36C25726Q0475 Mobile MRI Lease - Vendor Questions Vendor A:

1. Please confirm whether a Siemens Viato is required, or whether a Siemens Aera would be acceptable.

Both are acceptable.

1. Please confirm whether a motorized patient table is required.

Yes.

1. Please provide additional clarification regarding the reading station requirement. Is the contractor expected to provide two additional workstations?

No.

1. Mobile MRI trailers typically do not include UPS systems capable of supporting 30 minutes of scanning during a power loss. Please confirm whether this is a requirement.

Not required.

1. Please provide additional clarification regarding the transmit/receive requirement. Is a transmit/receive head coil required, or is another type of transmit/receive coil being requested?

Transmit/Receive head coil.

1. The system proposed by the contractor includes ARDL, which provides functionality superior to compressed sensing. Please confirm whether ARDL is acceptable.

ARDL is acceptable.

1. Given the close proximity of the technologist to the patient and the window location, please confirm whether a video camera system is required.

A video camera is not required.

1. If the proposed coil package supports endorectal and prostate volume studies, please confirm whether specific dedicated coils are still required for those applications.

Not required.

1. Please confirm whether elastography and spectroscopy are required capabilities. Elastography is required, spectroscopy is not required.

Vendor B:

1. You stated the customer prefers to stick with the same manufacturer as their current in-house system. But you don’t state what manufacturer.

From the spec in the RFP, I am guessing Siemens. Is that what the customer prefers? We currently have a GE System in house however all proposals will be evaluated in accordance with the requirements and evaluation criteria identified in the solicitation to ensure they meet the service’s needs.

2. Disk data. The VA usually provides two options. Disk removal or VA-approved disk wipe.

Per STX BME 05 Media Sanitization of Medical Devices, the VA only permits VA removal and destruction of all hard drives. Disk wipe by the vendor is not allowed. All drives from the mobile MRI will be removed by Biomedical Engineering and destroyed per VA Form 0751 procedures.

Vendor C:

8. Video camera system for monitoring inside the exam room from the control room. Does this camera need to be an in-bore camera for patient monitoring?

A video camera is not required.

8. If the mobile system is to be docked to the hospital or any extension of the hospital, Does the Mobile MRI system need to have a fire suppression system capable of being attached to the hospital's system in case of an emergency?

No.

8. E.2 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers:

(1) Price

(2) Past performance

(3) Technical Capability

Can you state if one of the above 3 criteria has more weight than the others?

Amendment 0001 has revised E.2 52.212-2 EVALUATION. Please see the amendment for revisions and how each criteria is weighed.

Vendor D:

1. The solicitation asks for a UPS that can run the MRI system for 30 minutes. Are there power issues or known power problems at the site?

No.

2. Does the mobile MRI unit need to have an ADA compliant dressing room?

Yes.

3. Does the mobile MRI need an extra large patient lift to accommodate the detachable table for emergencies?

Yes.

Vendor E:

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

a. If not brand new, could you please provide the current / previous contract number?

The previous contract number is 36C25722P0555.

Vendor F:

1. Can we provide additional proposals if we have more than one Mobile MRI system that meets the specifications for the San Antonio Mobile MRI solicitation?

Yes Vendor G:

The solicitation includes VAAR 852.219-75, VA Notice of Limitations on Subcontracting—Certificate of Compliance for Services and Construction, with the “Services” box selected.

The acquisition appears to be the lease/rental of a vendor-owned mobile MRI trailer and equipment, with related support incidental to the leased equipment, please confirm whether the Government intends this requirement to be treated as:

1. A supply/equipment lease acquisition for limitations on subcontracting purposes; or

1. A services acquisition subject to the services limitations on subcontracting certification in VAAR 852.219-75.

The contracting office considers payment to the SDVOSB for the lease/rental of the MRI/trailer more than 50% of the contractors proposal price.
