-price base scope, including trap replacement monitoring system installation and platform subscription, transmitter battery replacement, and semiannual PM.

• Any non-steam work - domestic water, hydronic heating, chilled water, medical gas, sanitary, or electrical systems - unless that work is directly incidental to, and necessary for the completion of, an authorized steam repair.

• Abatement of asbestos-containing material or lead, which is a Government responsibility.

• The central boiler plant, which is excluded from this contract in its entirety - including boilers, pressure vessels, burners, deaerators, feedwater systems, condensate and surge tanks within the plant, water treatment, and boiler controls. The scope boundary is the point at which steam distribution piping exits the boiler plant building; steam traps and distribution components on the plant side of that boundary are not within this contract or this allowance.

• Any markup on materials, parts, or subcontracted work.

• Capital improvement, system expansion, or new construction not required to restore an existing steam system component to serviceable condition.

• 5.11 Terms Governing the Allowance. The allowance is a Not-to-Exceed ceiling, not guaranteed value.

• No work shall be performed against the allowance without prior written authorization from the COR acting within the COR’s delegated authority, except in a documented emergency directly affecting patient safety, life safety, or critical operations. Emergency work shall be reported to the COR within four (4) hours of commencement.

• All allowance work shall be supported by a Contractor estimate itemizing labor hours by category, materials, and any subcontract cost, and submitted for COR approval before commencement.

• The Contractor shall certify on each allowance invoice that the work charged falls within the steam-related repair scope.

• Materials furnished under the allowance shall meet the salient characteristics of the PWS and shall be integrated into the monitoring system and trap database on the same terms as base-scope work.

• Unused allowance does not carry over between periods.

• The Contractor shall report expenditures against the allowance in each PM cycle report, including a running balance of remaining funds for the current period.

5.12 Documentation, Trap Identification, and Database. The Contractor shall establish and maintain a digital trap database covering 100% of the trap population, containing at minimum, for each trap: unique tag ID; building; floor/level or crawl space; mechanical room or service bay; tunnel segment; plain-language physical locator; trap type, size, and pressure class; installation date; as-found condition; as-left condition; all test results by date and methodology; monitoring sensor serial number and status;

disposition (pass/fail); corrective actions; and photographs (as-found and as-installed).

• The database shall be updated within five (5) business days of any change in trap status, replacement, sensor change, or corrective action.

• The database shall be exported to the Government quarterly, and within five (5) business days of any COR request, in a non-proprietary, machine-readable format (CSV or XLSX) with a data dictionary.

• A photograph of each final installed trap station shall be captured, linked to the tag ID, and retrievable from the database.

5.13 Reporting. The Contractor shall submit the following to the COR:

• Trap Survey and Baseline Report - within 30 calendar days of contract award.

• Phasing Plan - within 30 calendar days of contract award for COR approval.

• Monthly Progress Report (Base Period only) - traps replaced to date vs. plan, monitors installed

vs. plan, allowance expenditures and running balance, schedule variance and recovery plan.

• Semiannual PM Cycle Report - within ten (10) business days of PM cycle completion. It shall include:

o traps tested o failures found by mode o traps replaced o monitoring system status and availability o estimated steam loss and dollar impact of failures identified since the last report measured against the baseline o allowance expenditures and running balance o and recommendations for follow-on action.

• Commissioning Report and As-Built Documentation - within thirty (30) days of monitoring system commissioning.

• Annual Energy Performance Summary - within thirty (30) days of the end of each period, comparing current failed-trap rate and steam loss to the baseline.

• Close-Out Report and Data Export - within thirty (30) days of contract completion or termination.

6. SALIENT CHARACTERISTICS (BRAND NAME OR EQUAL). The following are salient characteristics stated in functional terms. Any product meeting these characteristics is acceptable. No proprietary product, manufacturer, or model is specified or required.

6.1 Trap Station Assemblies

• Quick-change trap module interface permitting module removal and replacement without cutting, welding, unthreading, or otherwise breaking into the connected piping.

• Integral upstream and downstream test ports permitting temperature and ultrasonic/conductivity testing without disassembly.

• Trap body and mounting station of forged steel or stainless-steel construction, rated for the applicable steam service pressure and temperature.

• Connection compatibility with existing piping, or such adaptation as is required, such that no piping modification is necessary for future module changeout.

• Trap operating principle appropriate to the application. Where an inverted-bucket mechanism is used, the station shall be installed in the orientation required by the manufacturer for proper function.

6.2 Wireless Transmitters (Sensors)

• Dual detection methodology per DOE guidance: a blow-through/failed-open condition detected by one method (e.g., ultrasonic or conductivity) and a cold/failed-closed condition detected by temperature.

• Externally mounted and non-intrusive; no penetration of, or modification to, the pressure boundary, and no external sensing chamber required.

• Rated for installation in industrial environments including mechanical rooms, washdown areas, tunnels, manholes, and crawl spaces subject to elevated heat and moisture.

• Mountable in any orientation relative to the piping, including on deck-level and overhead piping.

• Radio operation in an unlicensed FCC Part 15 band (e.g., 902–928 MHz ISM). Any FCC-certified, license-free technology providing equivalent range, penetration, and reliability in the environments listed above is acceptable.

• Battery-powered with an expected service life of not less than four (4) years under the specified duty cycle, and field-replaceable.
