About this file

This is an Amendment to Solicitation/Modification of Contract (Standard Form 30) issued by the Department of Veterans Affairs, North Texas Veterans Health Care Center, on June 9, 2026. The amendment extends the solicitation closing date and past performance survey deadline to June 17, 2026, at 10:00 AM CDT for solicitation 36C25726Q0551. The document includes 31 questions and answers that clarify requirements for patient porter services at the Audie L. Murphy Memorial Veterans Hospital and Northwest Health Care Center (NWHCC) locations in San Antonio, Texas.

The contract requires 12 patient porters working two shifts (0700–1530 and 0830–1700) at the primary Audie Murphy location, with historical need for one porter at the NWHCC on an on-demand basis (no more than 10 times per 12 months), requiring COR approval for each assignment. Porters will work 8.5-hour shifts with a 30-minute lunch and two 15-minute breaks, handling approximately 250 internal transports and 575 shuttle transports daily. One supervisor must be on station at Audie Murphy at all times, with oversight at NWHCC as needed. The contract is firm-fixed price with no ceiling amount, with an anticipated award date of July 1, 2026, and transition-in period start date of August 3, 2026. Positions are governed by Service Contract Labor Standards Act (Wage Determination 2015-5253 Revision No. 29) and Executive Order 13706. The Government will provide 2-way radios, VOCERA devices, and facility equipment (wheelchairs, golf carts, etc.). All contractor employees must receive PIV badging before beginning work. The incumbent contractor is The Ravens Group, Inc., with a contract value of $1,185,798.24.

Questions and Answers

Q1. PWS §5.1.c states that one porter "may be required to shift" to the NW HCC "on any given day dependent upon need." To support accurate staffing and firm-fixed pricing, can the Government provide historical or estimated data on how often this occurs — for example, average days per week or per month over the past 12 months?

A1. Historically, the need for a porter at the NWHCC will occur no more than 10 times in a 12-month period.

Q2. When NW HCC coverage is needed, is it expected to be the full 0730–1600 span, or is it often partial-day? What is the typical duration of a NW HCC assignment?

A2. Coverage at this location will be a full 8hr shift from 0730-1600.

Q3. Does the porter covering NW HCC come out of the 12-person total — reducing Audie L.

Murphy coverage to 11 that day — or is NW HCC coverage intended to be incremental to the 12? PWS §5.1.c ("shift from the Audie Murphy location") and §5.2.1 (total of 12) read as reallocation; please confirm.

A3. The porter covering NWHCC will be pulled from the 12 personnel already provided.

Total personnel for the contract will not exceed 12.

Q4. Is there any required minimum daily or weekly coverage at NW HCC, or is all NW HCC coverage strictly on-demand as directed by the COR?

A4. There will not be a daily or weekly requirement for coverage at the NWHCC; this will be on-demand as directed by the COR.

Q5. When a porter flexes to NW HCC, from which Audie Murphy shift are they drawn (first 0700–1530 or second 0830–1700), and do they work the NW HCC hours of 0730–1600?

A5. Any porter assigned to the NWHCC will be drawn from the 0700-1530 shift, and will be assigned the 0730-1600 shift for the day assigned. I’d like to add: See question six for further clarification.

Q6. The two sites are at different San Antonio locations. Is travel time between Audie Murphy and NW HCC considered compensable work time, and is contractor-provided transportation expected, or do employees report directly to the assigned site?

A6. There will be no provided transportation when assigned to the NWHCC. The assigned Contractor will report directly to the alternate site at the designated shift time. Additional compensation for travel time will not be authorized.

Q7. Does the routine reallocation of one porter to NW HCC under §5.1.c require COR approval on each occurrence under §5.2.2, or is it pre-authorized as part of normal daily operations?

A7. COR approval will be required for each occurrence.

Q8. PWS §5.1.e permits the Government to periodically adjust hours of operation based on volume and demand. Will any such adjustment be handled through a contract modification/equitable adjustment to the firm-fixed price, and what is the anticipated range of variation?

A8. A contract modification will be submitted for any need to periodically adjust hours of operation based on volume and demand. At this time, there is no anticipated need for that variation.

Q9. PWS §5.1.d requires at least one supervisor on station at Audie Murphy "at all times," while also requiring that a supervisor oversee NW HCC porters when they are at that site. Given the 0700–1700 daily span across both shifts, how many supervisors does the Government expect

— is a single working supervisor acceptable, or are two required to satisfy "at all times" plus NW HCC oversight?

A9. The contract will require one supervisor to be on station at Audie Murphy at all times, with an oversight at the NWHCC facility if there is an assigned Contractor at that location. The number of supervisors to meet the requirement is the business decision of the vendor.

Q10. May contractor employees begin work (e.g., orientation, training, or escorted duties) before final PIV/SAC approval, or must badging be complete first? What is the Government's expected processing time for the Special Agreement Check and PIV issuance, given the 30-day implementation period?

A10. No contractor may begin work prior to receiving their PIV. The expected processing time for the Special Agreement Check will vary based on the applicant’s response time, proper completion of the required forms, and any history provided which may cause a delay in completing the investigation.

Q11. Is there an incumbent contractor for this requirement? If so, can the current price, staffing levels, and employee seniority/tenure data be shared to support Service Contract Act wage continuity and accurate pricing?

A11. The incumbent is The Ravens Group, Inc., contract 36C25724P0416 (base +1OY) with a total contract value of $1,185,798.24. Current contract requires 12 patient porters.

Q12. Whether the current contractor is self-performing the requirement or utilizing subcontracted personnel.

A12. This is proprietary information and will not be released.

Q13. Whether there are any anticipated changes in scope, staffing levels, or performance requirements between the current contract and the pending solicitation.

A13. All requirements are listed in the solicitation.

Q14. Whether historical workload data is available, including average daily patient interactions, escorts, transports, or other activity metrics used to support staffing requirements.

A14. The daily average of transports is 250pp/day inside the facility, and 575 shuttle transports.

Q15. Whether the Government anticipates any changes to operating hours, locations, or staffing requirements during the upcoming contract period.

A15. There are no anticipated changes to hours, locations, or staffing requirements.

Q16. Whether the Government will consider the use of a similarly situated SDVOSB subcontractor as part of the contractor's staffing solution under this requirement.

A16. Vendor must be in compliance with FAR 52.219-14 and VAAR 852.219-75 that are included in the solicitation.

Q17. Whether there have been any significant performance challenges or lessons learned under the current contract that offerors should consider when preparing their quotations.

A17. No significant performance challenges or lessons learned are available to share for the current contract.

Q18. Will the Government provide the Offerors with an extension to the RFQ’s due date and time for ten (10) calendar days after the Government issues their Answers to Questions? No I’m willing to extend to 6/17, that gives a week from when questions are posted. This still gives two weeks to award after quotes are due. Please let me know if you concur. (pg. 1 of 58)

A18. Extension will be given until the extended date/time listed in block 11 of this amendment.

Q19. Will the Government provide a clean SF1449 in .pdf form for the Offeror to sign and submit?

A19. The vendor may request a pdf file of the solicitation via email to the Contract Specialist and Contracting Officer listed in the solicitation.

Q20. What is the Government’s anticipated award date?

A20. 7/1/26

Q21. What is the Government’s anticipated transition-in/phase-in period start date?

A21. 8/3/26

Q22. What is the Government’s policy on breaks (lunch, situational) for the Patient Porters during their 8.5-hour shift?

A22. Each shift is permitted a 30 min. lunch and two 15 min. breaks.

Q23. How many Patient Porter positions on the current contract are vacant?

A23. This is proprietary information and will not be released.

Q24. To accurately gauge the cost of EO 13706 for each position holder, what is the contract seniority length for each of the current employees performing on the contract?

A24. This is proprietary information and will not be released.

Q25. What telecommunications equipment does a Patient Porter currently use to communicate with their supervisor, amongst themselves, and with the VA Hospital?

A25. Handheld 2-way radios and VOCERA devices are the primary means of communication.

Q26. Will the Government confirm that the positions on this contract are governed by the Service Contract Labor Standards Act including the Wage Determination (WD) 2015-5253 Revision No. 29’s requirements for Executive Order (EO) 13706, Health & Welfare EO 13706, Vacation, and Holidays as stipulated in the subject WD?

A26. Yes, WD 2015-5253 is incorporated via Attachment D.1 to the originally posted solicitation and EO 13706 applies.

Q27. In addition to a PIV card what will the Government provide (property/equipment) to each Patient Porter to perform their required duties during their assigned shifts?

A27. A 2-way radio, and VOCERA will be provided to each Patient Porter for communications. All required facility equipment (wheelchair, golf cart, etc) will also be provided.

Q28. Should the Offer submit its SF1449, any SF30s, B.1, 52.219-1, and VAAR 852.219-75 in the Price Volume or does the Government want them submitted in some other way?

A28. These items can be submitted in the price volume.

Q29. If the Government issues an extension to the Quote’s due date and time, will the Government also extend the Past Performance Survey deadline to the same due date and time?

A29. Yes. It will be the offeror’s responsibility to notify their contacts that this extension has been made as a new Past Performance Survey document will not be provided.

Q30. The solicitation indicates the Government will use “reviews of CPARS, past performance surveys received and historical performance.” Is a CPARS submittal sufficient for a referenced contract or is the Offeror also required to submit a D.2 Past Performance Survey for that same contract reference?

A30. Offeror may submit information on Attachment D.3, it is not required.

Q31. Please advise the contract ceiling amount.

A31. There is no ceiling amount. This will be a firm-fixed price contract.
