6.0 Project Management - Section 5.3.4

What type of License is the VA requiring prospective bidders to provide with the cameras?

Section 2.0 Scope of Work Data Cabling for Internet

Will the VA provide network switches in the IT closets or do prospective bidders need to provide them?

The VA will provide network switches.

5.0 SPECIFIC TASKS AND DELIVERABLES, 5.1.23

Can you clarify what type of warranty and support the VA is looking for? Also, for example, how many years - 1 year, 3 year, 5 year?

Standard manufacture warranty for all material. Installation warranty of 1 year.

Disposal of Existing Equipment (Ref: SOW Section 5.2.1) The SOW requires removal of existing PTZ cameras, wall mount brackets, seal tight, and old coax cabling back to the IDF.

Please clarify: does the VA retain ownership of the removed equipment, or is the contractor responsible for disposal? If contractor disposes, are there specific e-waste/surplus property requirements?

VA will retain ownership of the removed equipment.

Executive Office Camera Mounting (Ref: SOW Section 5.2.7) What is the ceiling type in the Executive Office — drop/suspended ceiling or hard lid? This determines the required mounting hardware (in-ceiling adapter vs. surface mount) for the 2 dome cameras and the multisensory.

The ceiling is drop tile.

PoE Switch Capacity (Ref: SOW Section 5.2.4) The SOW states the contractor will utilize existing switches provided by the Dallas VA. The 32C-H5A-4MH multisensor requires 802.3bt (60W PoE++). Can the VA confirm that the existing switch infrastructure in the nearest IDF to the executive office supports 802.3bt, or should the contractor plan to provide an additional PoE injector for this camera?

The switch should support 802.3bt. The VA has a supply of injectors if needed.

VMS Licensing (Ref: SOW Section 5.2.3) The SOW requires that cameras be configured for correct retention time and functionality. Are Avigilon Control Center (ACC) channel licenses for the 3 new executive office cameras already provisioned, or should the contractor include camera channel licenses in the bid?

Camera license should be included in the bid.

Site Survey Timing (Ref: SOW Section 5.1.19) The SOW requires a site survey to confirm cable routing, outlet placement, and potential obstacles. Is this site survey to be conducted pre-award or post-award? If post-award, will a pre-award site visit be made available to offerors?

Site survey was conducted pre award on March 31st. If post-award survey is needed prior to install we can accommodate that request.

Cable Pathway — Rooftop (Ref: SOW Section 5.2.1) For the rooftop PTZ cameras, the SOW references routing Cat6 from the nearest IDF to the exterior junction box. Are existing conduit pathways available from the IDF to the rooftop junction boxes, or should the contractor anticipate new pathway construction beyond the seal tight from junction box to camera pole?

VA will scope a pathway.

Work Hours and After-Hours Access (Ref: SOW Section 5.3.2) The SOW states work will be accomplished Monday through Friday 8:00 AM to 4:30 PM, but notes there may be instances where work falls outside this timeframe. Should the contractor anticipate any after-hours or weekend work requirements? If so, please clarify the expected scope and frequency, as this impacts labor pricing.

No, all work will be conducted during working hours Monday-Friday.

Escort Availability and Scheduling (Ref: SOW Addendum A, Section A4.0) The SOW states the contractor will be escorted to communication closets and other areas with no keys provided. How many escorts will the VA make available concurrently, and what is the process for scheduling escort access? For a two-person crew working simultaneously in different areas (e.g., IDF closet and rooftop), will two escorts be available at the same time?

We will provide 2 escorts to provide access to communication closets and other areas.

Rooftop Camera Pole Height and Equipment (Ref: SOW Section 5.2.1) Please provide the approximate height of the existing rooftop camera poles and confirm rooftop access method.

Does the VA have a scissor lift or aerial lift available for contractor use during installation, or should the contractor plan to provide their own lift equipment?

Each pole is approximately 12 ft. Rooftop access is located on the 7th and 9th floor penthouse.

Access will be made available by escorts. Contractors will provide their own lift equipment.

Camera Mounting / Brackets The SOW references WLMT-1001 mounts, but from the images provided, it looks like the rooftop cameras may be parapet-mounted.

• Could you help clarify the existing mounting conditions for the eight rooftop cameras?

All rooftop cameras are mounted on poles.

• Should we plan to use WLMT-1001 mounts at all locations, or are different mounting types expected depending on the location?

After further research, the WLMT-1001 mount may not be compatible for the poles. A different mount that can be securely attached to the pole and compatible with the PTZs shall be used.

Camera Locations / Drawings

• Would you be able to provide a drawing or marked plan showing the exact locations of the eight rooftop cameras and three interior cameras?

• Also, are all rooftop cameras located on the main hospital building?

VA can provide rooftop plans and drawings. We do not have exact placement of cameras on those drawings.

Cabling Type – Outdoor vs Plenum We noticed references to both plenum-rated Cat6A and outdoor-rated, shielded cable.

• For rooftop runs, should we plan on using outdoor-rated cable, or is plenum acceptable throughout?

Plenum is acceptable throughout

• Are there existing conduits on the roof, and if so, what condition are they in?

There are existing conduits that house existing coaxial cable

IDF / LAN Room Locations & Distances

• Could you share the locations of the nearest IDF/LAN rooms serving each camera?

There are 3 IDF closets on 9th floor floor and 7 IDF closets on the 5th floor.

• Are all cable runs expected to fall within the 295 ft (90m) limit?

Yes, they are expected to be within the 295ft limit

• If not, is there a preferred approach for longer runs?

Cable Routing / Pathways

• Should we plan to utilize existing pathways and conduits, or anticipate installing new ones where needed?

• Are there any specific requirements for rooftop routing or weather protection?

Protection is in place with existing pathways. ISTS and PSRDM requirements shall be met for new pathways

Patch Panels

• Will existing patch panels in the IDF closets be used, or should we include new patch panels as part of the scope?

Network Infrastructure

• Can you confirm that existing network switches have sufficient capacity and available ports for the new cameras?
