TJC Mock Inspection Questions
1. Training materials / printed standards
The SOW references providing 25 sets of contractor-developed training materials and printed standards. Please confirm whether this requires 25 full printed copies of the cited standards/manuals for attendees, or whether contractor-developed training materials for 25 attendees plus limited reference copies of the cited standards would satisfy the requirement.
Government Response: Contractor shall provide 25 sets (hard copies) of the referenced standards + 25 sets (hard copies) of contractor-developed training material.
2. Virtual versus in-person training May one or both required training sessions be delivered virtually or in a hybrid format, provided all required content is covered and attendee participation/documentation is maintained?
Government Response: All required training sessions shall be delivered in person at the El Paso VA Health Care System.
3. Electronic delivery versus hard-copy delivery Where the SOW references cloud delivery, may final deliverables and training materials be submitted electronically through a secure shared platform instead of hard-copy binders, except where printed copies are expressly required?
Government Response: Yes, unless where required to be hard copy as per SOW.
4. Meaning of “cloud delivery” Please clarify whether “cloud delivery” refers to contractor-hosted secure file sharing, a VA-approved collaboration environment, or another Government-designated platform.
Government Response: For purposes of this requirement, “cloud delivery” refers to a contractor‑hosted secure file‑sharing platform.
5. Updated life-safety plan source files For updated life-safety plans and associated deficiency markups, will the Government provide editable source files such as AutoCAD, Bluebeam, or layered PDFs, or should offerors assume updates will be performed from static PDF plan sets only?
Government Response: The Government will provide the most current set of Life Safety drawings in AutoCAD format for contractor use.
6. Required deliverable format for markups and plan updates Please confirm the expected final format for building-plan deficiency identification and updated life-safety plans, including whether annotated PDFs are acceptable or if native CAD revisions are required.
Government Response: Deficiency identification may be submitted in annotated PDF format; however, the Contractor shall provide the final revised Life Safety Plans in AutoCAD format.
7. Training attendee scope Please confirm whether the 25-person training requirement applies to one audience across two sessions, or to two separate audiences that would each require complete material sets.
Government Response: Training shall be delivered to two separate audiences.
Audience A (approximately 13 staff) and Audience B (approximately 12 staff) will each receive the full set of required training sessions and documentation at separate times to ensure continuity of operations.
8. Document review / presentation period Please confirm whether the referenced document review and presentation effort is expected to occur remotely, on site, or at the contractor’s discretion.
Government Response: Document review and the associated presentation/ briefing shall be conducted on site
9. Credential documentation For required credentials, should offerors provide copies of active certifications with the quote, or is a resume and certification information sufficient?
Government Response: Offerors shall submit copies of all required active certifications in addition to resumes demonstrating relevant experience.
10. Relevant experience / past performance Will the Government consider relevant healthcare safety, life-safety, EOC, infection control, and survey-readiness experience performed in VA, other federal healthcare settings, or comparable healthcare systems as acceptable experience for this requirement?
Government Response: Yes
11. Preferred report templates or formats Does the Government have preferred templates or required formats for reports, deficiency logs, photo documentation, and Excel-based summaries, or may offerors use their own standard formats so long as all required elements are addressed?
Government Response: Offerors may utilize their own standard templates and formats, provided all required elements are included and the format reasonably simulates Joint Commission survey practices.
12. Distribution of responses Will responses to vendor questions be issued to all interested offerors through an amendment or written Q&A?
Government Response: All responses will be provided through an amendment and will be posted to sam.gov.
13. Is it possible to get a detailed facility list, including square footage and occupancy count, as applicable for each space?
Government Response: Please see below information on buildings and square footage. No occupancy counts readily available. Main building (building 1) has around 1,700 active employees.
14. Are the EOC/IC and LS assessments required to be in parallel, consecutively, or can they be scheduled separately?
Government Response: Can be scheduled separately
15. Section 4.7 of the RFQ lists the following Contractor Provided Training requirements.
Please confirm that El Paso VAHCS wants the training days focused as follows:
1 dedicated day for SOC specific topics (Reference RFQ Sections 4.7.1 to 4.7.1.4) 1 dedicated day for EOC & IC specific topics (Reference RFQ Sections 4.7.2 to 4.7.2.3) Government Response: Confirmed. One (1) training day shall be dedicated to SOC‑specific content, and one (1) training day shall be dedicated to EOC/IC‑specific content. As noted previously, training will be delivered to two separate audiences.
