QUESTIONS & ANSWERS
QUESTION 1: Why must the parking be within 1 mile? Are you expecting people to walk?
ANSWER 1:To ensure that our VA employees have the feasibility of walking from the parking lot.
QUESTION 2: How is the mile measured...driving distance or straight line?
ANSWER 2: Straight line but utilizing the driving distance as they would need to use sidewalks for walking to the hospital from the garage.
QUESTION 3: From where is the distance measured...driveway to driveway, front door to front door, closest property line, etc.?
ANSWER 3: Distance measured is from the initial shuttle service point or entrance of the garage to the VA -Audie Murphy property line.
QUESTION 4: Does the 10-15 minute shuttle interval apply to the drive time, wait time, or both?
ANSWER 4: The shuttle interval should be picking up our employees from the garage every 15 minutes and from the VA as well. Would need multiple shuttles to meet requirements and provide a schedule of shuttles. Intervals could exceed 15-minute intervals during the work hours once all employees are onsite but must have a shuttle onsite as well at Audie to ensure VA employees that leave during the middle of the day have access to a shuttle. May be able to make shuttle intervals to 20-30 min during this time.
Most employees have work hours starting at 7am and/or 8am and leave time at 3:30pm and/or 4:30pm.
Shall provide a shuttle schedule plan.
QUESTION 5: Since shuttle services can be included, can the 10-15 minute requirement supersede the 1-mile requirement?
ANSWER 5: To ensure employee safety and continuity of operations in the event shuttle services are delayed, the contractor’s facility shall be located within 1 mile of the garage. This distance requirement is necessary to allow personnel to walk safely to and from the facility when shuttle availability is limited."
QUESTION 6: What parking surfaces are acceptable...asphalt, concrete, gravel, grass, dirt?
ANSWER 6: The parking surface shall meet our VA Parking Design manual requirements as the SOW refers to meeting consistent ADA, Architectural Barriers Accessibility Act Standards, VA, Federal and Local Requirements. Should be a paved standard asphalt or concrete surface that meet VA specifications, federal, state and local requirements.
QUESTION 7: I’m sure the VAMC operates 24/7. Is the extra parking required 24/7 as well? Since most clinics are open roughly 8am-5pm M-F, can the extra parking be provided during those times or perhaps an hour or two before and after?
ANSWER 7: Please refer to 5.3 of the Statement of Objective, 5.3 Parking Operations and Management, the VA has staff that work during the night as mentioned, who will need 24/7 accessibility to this extra parking as a service.
QUESTION 8: Is a physical parking attendant required on site during certain hours of operation?
ANSWER 8: Yes, per 8.1 of Statement of Objectives we would require a monthly log of daily lot attendance and on section 8 we also mention that they provide staffing and management to provide necessary continuous service.
QUESTION 9: What is the required response time to any issues parking patrons encounter?
ANSWER 9: That depends on the contractors’ complete QCP plan which shall be detailed and not limited to how the service will be maintained and managed. The QCP shall explain who is responsible for managing what aspects of the service. May need to provide QCP plan for further information and discussions. If the patron is dealing with issues due to the parking lot this shall be responded to within 1 hour of the issue.
• Live chat or phone support – 30 seconds to 1 minute for urgent issues
• Email or ticketing system – 1-4 hours
• High-priority issues – Safety hazards, major damage, rule violations. Operators should aim for within 1 hour of acknowledge and begin resolution.

QUESTION 10: Who will use the parking...employees, patients, visitors, contractors, etc.?
ANSWER 10: Per the Statement of Objective – employees, patients, visitors (which shall include contractors). Anyone who needs access to the VAMC.
QUESTION 11: Will the parking be by permit only?
ANSWER 11: Shall not be by permit as we need to ensure we allow visitors and patients and contractors as well to have access if necessary.
QUESTION 12: What is the rationale for LPR, PARCS, etc.? Will the same people use the lot regularly so that LPR or RFID cards could provide access to approved vehicles?
ANSWER 12: If utilizing badging we would need more than one entry point to allow people with PIV cards to utilize this, but this also gets into FIPS compliance. We should not be using another card. We should utilize our PIV cards and integrate the correct FIPS compliant system that we use here existing at Audie Murphy. That would have to be a discussion with our physical security team to ensure the contractor provides the correct card readers. This will deal with including servers as well. Contractor will also have to coordinate with our physical security, engineering, and VAPD on card reader access per the Statement of Objectives. One way to be cost effective is to provide VA employees car placards that would be displayed on the dashboard or car mirror.
QUESTION 13: Is there a current incumbent contractor performing parking services under this or a similar requirement at this facility?
ANSWER 13: There is not a current incumbent. This is a new requirement.
QUESTION 14: If so, when did the current contract period of performance begin, and what is the contract number?
ANSWER 14: There is not a current incumbent. This is a new requirement.
QUESTION 15: We would like to know if this is a brand-new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current / previous contract number and what the total contract value was?
ANSWER 15: There is not a current incumbent. This is a new requirement.
QUESTION 16: The SF 1449 Block 8 identifies a proposal due date of June 30, 2026, at 10:00 AM CDT, while the Addendum to FAR 52.212-1 Instructions to Offerors states proposals are due July 8, 2026, at 10:00 AM CDT. Additionally, the due date listed on SAM.gov is June 30, 2026, at 10:00 AM CDT. Please confirm the official proposal due date and time that offerors should follow.

QUESTION 17: Can we utilize multiple locations?
ANSWER 17: Multiple locations that adhere to the 1-mile location.
QUESTION 18: The SF 1449 lists an offer due date of 06/30/2026 at 10:00 CDT, while the addendum states proposals are due July 8, 2026, at 10:00 AM CDT. Please confirm the controlling proposal due date.

QUESTION 19: The price schedule states 350 spaces, but the solicitation also states the Government may award more than one contract to ensure the 350-space requirement is met. Will the Government accept offers for fewer than 350 spaces? I'm confident that I can get all 350 spaces. I just wanted to know?
ANSWER 19: So long it adheres to the 1-mile location and follows all other guidelines specified in the Statement of Objectives.
QUESTION 20: If fewer than 350 spaces are offered, should pricing still be submitted using the B.2 schedule format with the actual number of spaces proposed?
ANSWER 20: The offeror shall fill in the quantity of spaces being offered and the dollar amount per parking space and that will be the total price. See Revised Schedule B.2.
QUESTION 21: Will shuttle or cart transportation be required for any lot within 1 mile, or only if the VA determines the lot location requires mobility support?
ANSWER 21: All shall have transportation available.
QUESTION 22: Are shared-use spaces acceptable if they are reserved/dedicated for VA-designated users during required hours?
ANSWER 22: This parking lot shall be used by more than just VA employees as mentioned above. We can have designated areas specifically reserved for VA employees and your team provide a parking permit for their vehicles and register their car.
QUESTION 23: Confirm the actual base/option period dates.
ANSWER 23: Actual period of performance will be determined upon award. Block 20 clearly states “Period of Performance: Subject to change based on award date.”
QUESTION 24: Please confirm the controlling proposal due date because the SF 1449 and instructions appear inconsistent.

ANSWER 26: Per parking space unit price per month.
QUESTION 27: Will VA accept fewer than 350 spaces if the Government makes multiple awards?
ANSWER 27: If the VA issues multiple awards the total spaces shall be 350 or more as we mentioned that the 350 parking spaces is the minimum requirement.
QUESTION 28: If fewer than 350 spaces are offered, should the offeror revise the B.2 quantity or keep the Government’s format?
ANSWER 28: The offeror shall fill in the quantity of spaces being offered and the dollar amount per parking space and that will be the total price. See Revised Schedule B.2.
QUESTION 29: Are shared-use spaces acceptable if reserved for VA-designated users during required hours?
ANSWER 29: If multiple locations, we can designate locations that are for VA employees. If utilizing shared-use spaces we would want the contractor to provide shuttles only for VA visitors, veterans, contractors and employees. Any VA employee locations will also need the capability of PIV card readers and coordination with VAPD, physical security, and engineering.
QUESTION 30: What are the required operating hours for VA access: 24/7 or specific hours?
ANSWER 30: As shown in paragraph 5.3 of the Statement of Objective, 5.3 Parking Operations and Management, the VA has staff that work during the night who will need 24/7 accessibility to this extra parking as a service.
QUESTION 31: How many ADA-accessible spaces are required within the 350-space inventory?
ANSWER 31: ADA must comply with city code. ABAAS and this depends if we utilize multiple locations. 1 of every 6 spaces shall be van accessible per parking garage/lot.
A 350-parking lot shall have a minimum of 6 standard accessible parking spaces and 2 van accessible spaces. VA is 1% greater than ABAAS. Must follow VA Barrier Free Design Standard PG-18-13.

QUESTION 32: Will covered/garage spaces receive additional technical credit over surface-lot spaces?
ANSWER 32: No. It is not a technical evaluation factor.
QUESTION 33: Is shuttle/cart service required for any lot within 1 mile, or only if VA determines the location requires mobility support?
ANSWER 33: All parking lots require a shuttle/cart service.
QUESTION 34: If a shuttle is required, should shuttle pricing be included in the all-inclusive per-space price?
ANSWER 34: No. See revised Schedule B.2.
QUESTION 35: What access method is preferred: hangtags, badges, license plate recognition, gate cards, QR code, or attendant validation?
ANSWER 35: Hang tags/placards per VA employees (w/PIV card). This shall be coordinated with VAPD, physical security as there are certain contractors that meet FIPS compliance and can integrate our existing PIV badges with our existing software/firmware which would also need to be added in the Demarc of the parking area. If it’s for visitors and contractors they shall have attendant validation.
QUESTION 36: What camera access is required: live access, incident-based access, or retained recordings upon request?
ANSWER 36: Cameras will have to be coordinated with physical security as well and cybersecurity to ensure it meets privacy requirements. As mentioned VA shall have access to cameras and recordings onsite if any issues are raised. Must be able to retain. The contractor shall always have the cameras operational. May need a redundant hardwired camera if already utilizing a live internet feed. This also must meet VA Police service, VA cybersecurity and privacy requirements.
QUESTION 37: Are maps, photos, lot diagrams, letters of commitment, and lease/teaming letters allowed as technical exhibits outside the 25-page limit?
ANSWER 37: Yes. Refer to the chart on page 18, which clearly states: “25 (PDF) Does not include Technical Exhibits”.
QUESTION 38: Will proximity be measured as walking distance, driving distance, or straight-line distance?
ANSWER 38: See answer 3.
QUESTION 39: What is the service schedule required for shuttle services?
ANSWER 39: 24/7 – Service schedule plan shall be created since during off hours service shuttle times can be changed to less intervals. Shall be discussed with VA to ensure all veterans, employees, contractors etc. still have continuous access.
QUESTION 40: Is there a 24/7 on site security requirement?
ANSWER 40: Shall coordinate with VA Police Service as well per each location and shall have a security onsite 24/7 to ensure we meet safety, accessibility and compliance.
QUESTION 41: Can we provide the shuttle services as an option in separate price schedule based on the fact that the government reserves the right to purchase shuttle services from a second vendor?
ANSWER 41: All parking locations shall include the shuttle service. This contract shall be a turnkey parking solution so including shuttle services shall be included and broken out per lot.
