1 Please confirm whether the site visit is mandatory or recommended only, and whether nonattendance affects offer eligibility.
The addendum lists a site visit on May 28, 2026, while the SOW states "Recommend site visit to ensure complete understanding of the requirement." Source: Addendum page 27; SOW page 7.
The site visit is recommended but not mandatory. It will not affect the contractor’s eligibility to submit a quote.
2 Please confirm whether the Government will provide all repair kits and replacement parts needed for backflow preventer repairs, and how repairs should be handled if a required kit or part is not in VA stock.
The SOW states that if a valve must be repaired, the incumbent will make repairs from kits the VA keeps in stock, but pricing line items include repairs as needed.

The VA will provide the repair kits and parts. The contractor must provide a TCEQ certified technician to make the needed repairs.
3 Please confirm whether offerors should include any allowance or unit pricing for repair labor, return visits, emergency repairs, or parts not stocked by VA, or whether all repairs are included in the flat annual line-item prices.

4 Please confirm whether TCEQ Form 20700 is required for all 27 assemblies or only the domestic water assemblies, and whether any separate fire-protection inspection/certification report is required for fire suppression assemblies.

5 Please confirm the expected timing, format, and recipient list for the required detailed work plan and briefing to the VA.

6 Please confirm whether the contractor must submit VA cybersecurity/privacy training certificates and Rules of Behavior for onsite technicians who do not access VA desktop computers or VA information systems.

8 Please confirm the intended Service Contract Act labor classification(s) for backflow prevention assembly testers and fire protection backflow technicians if no exact listed classification applies.
The solicitation attaches SCA Wage Determination 2015-5269 Rev. 31. The attached wage determination includes many occupations but the exact backflow tester classification should be confirmed for pricing. Source: Section D page 27; P07 SCA WD 2015-5269 Rev. 31.

9 Please confirm whether the contractor is required to coordinate separately with the City of Big Spring for report submission, and whether the City requires direct online submission, specific forms, fees, or deadlines.

10 Please confirm whether service interruptions, shutdowns, or after-hours access will be required for any of the listed assemblies, especially fire suppression and domestic water supply devices serving the hospital.
The SOW lists assemblies throughout the facility and states normal duty hours are 8:00 AM to 4:30 PM unless requested and approved by the COR. Source: SOW pages 6-8.
In the case a major repair is needed, the COR will schedule a shutdown and coordinate the repairs.
11 Please confirm whether the Government expects one annual visit to test all 27 assemblies, or whether multiple visits may be required by location, system type, shutdown constraints, or repair needs.
