About this file

This is an Amendment 0005 to solicitation 36C25726Q0431, issued by the Department of Veterans Affairs Central Texas Veterans Health Care System in Temple, Texas, responding to timely Requests for Information (RFIs) submitted by offerors. The amendment provides clarifications and responses to 27 RFIs related to Project 504-26-006, a flooring replacement project at the facility.

Key specifications and requirements clarified include: five (5) flooring transitions are required; desired LVT plank dimensions are approximately 7-3/4 inches by 52 inches in a gray oak appearance; the 28-40 mil thickness requirement refers to total product thickness (not wear-layer thickness alone), and USA-manufactured direct-glue LVT with a 30-mil wear layer and approximately 3 mm overall thickness is acceptable; approximately 1,200 square feet of flooring and approximately 500 linear feet of four-inch rubber cove base are required; the pre-bid site visit on September 22, 2026 was not mandatory; no bid guarantee is required; no additional RFIs will be accepted; Project 504-26-006 is the correct project number throughout; and the procurement includes PCRA permit number 504-26-027 with applicable ICRA Level 4 requirements. Additional clarifications address contractor responsibilities including furniture removal/reinstallation by the VA, manufacturer-specified moisture testing, asbestos-free confirmation, contractor-determined means and methods for negative-air containment (continuous throughout the 45-day performance period), contractor-provided waste disposal and dumpster, and coordination with the Contracting Officer's Representative for scheduling including after-hours and weekend work options. The contracting officer is Jennifer Parker.

· Five (5) flooring transitions will be required.

2. What width/dimensions of LVT flooring does the Government desire for the new flooring?

· The desired LVT plank dimensions are approximately 7-3/4 inches by 52 inches.

3. Regarding the flooring color, should the new flooring be color-matched to the existing flooring being replaced, matched to another existing floor/area within the facility, or will the Government select a new color from the contractor’s submitted product options?

· The Government desires a gray oak appearance. A comparable example is Sterling Light Oak

4. Site visit: Please confirm that attendance at the September 22, 2026 pre-bid site visit was not mandatory and that non-attendance does not make an otherwise responsive quote ineligible.

· The site visit was not mandatory

5. LVT requirement: The SOW states that the LVT should have a “thickness between 28-40 mils.” Commercial LVT commonly expresses 28-40 mils as the wear-layer thickness. Please confirm whether a USA-manufactured direct-glue LVT with a 30-mil wear layer and approximately 3 mm overall product thickness satisfies this requirement.

· Yes. A USA-manufactured, direct-glue LVT with a 30-mil wear layer and an overall product thickness of approximately 3 mm is acceptable.

6. Project number: The solicitation/SOW identifies Project 504-26-006, while one quote-submission instruction references Project 504-26-002 in the email subject line. Please confirm that 504-26-006 is the correct project number to use throughout the quote.

· Project number 504-26-006 is the correct project number

7. Bonds: Please confirm whether an offer guarantee/bid bond is required with the quote and whether performance and payment bonds will be required after award. If required, please identify the applicable percentage/amount and timing.

· Reference block13.b. of the solicitation, a bid guarantee is not required

8. Site visit: Please confirm that attendance at the September 22, 2026 pre-bid site visit was not mandatory and that non-attendance does not make an otherwise responsive quote ineligible.

· Refer to Response No. 4

· Refer to Response No. 5

10. Project number: The solicitation/SOW identifies Project 504-26-006, while one quote-submission instruction references Project 504-26-002 in the email subject line. Please confirm that 504-26-006 is the correct project number to use throughout the quote.

· No additional RFI’s will be accepted

13. The quotation-submission instructions specify an email subject containing Project 504-26-002, while SF 1442 and the SOW identify Project 504-26-006. Please confirm that proposals and RFIs should reference Project 504-26-006.

· Yes. The attached PCRA applies to this procurement. The applicable ICRA and PCRA requirements shall be followed.

15. SOW paragraph 16.5 requires LVT with a “thickness between 28–40 mils.” Is this requirement intended to specify the wear-layer thickness, rather than the total product thickness?

· The 28–40 mil requirement refers to the total product thickness, not solely the wear-layer thickness.

16. Please provide the approximate linear footage of four-inch rubber cove base and the number and dimensions of required transition strips, or confirm that offerors should determine these quantities during the site visit.

· Approx 500 FT

17. Please confirm whether the approximately 1,200 square feet includes all waste, or whether offerors should include an additional material waste factor.

· Approximately 500 linear feet of four-inch rubber cove base will be required. Five (5) flooring transitions will also be required.

18. Who is responsible for removing and reinstalling furniture, equipment and other contents from the affected rooms?

· Asbestos-containing flooring and adhesive have been ruled out. No asbestos was identified.

21. The Level III ICRA requires exterior HEPA exhaust at least 25 feet from entrances, air intakes and operable windows. Will the VA identify and approve an exterior exhaust route during the site visit?

· The project will be performed under ICRA Level 4 requirements. The contractor is responsible for determining the means and methods, including the exterior HEPA exhaust route and associated requirements.

22. Please clarify whether negative-air containment must remain operational continuously throughout the entire 45-day performance period or only while demolition, floor preparation and other dust-generating work is underway.

· Negative-air containment shall remain operational continuously throughout the entire 45-day performance period.

23. The ICRA’s additional requirements state that negative-air monitors must provide readings “24/7/365.” Please confirm that this means continuously for the duration of the applicable construction activities.

· The requirement for negative-air monitors to provide readings “24/7/365” means that monitoring shall occur continuously for the duration of the applicable construction activities.

24. Please confirm whether hard-wall containment is required or whether properly secured plastic critical barriers meeting the Level III requirements are acceptable.

· The project will be performed under ICRA Level 4 requirements. The contractor is responsible for determining the appropriate means and methods of containment in accordance with the applicable ICRA requirements.

25. Are after-hours or weekend work and phased execution anticipated to minimize disruption to the occupied administrative areas?

· After-hours work is permitted. The contractor shall coordinate the schedule with the Contracting Officer’s Representative (COR). Phased execution and weekend work may be coordinated as necessary to minimize disruption to occupied administrative areas.

26. Please confirm whether the Government will provide an onsite dumpster or whether the contractor must furnish offsite disposal and transportation.
