About this file
This is a Standard Form 30 Amendment to Solicitation for the Department of Veterans Affairs Engineering Uniforms contract (Solicitation Number 36C25726Q0757), issued by the VA Network Contracting Office in San Antonio, Texas on July 9, 2026. The amendment provides answers to 24 technical questions submitted by offerors and clarifies specifications for embroidered uniforms and apparel. The offer due date remains July 28, 2026 at 4:00 PM CST.
Key clarifications provided in this amendment include: embroidered patches must be 3"x3" with standard thread count, placed on the left chest of all garments; logos vary by garment type and will be identified upon order placement; separate quantities are required for Black and Navy soft-shell jackets rather than a two-tone option; contractors are responsible for digitizing artwork rather than receiving production-ready embroidery files; Red Kap Model SK92 Medium Blue is acceptable as a substitute for light blue; pants must be hemmed to ordered sizes with 40-inch inseams acceptable (44-inch and 52-inch inseams are not needed); and contractors must have multiple sources of supply and notify the Contracting Officer immediately if items become unavailable post-award, proposing compliant substitutes for written approval. Each garment requires an embroidered logo and work section with identical placement specifications. The amendment references VAAR Clause 852.219-76 (Limitations on Subcontracting - Certificate of Compliance for Supplies and Products) as the correct certification form for offerors to submit.

Answer: 3”x3”
2. What are the thread counts on the patches?
Answer: Standard
3. When shipping the final products:
a. Will they need to be individually packaged?
Answer: No
b. Will the size of the product need to be affixed to said packaging?

c. Are there any restraints on the size of the shipping box/container?
Answer:50lbs
4. Logo placement and embroidery specifications (Attachment B – VA Engineer Uniform Logos; referenced in SOW Section B.2, Item 3, Scope of Work):
Attachment B provides logo artwork, but no specifications are given for placement (e.g., left chest, sleeve), finished size, or thread color count. Could the Government provide placement and sizing specifications for the embroidery/logos to ensure accurate pricing and consistent application across all garments?
Answer: 3”x3” Left chest.
5. Logo assignment by line item (Attachment A – Uniform Details, SOW Section B.2):
The price schedule in Attachment A does not include a column or notation indicating which logo (from Attachment B) applies to which garment or line item. Is a single standard logo applied to all uniform items, or does the applicable logo vary by garment type/position (e.g., Engineering, Electronics, Painter, Construction, Grounds)? If it varies, could the Government clarify which logo corresponds to which line item(s)?
Answer: It varies and the required logo will be identified when the orders are placed.
6. Color designation for Soft-Shell Jackets (Attachment A, Style JP68, Men's and Women's Deluxe Soft-Shell Jacket line items):
Both the Men's and Women's JP68 jacket line items list the color as "Black, Navy" together, while all other line items in Attachment A list a single distinct color. Could the Government confirm whether "Black, Navy" refers to a single two-tone colorway, or whether separate quantities are required for a Black jacket and a Navy jacket?
Answer: Separate quantities are required for a Black jacket and a Navy jacket.
7. Limitations on Subcontracting certificate (Section E.3, Addendum to FAR 52.212-1, Offer Submittal Instructions, vs. Section C.12): The offer submittal instructions in Section E.3 direct offerors to complete and return VAAR Clause 852.219-75 (Limitations on Subcontracting – Certificate of Compliance for Services and Construction). However, the clause included in the solicitation at Section C.12 is VAAR 852.219-76 (Limitations on Subcontracting – Certificate of Compliance for Supplies and Products). Could the Government confirm which certification (852.219-75 or 852.219-76) should be completed and submitted with our offer, given this is a supply contract?
