About this file

This document is Amendment 0001 to Solicitation 36C25726Q0795, issued by the Department of Veterans Affairs Network Contracting Office 17 in San Antonio, Texas. The amendment extends the response due date from August 5, 2026 to August 26, 2026 at 1:00 PM CDT and provides answers to 29 questions submitted by potential offerors regarding the scope of work for Non-Critical Reusable Medical Equipment (NCRME) cleaning and disinfection services at the Audie L. Murphy VA Medical Center Campus.

The Q&A document clarifies key contract requirements: the contractor will clean NCRME items exclusively (nursing does not share responsibility), with no established historical volume data available; the equipment list in Attachment 1 is an estimate subject to surge under a firm-fixed-price structure with approximately 40 crash carts identified; the scope covers all floors, clinics, and wards throughout the entire Audie L. Murphy Campus (8 floors in main tower plus 2-3+ additional patient care floors); coverage is required across two shifts (7:30 AM–4:30 PM and 3:00 PM–11:00 PM) with current staffing of 5 employees (3 full-time, 2 part-time) with 2-4 staff assigned to day shift and 1 to evening shift. The contractor must provide all cleaning solvents and disinfectants, is responsible only for green/yellow/red hang tags (not replacement casters, rubber tips, ID bands, or barcodes), and must conduct ATP testing twice weekly (Tuesday and Thursday) with methodology and pass/fail thresholds to be established post-award. The VA will not provide an existing inventory database, and the contractor should focus exclusively on items listed in Attachment 3; daily cleaning applies only to equipment presented/released/scheduled for processing that day, with workload distributed through a contractor supervisor. The capability statement page limit remains at 3 pages maximum, and no changes to scope exist since the prior solicitation.

X one (1)

The purpose of this amendment is for the following reasons:

1. Extend the response due date and time to 8/26/2026 at 1:00pm CDT.

2. Provide answers to questions that have been answered.

Volumes & Throughput

1. Daily equipment volume: What is the estimated and historical average number of NCRME items cleaned and disinfected per workday, and what share is handled by nursing at the point of use versus by the contractor?

Answer: No average has been identified as levels very greatly based on patient need.

Items listed are cleaned solely by the contactor, nursing does not share the responsibility.

2. Annual equipment volume: Approximately how many NCRME units were processed during the most recent 12-month period of performance?

Answer: No average has been identified

Equipment List & Quantities

3. Fixed vs. estimate: Is Attachment 1 (equipment list) a fixed, capped inventory under the firm-fixed-price structure, or an estimate subject to surge?

Answer: The equipment list within Attachment 1 is an estimate under the firm-fixed price structure.

4. TBD quantities & crash carts: Please provide current estimated quantities for items listed as TBD in Attachment 1, including rollators/walkers and crash carts (including components), and state the exact number of physical crash carts deployed.

Answer: Approximately 40 crash carts

5. Omitted assets: Are common non-critical reusable assets typically found in VA wards (e.g., IV poles, overbed tables, SCD sleeves/sleeves boxes, patient scales) intentionally excluded, or will they be added via an amended list?

Answer: These items were intestinally excluded

Contract Scope & Footprint

6. Departmental coverage: Does the scope of work cover all floors and specialized departments, including Operating Rooms (OR), ICUs, psychiatric/locked wards, and the Emergency Department? Is all work to be performed at one main facility?

Answer: The scope covers all floors, clinics and wards throughout the Audie L. Murphy Campus.

7. Campus footprint: Does the footprint strictly cover the main hospital tower at 7400 Merton Minter Blvd, or does it extend to adjacent campus structures such as the Polytrauma Rehabilitation Center, Spinal Cord Injury Center, or on-site clinics?

Answer: The scope covers all floors, clinics and wards throughout the Audie L. Murphy Campus.

Work Hours, Shifts & Staffing

8. Shift coverage: Given the listed windows (7:30 AM–4:30 PM and 3:00 PM–11:00 PM), does the Government require coverage across both windows or a single day shift?

Answer: Coverage is required for both windows of time

9. Staffing levels & FTEs: How many existing shifts are there, how many employees per shift, and what is the total number of on-site contractor staff? Please include whether there is a current/incumbent provider and its present staffing/FTE levels, and clarify how many FTEs per shift are required (or whether this is contractor-determined).

Answer: Currently there are 5 staff. 3 full time and 2 part time. 2-4 staff will work the day shift and 1 will cover the evening.

Space & Facilities

10. Contractor workspace: Will designated workspace, storage, or staging space be provided on-site (e.g., within the Audie L. Murphy Medical Center) for contractor personnel, cleaning operations, equipment, and supplies?

Answer: A storage closet is provided for the contractors to use for storing their supplies and carts. Within the clinic/ward spaces dirty and clean rooms are established and the contractors utilize these areas when cleaning equipment.

11. Utility rooms (clean/dirty): Are separate clean utility rooms and dirty utility breakdown rooms established on each floor and major nursing unit? Please provide approximate square footage/capacity, whether they can accommodate high-volume staging of larger assets (e.g., stretchers, patient beds, mobile computer carts), whether these areas are dedicated exclusively to contractor staff or shared with VA environmental services/nursing/linen, and whether designated dirty rooms feature functional eyewash stations, clinical utility sinks, and proper drainage.

Answer: Within the clinic/ward spaces dirty and clean rooms are established and the contractors utilize these areas when cleaning equipment. The size of the rooms varies from space to space and are shared areas with the VA environmental services/nursing/linen. Dirty rooms do not feature functional eyewash stations, clinical utility sinks, or drainage.

12. Transport expectations: If established clean/dirty rooms do not exist on every floor, is the contractor expected to move un-sanitized assets through public or clinical corridors to a centralized decontamination facility? Is pick-up/delivery expected across various locations throughout the hospital?

Answer: Established dirty/clean rooms exist.

Materials, Consumables & Replacement Parts

13. Disinfectant consumables: The SOW states the contractor shall provide cleaning solvents and supplies, while Attachments 2 and 3 identify specific products. Will these disinfectants and cleaning products be Government-furnished or contractor-furnished?

Answer: these disinfectants are contractor-furnished

14. Replacement parts & ID supplies: Is the contractor responsible for furnishing replacement casters, rubber tips, ID bands, barcodes, service stickers, and green/yellow/red hang tags?

Answer: The contractor is only responsible for green/yellow/red hang tags

15. Historical replacement usage: Approximately how many casters and rubber tips were replaced during the most recent 12-month period?

Answer: It is not the responsibility of the contractor to replace these items

Testing & Standards (ATP)

16. ATP testing quantity: What quantity or percentage of equipment is expected to receive ATP testing during each reporting period?

Answer: Testing is done twice weekly (Tuesday and Thursday). Recleaning and retesting is repeated until all items pass.

17. ATP methodology & thresholds: What testing methodology and pass/fail thresholds (acceptance standards) must the contractor follow?

Answer: The testing methodology and pass/fail thresholds will be established between the COR and the contractor when the contract is awarded.

Data & Systems

18. Inventory database: Will the VA provide the incoming contractor with an existing electronic inventory/equipment database, or will the contractor be responsible for establishing a new database at contract start?

Answer: There is no established database

19. Variance threshold (pricing mods): If the active tracking system logs an inventory spike exceeding the 4,853 items listed, at what percentage or count threshold would a bilateral contract modification activate to adjust monthly pricing?

Answer: This bridge can be crossed when the contract gets to this point IF the item threshold gets passed.

Performance, Work Orders & Communication

20. Definition of daily cleaning: Does “daily cleaning and disinfection” mean every piece listed in Attachment 1 must be cleaned each business day, or only equipment presented/released/scheduled for processing that day?

Answer: Daily cleaning of items presented/released/scheduled for processing that day

21. Performance expectations (SOW §4.4): What expectations and measures should the contractor reference to confirm a successful day meeting VA’s standards?

Answer:

22. Attachment 3 responsibilities: Should the contractor focus solely on items where the Responsibility column lists EMS?

Answer: Focus solely on items listed. Any items outside the listed items should not be cleaned by the contractor.

23. Daily workflow & communication: Are work orders issued that specify equipment and quantities to be cleaned each day? How is it determined which equipment needs cleaning each day, and how is that need/quantity communicated to the contractor?

Answer: The contractor has a supervisor for the contract team and workload is distributed to them.

Facility Metrics

24. Floors covered: How many floors are covered under this contract?

Answer: 8 floors in the main tower, plus 2-3+ floors within the patient care areas located on the Audie L. Murphy Campus.

25. Square footage: What is the exact square footage covered under the NCRME cleaning contract?

Answer: There is no square footage covered by the contract since it is just the items within Attachment 1 that are needed to be cleaned.

26. Bed count & specialized units: What is the total facility bed count and the breakdown of specialized units?

Answer: There is no bed count and breakdown of specialized units since it is just the items within Attachment 1 that are needed to be cleaned.

Administrative Requests

27. Capability Statement page limit: We respectfully request increasing the maximum page count from 3 pages to 10–15 pages to adequately describe technical approach and methodology.

Answer: The maximum page count will be staying at 3 pages.

Scope Changes

29. Changes since prior solicitation: Has there been any change in the scope of work requirements since the last solicitation?

Answer: No
