About this file

This is a Modification (SF 30) to a federal contract solicitation issued by the Department of Veterans Affairs Veterans Health Administration Veterans Integrated Service Network 17. The modification amends solicitation 36C25726Q0817 for "J045--Install Chill Water System Filtration & Steam Condensate Polisher" to provide logistical updates to the procurement process rather than substantive changes to requirements or terms.

The modification provides three key amendments: (1) authorization for an additional site visit to the facility, (2) a new deadline for submission of technical questions following a second site visit scheduled for September 14, 2026, and (3) provision of responses to previously submitted technical questions. These amendments facilitate contractor familiarity with the project scope and requirements through expanded site access and ensure clarification of technical specifications through a structured Q&A process. No information regarding pricing terms, contract vehicle type, set-asides, or award dates is specified in this modification document.

18. The SOW requires filtering 4.2 million gallons every 12 hours, which is approximately 5,800 gallons per minute. The specified filter housing has 12-inch pipe connections, which carry approximately 3,500 gallons per minute at standard design velocity. At that rate, the full volume is filtered every 20 hours, not 12. Both requirements cannot be met as written. Please confirm which governs:

(A) The 12-hour turnover, which requires larger (16–18 inch) housing connections and a larger pump; or

(B) The 12-inch housing as specified, with a turnover of approximately 20 hours.

Answer: B.

19. Please confirm the design flow rate the VA intends for the bypass filtration pump, and whether 5,833 GPM is continuous duty or a periodic cleanup campaign with a reduced continuous side stream rate.

Answer: Continuous system filtration.

20. VA HVAC Design Manual §4.2.3.3(d), cited in the SOW, requires 25–50-micron initial media reducing to 5 micron after the system is clean. The specified cartridge XP-G1-6100E is 10 micron, and the SOW states it supplements existing 10-micron assemblies. Please confirm the intended micron rating and whether a staged media program is acceptable Answer: 10-micron filters are to be used throughout start up, testing and completion.

21. The electrical service, feeder, disconnect, and starter/VFD for the filtration pump within contractor scope or furnished by VA? Please confirm available capacity at the Energy Center MCC. A 125–150 HP motor is indicated at 5,833 GPM.

Answer: Wastewater permits are already established with the city of Dallas.

23. Please confirm the required number of resin tanks. The SOW specifies 30″ × 84″ 304L tanks at 20 ft³ each and progressive flow programming but does not state quantity. At 200 GPM, three tanks yield 13.6 gpm/ft²; two yields 20.4 gpm/ft².

Answer: Reference CP-600-BFV-TW Condensate Polisher Twin Softening system is designed for flow rate ranges from 150gpm-200gpm.

24. Please provide a current condensate analysis — total iron, total hardness, conductivity, pH, and oil/hydrocarbon — along with average and peak return rates, so exchange capacity and regeneration frequency can be designed rather than assumed.

Answer: These readings change daily, the required system flow rating was supplied in the SOW.

25. The SOW specifies “High-Capacity Cation Softening Resin.” At continuous 170°F service with cold-water regeneration, standard 8% crosslink gel resin is subject to thermal and osmotic degradation. Please confirm that higher-crosslink (10% DVB) or macroporous strong acid cation resin is acceptable and confirm whether temperature-compensated backwash sequencing is required.

Answer: The required parameters are provided in the SOW.

26. The mandatory pre-proposal site visit was held 9/3/2026. Please confirm the facility visit roster is closed and whether any additional site visit will be scheduled prior to the 9/25/2026 offer due date.

Answer: An additional site visit was held on 9/14/2026.

27. Please provide as-built drawings or P&IDs for the chilled water loop, thermal storage tank, and condensate return system, and identify intended hot tap locations and available system outage windows.

Answer: Tap points have been identified during site visit and will be finalized in first meeting walkthrough, drawings attached.

28. Block 15 lists the delivery ZIP as 75216; the Addendum lists 75126. Please confirm the correct address.

Answer: 75216.
