Technical Questions 36C25726Q0663 | AMA Elevator Maintenance & Service Contract
1. Is this a brand-new contract OR if there is (was) an incumbent performing these services?
Answer: Incumbent.
2. If not brand new, could you please provide the current / previous contract number.
Answer: 47QSHA19D005H 36C25721F0236.
3. Last test dates — traction units (SOW 9.1, 25.1, 25.3, 25.4, 26; ). For each of the six traction conveyances (Items 1–3, Ameritex, Bldg. 1; Items 4–6, Dover, Bldg. 28), please provide the date of the last annual no-load safety test and the last five-year full-load safety test, and the next-due date for each. Because the maintenance contractor must furnish personnel, weights, and rigging for the one- and five-year tests at no additional cost, and the base plus option periods span 08-30-2026 through 08-29-2030+, the timing of the next five-year test is material to pricing.

4. Five-year load test schedule (SOW 26; ). The schedule referenced at 26 ("The following schedule for the five-year load test") appears blank in the solicitation. Please populate it or confirm the last/next five-year test dates for all applicable units (traction and hydraulic), so offerors price the load-test obligation to a common baseline.

5. Twelve-month callback and entrapment history (SOW 3.10, 17.1, 18; ). Please provide the trailing 12-month callback log — by unit and by type (passenger entrapment vs. other service call) — and identify any units with recurring/chronic issues. SOW 3.10 requires the incoming contractor to flag and root-cause recurring issues from the prior 12 months from day one; the historical data is necessary to meet that requirement and to price realistic labor.

6. Current inspection provider and open deficiencies (SOW 24.1, 24.2, 25.6, 32.1; ). Please identify the independent inspection company (QEI) currently engaged by the VA under separate contract and provide the most recent inspection report(s) and current list of open deficiencies for all units. Because the awardee accepts equipment "as is" (32.1) and must correct inspector-cited deficiencies within 15 days (24.1), the existing deficiency list is material to pricing.

7. Licensing and personnel credential verification (SOW 3.2, 31.2; ). Will the Government verify, at time of award, that (a) the offeror holds a current Texas elevator contractor registration (TDLR), and (b) each field mechanic holds the NEIP certification (or equal) and the four years of recent like-equipment experience required by 31.2? Please confirm whether this documentation must be submitted with the offer or produced at award.
Answer: Yes, submit TDLR and NEIP certification documentation with offer.
8. Proprietary diagnostic tools and software access (SOW 3.4; p. ). SOW 3.4 requires the contractor to possess, throughout the term, "all diagnostic equipment necessary to fully maintain, test, repair, adjust or reprogram the systems." Given the installed base (Ameritex, Dover, Canton, Montgomery, Otis, Minnesota, Thyssen/TKE, Elevator Controls, ESCO), will offerors be required to certify current possession of, and licensed access to, the manufacturer-proprietary diagnostic tools and controller software for these units? Please also identify any units with proprietary/locked controllers requiring OEM tooling.
Answer: Yes, submit certification of ability to supply the necessary diagnostic equipment to fulfill the contract requirements.
9. On-site response capability (SOW 18; ). SOW 18 requires on-site response within 1 hour for entrapments and 2 hours for other service calls. Will offerors be required to identify the physical location of the servicing branch and assigned mechanic(s) to demonstrate these response times are achievable from a local presence?
Answer: Yes, indicate how response times will be achieved within the offer.
10. Preventive maintenance cadence — reconcile 27.2 with 28 (SOW 27.2, 27.3, 28, 29; ). SOW 27.2 requires routine maintenance examination "not less than weekly for all equipment," and 27.3 requires PMIs on the same day each week; separately, 28 requires a journeyman a minimum of three four-hour days per week, every other week (biweekly), for deficiency correction. Please confirm the minimum required on-site labor cadence so all offerors price to a common standard: are 27.2 (weekly PM on every unit) and 28 (biweekly deficiency presence) additive minimums that stack, and is 29 (a second journeyman) invoked at the contractor's discretion or at COR direction?
Answer: A journeyman will be required to meet the minimum hours required by 28. Over the course of each week each piece of equipment must be examined per 27.2. A PMI schedule should be provided per 27.3. The PMI schedule should show how the inspections are intended to be distributed over a typical week. The second journeyman will be invoked at the contractor’s discretion.
11. Elevator count discrepancy (SOW 1.1 vs. 27; B.3 Item 0001; ). SOW 1.1 states the requirement covers fourteen (14) elevators, while the Schedule of Elevators at 27 lists 17-line items (16 elevators plus one dumbwaiter, Item 7). Because the Price/Cost Schedule (Item 0001, et seq.) is a single lump-sum monthly maintenance CLIN covering "all units," please confirm the exact number and identity of conveyances to be priced, and whether the dumbwaiter (Item 7) is included in the monthly maintenance scope.

12. Section 27.2 (page 12) states, “Regular routine maintenance examination shall be performed at a frequency of not less than weekly for all equipment.” However, Section 28 (pages 12-13) states, “Contractor shall provide qualified journeyman mechanic as a per MINIMUM three four-hour days week every other week to find and correct any deficiencies. The days to perform this work will on Mondays, Wednesdays and Fridays. . . “

13. Section 27.5 (page 12) states, “The Contractor is responsible for replacement of all light bulbs, including lights in elevator shafts on top and bottom of cars, elevator machine rooms, etc. This shall include all lights inside the elevator cabs.”
a. Although the contractor is responsible for the replacement of all bulbs, please confirm if the VA is responsible for the purchase of the bulbs.
Answer: The contractor shall be responsible for the purchase of the bulbs for replacements as needed.
14. Can the VA provide the previous 2–5-year service call history?
