About this file
This document is Amendment 0001 to Solicitation 36C25726Q0733, issued by the Department of Veterans Affairs Network Contracting Office 17 on July 29, 2026, effective July 13, 2026. The amendment provides answers to 51 questions received from offerors regarding an HVAC replacement and ductwork modification project at Building 9.
The project involves replacing a 7-ton Carrier rooftop unit (Model 50Tm-008-A-501--, Serial 2608G30853) that serves a conference room and front offices. Key scope elements include: contractor responsibility for building automation system controls work; field verification of existing duct routing since no as-built drawings exist; redistribution of the HVAC system into two operating zones per areas identified during site visits; routing, adding, and removing ductwork throughout Building 9 without requirement for rebalancing; reuse of existing ceiling grid with contractor replacement of any damaged tiles; installation of a new roof curb adapter; and future HVAC work for Room 103A. Contractor design services are not required. Testing, adjusting, and balancing services are required with installation of necessary dampers to maintain proper airflow for up to 12 conference room occupants. The replacement rooftop unit must not be an AAON manufacturer model. Structural engineering and stamped roof load verification drawings are required. Work must be completed within 90 days of receipt of order. Warranties include 5-year manufacturer coverage and 1-year installation labor warranty. The project is classified as HVAC trade work, not construction; therefore, bonds and progress payments are not required. Permits and inspections are contractor responsibility. Offerors must obtain Texas sales tax exemption certificates. Siemens Apogee integration and programming are not required. FAR Clause 52.217-8 regarding option to extend services has been added.
