Work hours are restricted according to Statement of Work specifications, with inventories at Community-Based Outpatient Clinics and smaller locations occurring during normal business hours. Question 1. Has this requirement been previously performed under a contract? If so, can the Government provide the prior contract number?

Answer: Yes, this requirement was previously performed under a contract. The prior contract number is

Question 2. Can the Government disclose an expected price range for this requirement?

Answer: No, the Government will not disclose an expected price range for this requirement.

Question 3. What is the Government's required or preferred method for daily secure data transfer to the

Government? Will the contractor's designated POC require a PIV/CAC credential or VA network account, or will the Government provide an alternative secure transfer mechanism (e.g., VA SharePoint, secure FTP, encrypted email)? Additionally, what is the expected turnaround time for provisioning VA system access post-award?

Answer: Daily inventory data will be sent via email to the Personal Property Management Supervisor in

Excel or CSV format. Access to the VA network is not required; therefore, no PIV/CAC credential or VA account provisioning is necessary.

Question 4. For untagged equipment identified during the inventory, does the contractor's obligation end at applying a temporary tag and flagging for VA follow-up, or is the contractor expected to enter those items into AEMS/MERS directly?

Answer: For assets identified without VA EE tags, the contractor must apply temporary tags and document the items for Government follow-up. The contractor is not responsible for entering items into

AEMS/MERS; this responsibility remains with VA personnel.

Question 5. Will the Government provide a subject matter expert or clinical/logistics POC at each facility who can assist with identifying specialized medical equipment (e.g., imaging equipment, surgical equipment) during the inventory?

Answer: Yes, the Government will provide Logistics Points of Contact (POCs) at each facility. These

POCs will escort contractor personnel and assist with identifying specialized or clinically sensitive medical equipment.

Question 6. For CBOCs and smaller outpatient locations, is the wall-to-wall count expected to be completed during normal business hours, or will after-hours access also be required at those locations?

Answer: Yes, inventories at Community-Based Outpatient Clinics (CBOCs) and smaller outpatient locations are expected to occur during normal business hours.

Mobile Scanning Devices

Question 7A. Are mobile devices such as iPhones or tablets with barcode scanning applications acceptable in place of dedicated handheld scanners (e.g., Zebra devices), provided barcode accuracy and data integrity requirements are met?

Answer: Yes, mobile scanning solutions such as smartphones or tablets equipped with barcode-scanning applications are acceptable as long as they meet accuracy and data-integrity requirements.

Question 7B. Will the Government provide the AEMS/MERS asset inventory file in Excel or CSV format?

Answer: Yes, the Government will provide the AEMS/MERS asset inventory dataset in Excel or CSV format.

Question 7C. Will a sample dataset be provided prior to project start to allow the contractor to test data collection and reconciliation processes?

Scope of Equipment

Question 7D. Is the inventory limited to medical/clinical equipment, or does the scope include all fixed and accountable property assets with VA EE tags, including IT equipment, facilities equipment, shop equipment, office equipment, and other accountable property?

Answer: No, the inventory is not limited to clinical or medical equipment. It includes clinical equipment, medical equipment, IT assets, and specialized engineering equipment requiring VA EE tags. Furniture is not considered equipment.

Question 7E. Additionally, can a sample of the existing VA EE barcode tags be provided in advance so the contractor can test scanning compatibility with proposed equipment?

Answer: Yes, a sample VA EE barcode label will be provided for compatibility testing.

Facility Documentation

Question 7F. Will floor plans, room lists, and facility maps be provided for all locations prior to the start of field work?

Answer: Yes, room lists, facility maps, and floor plans will be provided prior to field work.

Access to Facilities / Work Hours

Question 7G: Can the contractor perform inventory work during any hours as needed to meet the project schedule, or will there be restricted work windows similar to those listed for certain clinical areas and outpatient clinics

Answer: Work hours will be restricted according to the time periods and limitations outlined in the

Statement of Work. Contractors must coordinate with facility and Logistics POCs to ensure compliance.

Question 8: What is the preferred contract start date?

Answer: Our preferred contract start date is July 1, 2026

Question 9: What is the specific capitalization or dollar-value threshold for the assets to be inventoried (e.g., assets valued at $5,000+)?

Answer: The minimum dollar threshold for inventory inclusion is $300. Because this is a wall-to-wall inventory, all equipment assigned to the NTX VA Health Care System must be inventoried regardless of value.

Question 10: Can you provide a breakdown of the asset types included (e.g., clinical/medical equipment, IT, furniture, or specialized engineering equipment)?

Answer: The asset types included in this requirement consist of clinical equipment, medical equipment, information technology assets, and specialized engineering equipment. Furniture is not considered to be equipment.

Question 11. Can the Government provide an approximate square footage, room count, or floor plan for each facility to assist offerors in estimating level of effort and travel time between areas within each location?
