The amendment extends the deadline for receipt of offers from May 20, 2026 to May 25, 2026 at 3:00 PM CDT and provides responses to 48 questions submitted by potential offerors before May 13, 2026.

The solicitation involves remediation of soil contaminated by approximately 1,000 gallons of CHEM-AQUA 51709 (a chilled water treatment chemical) released on January 28, 2026 from a frozen/burst line supplying a rooftop HVAC unit on Building 53. The affected area is approximately 1,900 square feet located near Building 53's main entrance serving the hospital's rehab and prosthetics service. The contractor must conduct site assessment and sampling to determine contamination extent, perform excavation with limits driven by field screening and confirmation sampling based on TCEQ requirements, and restore all disturbed grounds to existing conditions including topsoil, sod, irrigation, pavement, sidewalk, grading, drainage, and landscaping. Work must be completed within 45 days of start date. The contractor may pursue either direct load-out or on-site treatment (such as stabilization) if compliant with TCEQ regulations. The scope includes utility location responsibility, Stormwater Pollution Prevention Plan development, daily reporting with photos, and coordination with the Contracting Officer regarding access restrictions due to hospital operations. Referenced specification documents (31 20 00 and 03 30 00) and a utility drawing will be provided as attachments, along with the Safety Data Sheet for CHEM-AQUA 51709.
