The purpose of this amendment is to provide additional questions and answers.
1. Are both window surfaces (inside/outside) to be cleaned? Yes
2. Are there structural anchors to support window cleaning apparatus? Assume none
3. What is the maximum building height? 120 feet is a safe maximum height
4. How many skylights require cleaning? None that I am aware off
5. What is their height above a stable work surface? Not sure of the question
6. Are there atriums? None that I am aware of
6. What is the annual value of the current contract? No contract currently exists
7. When were the windows last cleaned? 2019 is the last time
8. Is a site plan available? On will be provided
9. Building 29 Engineering Building — Section B.2, Paragraph 4.7, Pages 7–8 The line-item calculations for Building 29 show approximately 8,064 square feet of windows and 84 square feet of door glass, which would total approximately 8,148 square feet. However, the stated building total is 1,205 square feet. Please confirm the correct quantities and total square footage for Building 29. The square footage is correct as the windows are double hung. Essentially two windows on top of each other creating multiple surfaces. 8,148 SQ feet is the total.
10. Building 11 Main Hospital — Section B.2, Paragraph 4.7, Page 8 The solicitation states a total of 186,930 square feet for Building 11. Please confirm whether the dimensions, multipliers, quantities, and total square footage listed on Page 8 are accurate and whether the quantities already account for both sides of the glass.
. We have done the best we can to provide as much information as possible. To remove all Doubt the contractor would need to have a site visit to confirm. The quantities are intended to account for both sides.
11. Building 96 Long-Term Care Building — Section B.2, Paragraph 4.7, Page 9 The total line at the bottom of the Building 96 schedule states, “Total Sq Ft for Building 11 Window and Door.” Please confirm that this should reference Building 96 and confirm whether 4,273.75 square feet is the correct total. Corrected to building 96. Total correct to the building.
12. Buildings 1 and 40 / Buildings 2 and 41 — Section B.2, Paragraph 4.7, Pages 6–7 Please confirm whether the quantities and square-foot totals shown for “Building 1 & 40” and “Building 2 & 41” are combined totals covering both buildings or whether the listed quantities apply separately to each building. It is the total for both buildings. Signage has been updated recently and the buildings are identified. They share the same roof and in past obligations were considered one building.
13. Required Window Surfaces — Section B.2, Paragraph 1.2, Page 4; Paragraph 4.7, Pages 6–9 Page 4 requires cleaning exterior windows, interior surfaces of exterior windows, exterior surfaces of interior windows, glass doors, sidelights, entryway glass, frames, sills, and ledges. Please clarify whether the square-foot quantities on Pages 6–9 represent one glass surface, both sides of each pane, or the complete cleaning requirement described in Paragraph 1.2. We have done the best we can to provide as much information as possible. To remove all Doubt the contractor would need to have a site visit to confirm
14. High-Access Work and Equipment — Section B.2, Paragraph 3.1, Page 4; Safety Requirements, Paragraphs 6.1–6.5, Page 10 Please provide the approximate height of the highest windows and identify which buildings require aerial lifts, scaffolding, fall-protection systems, or other specialized access equipment. Please also confirm whether any VA-approved anchor points or designated lift-access areas are available. Buildings 1,96 and 29 are 2 story buildings height not to exceed 30 feet. Buildings 40, 2, 41and 22 are single story buildings.
Building 11 is an 8 story building maximum height is 120 feet. Site conditions and logistics are to be coordinated.
15. Service Frequency and Initial Cleaning Cycle — Section B.2, Paragraph 4.3, Page 5; Section B.3 Price/Cost Schedule, Page 12 Please confirm that two complete cleaning cycles are required during each contract year. Because the base period begins August 31, 2026, please also confirm whether the first cleaning cycle must be completed by September 30, 2026. The initial cleaning should be scheduled as soon as possible. Yes two cleanings will be required per year.
16. Government-Furnished Utilities — Section B.2, Pages 4–10 The Statement of Work does not appear to identify whether the Government will furnish water or electrical access. Please confirm whether the VA will provide onsite water and electrical utilities required to perform the window-washing services and identify any restrictions on utility access.
Basic utilities are available. The Government will not relocate existing to meet contractors’ needs but will assist in gaining access to utilities.
17. Building 29: The individual window calculations total 8,064 square feet, but the building total is listed as 1,205 square feet. Which total should contractors use for pricing?
The square footage is correct as the windows are double hung. Essentially two windows on top of each other creating multiple surfaces. 8,148 SQ feet is the total.
18. Building 11: The schedule lists 1,540 windows at 30 square feet each and shows a total of 184,800 square feet. Basic multiplication equals 46,200 square feet. Does the 184,800-square-foot figure include multiple sides, panes, or surfaces? The windows are double hung essentially two windows on top of each other creating multiple surfaces.
19. Building 96: The final total is labeled “Total Sq. Ft. for Building 11 Window and Door.” Please confirm that the listed 4,273.75 square feet applies to Building 96. It is for building 96
20. Several measurements include notes such as “x2” and “x8.” Do these numbers represent glass sides, individual panes, window sections, or another pricing factor? This is windows so it would be the glass so each side of glass is to be cleaned.
21. Will the VA provide a corrected building-by-building window schedule before quotes are due? The Government believes to square footage to be correct as listed. Site conditions and logistics are to be coordinated.
22. Period of Performance — Section B.2, Paragraph 1.3, Page 4; Section B.3 Price/Cost Schedule, Question:
The period-of-performance dates on Page 4 differ from the dates in the pricing schedule on Page 12. In addition, the Page 4 Option Year 4 dates appear inconsistent. Please confirm that the correct periods of performance are those listed in the pricing schedule on Page 12.
Response:
The dates contained in Section B.2, Paragraph 1.3, Page 4 contain a typographical error. The correct periods of performance are those identified in the pricing schedule on Page 12. The solicitation will be corrected at the time of award.
23. Square Footage
Question:
Are the square footage figures published in the pricing schedule, as clarified by Amendment 0001, the authoritative basis for the flat-rate quote, such that offerors may rely on them in pricing?
Response:
Yes. The square footage figures published in the solicitation, as clarified by Amendment 0001, are accurate and should be used as the basis for pricing.
24. Contract Modification for Quantity Differences
If actual window counts or square footage encountered during performance differ materially from the published figures, will the difference be addressed through a contract modification rather than absorbed within the flat rate?
Response:
No. Offerors should assume no contract modifications will be made based on differences encountered during contract performance.
25. Site Visit vs. Solicitation Quantities
If observations at the site visit differ from the published figures, which controls for pricing purposes: the published figures or the site visit observations?
Response:
Offerors are responsible for developing their pricing based on the conditions observed and the work required to provide complete window cleaning services in accordance with the Statement of Work.
26. Use of a Cleaning Drone
Question:
Would the VA permit the use of a Lucid Bots Sherpa 1.5 NDAA-compliant cleaning drone for the exterior elevations of Building 11?
Response:
The use of this equipment is not prohibited. However, the contractor assumes full responsibility for any damage resulting from its use. The Government has concerns that excessive water application may cause damage to the building exterior or interior and does not recommend this method.
27. Hybrid Cleaning Approach
Would the VA permit a hybrid approach using a drone for suitable exterior portions of Building 11 and conventional cleaning methods elsewhere?
Response:
A hybrid approach may be acceptable with prior Government authorization and all applicable FAA approvals. Regardless of the method used, the contractor shall ensure the windows are cleaned to the required standard without causing damage to the building, glazing, or surrounding property.
28. Drone Restrictions
Are there any VA, FAA, helipad, emergency-flight, security, or facility-specific restrictions that would prohibit or limit drone operations?
Response:
Yes. The Kerrville VA Medical Center has an active helipad that is utilized for emergency operations.
Explicit Government approval must be obtained prior to any drone operations, and the contractor shall comply with all applicable FAA regulations and facility requirements.
29. Contactless or Drone-Applied Cleaning
Is a contactless purified-water or drone-applied cleaning method acceptable provided the finished surfaces meet the Statement of Work requirements?
Response:
The Government does not prescribe the contractor’s means and methods. The contractor is responsible for ensuring the work meets all Statement of Work requirements and assumes responsibility for any damage resulting from the selected cleaning method.
30. Required Documentation for Drone Operations
Question:
If drone use is permitted, what documentation must be submitted with the quotation versus after award?
Response:
No additional documentation is required with the quotation unless specifically requested by the solicitation. If drone operations are proposed after award, the contractor shall provide all documentation required by applicable FAA regulations and any additional documentation requested by the Government prior to approval of drone operations.
31. Staging Areas
Please identify any approved or restricted staging areas for equipment, water tanks, trailers, hose routing, and ground-level exclusion zones.
Response:
A staging area will be designated by the Government. Equipment locations will be coordinated as necessary. Hoses and other equipment shall not obstruct pedestrian walkways or create safety hazards.
The contractor shall maintain safe access for patients, staff, and visitors at all times.
32. Interior Access
How will access to patient rooms, offices, and restricted interior spaces be coordinated?
Response:
Access to patient rooms, offices, and restricted areas will be coordinated with Government staff as necessary to minimize disruption to patient care and facility operations.
33. Completion Time
Is there a required number of calendar days within which each complete cleaning cycle must be finished?
Response:
No specific completion period is established. However, the contractor is expected to complete each cleaning cycle within a reasonable timeframe. Excessively long completion periods that interfere with the required cleaning frequency will not be acceptable.
34. Quantity Differences During Performance
Question:
If the actual window quantities or required surfaces differ materially from the quantities provided in the solicitation, will the contract be adjusted?
Response:
If significant discrepancies are identified during contract performance, the contractor should document and provide the revised quantities to the Contracting Officer. The Government will consider those findings for future solicitations. No adjustment to the current firm-fixed-price contract should be assumed.
35. Use of a Boom Lift
Will the use of a boom lift be permitted?
Response:
Yes. The use of a boom lift is permitted provided it is operated safely and in accordance with all applicable OSHA, VA, and manufacturer safety requirements. The contractor shall ensure the safety of patients, staff, visitors, and property throughout its use.
4. Building 11 access Please confirm that Building 11 is approximately eight stories / 120 feet and that offerors must assume no permanent structural anchors exist. Please identify whether the VA has approved or prohibited any particular access methods, including aerial lifts, scaffolding, rope-descent systems, suspended platforms, or interior access. Confirmed. Safety is the limiting factor in methods employed. Interior access will be provided and facilitated by Engineering staff.
5. Equipment positioning and site constraints Please identify load, height, width, surface, outrigger, landscaping, overhead-obstruction, pedestrian-control, and restricted-area constraints affecting lift or scaffold placement. Please confirm whether the attached site map represents the current equipment-access layout. The site map is as accurate as possible. A site visit was held to illustrate all of concerns of this question. The VA will not any direction.
6. High-access certifications Please identify the licenses, training, fall-protection, rescue, scaffold, lift, rope-access, or other certifications the VA requires in the quotation versus after award. Please refer to OSHA for direction 29CFR 1926 Subpart M for fall protection required 6 feet or higher.
7. Past performance and key personnel The solicitation provides neutral treatment for a quoter with no relevant past performance. May we also submit clearly attributed experience for its proposed subcontractor and key high-access personnel, without representing that experience as we corporate past performance?
No, you may NOT submit attributed experience for the proposed subcontractor and key high-access personnel since the contract is NOT being awarded to them.
9. Service scheduling Please confirm the anticipated months or seasonal windows for the two annual service events and the permitted daily work hours, including any restrictions around patient-care areas. The intent is to provide two cleanings per year. One as soon as award and coordination can be completed. The next to be scheduled for six months later so that we are following the ICRA standards.
) Regarding the window cleaning requirement (interior/exterior, 2x per year) — for storm windows specifically, which require opening and cleaning all four sides of both the storm window and the interior window, can the Government confirm whether storm windows may be cleaned once per year instead of twice, given the additional labor/access required versus standard windows? No. The condition of windows can not be assumed on a day-to-day basis. The intent of this contract is to provide a clear view out of the windows.
