AMENDMENT NO DATE

B.2 Waco VA Medical Center, building #94

Lynx body worn panic alarm system

1. Contractor will purchase and provide all equipment and supplies necessary to complete tasks.

2. Contractor will mount all hardware and test all equipment associated with system installation.

Contractor will install the following devices:

* (1) Lynx Wireless (WLS) Network Device-The Lynx WLS series is a network based wireless input system that activates alarm channels on the Lynx Guide server. Alerts sent to the Lynx Guide server can activate messages to output devices such as Popup windows on networked computers, strobes, PAs or radio systems, text pagers, email, and cell phones. The system allows for deployment of wireless transmission throughout a facility.

* (1) Lynx Receiver-Two-part device, the 900 MHz wireless receiver and the network device.

The wireless receiver connects to the network device via a 9-pin cable that communicates all wireless transmitter data to the network device. The network device connects to an ethernet port on the LAN to communicate with the Lynx Guide server on port 80 using TCP/IP protocols.

* (49) Lynx Repeaters-Provide the wireless network “cloud” that receives the signal from the transmitters and wirelessly repeats the signal to the Lynx WLS receiver. Repeater placement will be determined by Department of Veteran Affairs Police Service via a provided map of each location.

* (100) Wireless Panic Buttons with Belt Clip (transmitter)-The transmitter transmits a 900 MHz signal that is received by the Lynx WLS receiver and activates alarm channels on the Lynx Guide server.

* (4) 12-outlet commercial grade power strips

3. VA to supply 120v AC power dual receptacles in each location (highlighted on the floor plan) as needed. Each of the repeaters are to be installed above the ceiling as close as possible to the location indicated on the floor plan. 18-02 cabling can be home run from the repeaters to the nearest electrical room and plugged into the power strip as necessary.

4. The receiver will need to be connected to the VA’s existing network. VA will provide power of ethernet (POE) switch port for the receiver. Hardware must work in conjunction with the Lynx Guide Server Software Version 7.11 or Higher. The Lynx WLS Network Device has been pre-configured to operate with the repeaters and transmitters connected to the Lynx WLS receiver.

Initial installation of the Lynx WLS Network Device consists of two parts, network configuration and physical installation.

It is highly recommended to configure the network settings prior to the physical installation of any equipment. Typically, this information will be provided from the VA OI&T Department.

Network configuration will require connecting the Lynx WLS Network Device to a PC and using HyperTerminal to configure the network settings.

5. DHCP Network and Server name Setup-Using HyperTerminal. It is necessary to have a PC with an available USB port. With the power disconnected from the Lynx WLS, connect the supplied USB cable to the Lynx WLS and to the PC. It is necessary to know the com port number of the USB port to setup HyperTerminal.

6. Repeater Installation-Each Wireless Repeater (WLR) is pre-configured at the factory to operate with the Lynx Net WLS receiver. Each WLR provides a wireless network “cloud” that receives the signal from the transmitters and wirelessly repeats the signal to the Lynx Net WLS receiver. Repeater placement is determined by consultation with end user input. A repeater placement map will be provided by the VA Police Service. Repeaters should be installed within 5 feet of the locations indicated by the provided map.

If for any reason a repeater cannot meet the 5-foot radius requirement of the marked location, contact Lynx Technical Support before proceeding with installation.

A WLR Repeater is supplied with an AC power adapter. The AC power supply should be located within 50 feet (cable length) of the repeater. Distances up to 300 feet will require 2 conductor, 20 AWG cable (not supplied).

7. WLR Repeater Centralized Power Installation-A WLR Repeater can be installed using individual power sources at every location for each AC power adapter or installed to a centralized location using a power strip. Two conductor, 22 AWG power cables should only be used for distances up to 50 feet. Distances up to 328 feet will require two conductor, 18 AWG cable. The two-conductor cable will connect to the terminals on the back of the AC power adapter. An industrial power strip can power multiple power supplied from a central location.

8. Program WLS Receiver and Repeater Locations-After installing the Repeaters and marking the repeater ID on the supplied map, input the physical location of each repeater into the Lynx WLS web interface. This will help with Supervision alarm messages and assist with maintenance in the future.

9. Area Calibration for Lynx Locating System-After the Lynx WLS Receiver and Repeaters have been placed according to the placement map and all repeaters have green power status lights. Lynx Technical Support may have already pre-populated some information from factory or has provided supporting documentation to assist with setup. Area locations are saved on the WLS receiver and are limited to a total of 48 characters, 2 sets of 24. Lynx Technical Support provides their best effort on what to call a location. The location information if provided is intended as an initial seed or starting point. The locations need to be reviewed and verified to ensure correct nomenclature has been used.

NOTE: If a LynxDispatcher is installed, the location descriptions will need to be formatted in such a way that the Lynx Text to Speech engine is able to properly pronounce each word through the radio. For instance, use “3rd Floor. Room 201” instead of “3rd FL. RM. 201”

10. Assign Area Descriptions-Input all area descriptions for the Lynx WLS coverage area into the Lynx WLS web Interface. These descriptions will help form part of the notification message after a panic button is pressed.

11. Area Calibration for Lynx Locating System-To ensure accuracy and consistency use the same configuration method for every defined area calibration. Calibration with only one person requires a laptop with access to the WLS web interface. A calibration with two people requires a computer with access to the WLS web interface and a set of 2-way radios. One person can walk the area while the other navigates the web interface. When calibrating you must hold the transmitter in hand between forefinger and thumb, take care not to cover the left or right side of the transmitter. Place your arm at your side and bend 90 degrees at the elbow extending the hand forward. For consistent, accurate results do not move until the transmitters’ status LED stops blinking.

12. All work will occur during business hours Monday thru Friday, 7:30am to 5:00pm at the Doris Miller VA Medical Center, building #94. Located at 4800 Memorial Dr, Waco, TX 76711.

Contractors/Installers must complete a safety brief prior to working in the Inpatient Acute Mental Health Psych Wards. For Contractor/Installer and Patient safety, personnel will be escorted at all times during working hours.

13. At the completion of installation and programing of equipment. Contractor/Installer will complete test of the entire system to include each personal panic button to ensure the system will perform as intended. And to troubleshoot the Lynx software, (assisted by Lynx Support as necessary).

The Government reserves the right to inspect or test any supplies or services that have been tendered for acceptance. The Government may require repair or replacement of nonconforming supplies or reperformance of nonconforming services at no increase in contract price. The

Government must exercise its post-acceptance rights—

(1) Within a reasonable time after the defect was discovered or should have been discovered;

Act (31 U.S.C. 3727). However, when a third party makes payment (e.g., use of the

Governmentwide commercial purchase card), the Contractor may not assign its rights to receive payment under this contract.

(c) Changes. Changes in the terms and conditions of this contract may be made only by written agreement of the parties.

(d) Disputes. This contract is subject to 41 U.S.C. chapter 71, Contract Disputes. The Contractor shall proceed diligently with performance of this contract, pending final resolution of any dispute arising under the contract.

(e) Definitions. The clause at FAR 52.202-1, Definitions, is incorporated herein by reference.

(f) Excusable delays. The Contractor shall notify the

Contracting Officer of the cessation of such occurrence.
