B.2 STATEMENT OF WORK
Background
The VISN 17 Center of Excellence (COE) for Research on Returning War Veterans, was established in 2006 at the Doris Miller VA Medical Center 4800 Memorial Drive Bldg. 93, Waco, TX 76711. Congress instructed the Department of Veterans Affairs (VA) to designate the Waco campus as a Center of Excellence to focus on mental health/post-traumatic stress disorder (PTSD) needs. The COE will allow the VA to consolidate personnel, training, and specialized resources in an efficient manner to improve knowledge related to treatment, prevention, rehabilitation, and clinical services to our nation’s veterans, with focus on those veterans returning from Operations Iraqi Freedom and Enduring Freedom (OIF/OEF).
The primary mission of the VISN 17 Center of Excellence (COE) is to (1) develop, implement, and disseminate research into the causes of PTSD and its effects on combat veterans and their significant others; and (2) provide education for health care specialists and administrators around improved methods of diagnosing and treating individuals with mental health problems, especially veterans. The COE serves as a major source of expertise on the mental health consequences of war to legislative bodies such as Congress, and it serves as an internationally visible focus of research activity on the psychological problems of combat veterans. Administratively, the COE consortium is under the direct control of the Office of Mental Health Services at VA Central Office.
Objective
In support of the above background, the requested service agreement will allow scientists at the Center of Excellence to continue in their ability to research causes, solutions, and treatments to mental health problems at the cellular and molecular level. Without a service agreement for our advanced instrumentation, we could not guarantee results or findings from said instrumentation; it needs to be maintained and calibrated in accordance with specific criteria to produce accurate results.
Point of Contact (POC):
The contractor will contact Christina Hejl at christina.hejl@va.gov via email or via phone at 254-297-5173.
Period of Performance:
Base Year 09/26/2026-09/25/2027 Option Year 1 09/26/2027-09/25/2028 Option Year 2 09/26/2028-09/25/2029 Option Year 3 09/26/2029-09/25/2030 Option Year 4 09/26/2030-09/25/2031
All work must be performed by Lecia Microsystems OEM factory-certified Support or Field Service Engineers. Contractors will come onsite for delivery, installation, and/or repairs only when research personnel are available to escort and provide access, Monday-Friday between the hours of 8am-4pm. Contractors will not attempt to service equipment outside of previously mentioned hours, on weekends or the following holidays:
New Year’s Day (January 1), Birthday of Martin Luther King, Jr (Third Monday in January), Washington's Birthday (Third Monday in February), Memorial Day (Last Monday in May), Juneteenth National Independence Day (June 19), Independence Day (July 4), Labor Day (First Monday in September), Columbus Day (Second Monday in October), Veterans Day (November 11), Thanksgiving Day (Fourth Thursday in November), Christmas Day (December 25).
Scope
Service agreement is required for a Fluorescent Microscope System,Leica Brand DMi8 Inverted Fully automated Research Microscope for live cell imaging with fluorescence for Dapi, GFP CY3 and CY5. DIC Nomarski, Phase Contrast, scanning stage, ultra-high-speed monochrome and color cameras, LASX software bundle for XYZ multidimensional imaging and PC workstation with on stake incubation system that must be maintained to Leica factory standards.
Required is a Premium Care Service Plan that includes:
• Unlimited service visits by Leica-Microsystems trained and qualified field service engineer
• Unlimited Replacement service parts, components, or modules necessary for repairs, excluding objectives, consumables and 3rd Party parts.
• 1 Annual on-site Planned Maintenance visit, to ensure the system is performing to factory specifications
• Unlimited access to expert Applications and Technology Support Center (M-F 8am-5P)
• Software Updates
• 1 Annual ISO 17025 calibration during the planned maintenance
The system is comprised of many components, but functions as a complete system. The base component of the system is the DMI8. It is fully automated DIC and pulls the Wolston objective prism from the imaging path automatically for highest signal to noise ratio and provides absolute zero-pixel shift with fluorescence imaging. This is patented by Leica and makes the entire system unique. Therefore, only Leica experts are sufficiently educated/equipped to maintain this system. It is also equipped with the following features:
• 19mm field of view at the camera ports: expanded field of view compared with standard camera ports for better compatibility with large format camera sensors.
• Fluorescence Intensity Manager (FIM) to attenuate the fluorescence intensity using stainless steel gradients that last for life Protecting the probes effectively against bleaching. - other manufacturers use glass neutral density filters.
• RFID labeled fluorescence filter cubes: automated identification of filter cubes by the software.
• Absolute Zero Pixel Shift: Zero Pixel shift when switching filter cubes and all contrasting methods for exact image overlay.
• Contrast methods: The microscope is capable for use with brightfield, darkfield, phase contrast, integrated phase contrast, differential interference contrast (DIC), integrated modulation contrast, polarization and fluorescence methods.
• Intelligent Automation: Facilitates fast and reliability switching between contrast methods and objectives. Automated adaptation of illumination settings, parfocality, brightness and diaphragm position to the selected contrast method with a single push of a button.
• 268ms position to position filter change
For this system to stay in compliance with the manufacturers’ highest quality running standards, this system must be maintained by Leica professionals and require ONLY Leica brand replacement parts if a repair is required.

(a) Definitions. As used in this clause—
Long-term contract means a contract of more than five years in duration, including options.
However, the term does not include contracts that exceed five years in duration because the period of performance has been extended for a cumulative period not to exceed six months under the clause at 52.217-8, Option to Extend Services, or other appropriate authority.

The small business size standard corresponding to this NAICS code(s) can be found at https://www.sba.gov/document/support--table-size-standards.
https://www.sba.gov/document/support--table-size-standards
(d) The small business size standard for a Contractor providing an end item that it does not manufacture, process, or produce itself, for a contract other than a construction or service contract, is 500 employees, or 150 employees for information technology value-added resellers under NAICS code 541519, if the acquisition—

(2) Used the HUBZone price evaluation preference regardless of dollar value, unless the Contractor waived the price evaluation preference; or
(3) Was an 8(a), HUBZone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned small business set-aside or sole-source award regardless of dollar value.
(e) Except as provided in paragraph (g) of this clause, the Contractor shall make the representation(s) required by paragraph (b) of this clause by validating or updating all its representations in the Representations and Certifications section of the System for Award Management (SAM) and its other data in SAM, as necessary, to ensure that they reflect the Contractor's current status. The Contractor shall notify the contracting officer in writing within the timeframes specified in paragraph (b) of this clause, that the data have been validated or updated, and provide the date of the validation or update.
(f) If the Contractor represented that it was other than a small business concern prior to award of this contract, the Contractor may, but is not required to, take the actions required by paragraphs (e) or (g) of this clause.
(g) If the Contractor does not have representations and certifications in SAM, or does not have a representation in SAM for the NAICS code applicable to this contract, the Contractor is required to complete the following rerepresentation and submit it to the contracting office, along with the contract number and the date on which the rerepresentation was completed:
