About this file
This is a Contract Amendment (Standard Form 30) for a federal solicitation issued by the Department of Veterans Affairs Network Contracting Office 17 in San Antonio, TX. The amendment extends the offer receipt deadline to January 8, 2026, at 3 PM CST and clarifies the scope of work for water monitoring systems at multiple Veterans Healthcare System locations. The contract requires upgrading or replacing an existing water monitoring system at Audie L. Murphy Medical Center and installing four new complete water monitoring systems at Fisher House I, Fisher House II, Polytrauma Transitional Rehabilitation Program, and Kerrville Medical Center.
The price/cost schedule includes line items for system upgrade/replacement, new equipment procurement, installation and commissioning, monthly service for five monitoring systems, and monthly water management support services. The contract has a base period from February 1, 2026, to January 31, 2027, with four additional one-year option periods extending through January 31, 2031. Water sampling and testing are limited to equipment calibration and validation, with any additional testing requiring a bilateral contract modification. The precise installation locations will be assessed and agreed upon after contract award.

The purpose of this amendment is to verify the scope of work requirements.
WATER MONITORING UNITS
The South Texas Veterans Healthcare System (STVHCS) currently has one (1) Water Monitoring System located at Audie L. Murphy Medical Center (ALM), 7400 Merton Minter Blvd, San Antonio, TX, 78229. Contractors who propose will need to either upgrade the existing PDX if partnering with Phigenics or replace the PDX with their proposed solution.
Additionally, the contractor will install four new complete water monitoring systems; one (1) unit per location:
• Fisher House I, 7485 Wurzbach Rd, San Antonio, TX, 78229
• Fisher House II, 7485 Wurzbach Rd, San Antonio, TX, 78229
• Polytrauma Transitional Rehabilitation Program (PTRP), 4949 Gus Eckhert Rd, San Antonio, TX, 78229
• Kerrville Medical Center, 3600 Memorial Blvd, Kerrville, TX, 78028
The precise installation location at each site will be assessed and agreed upon after contract award.
After commissioning the four new units, there will be a total of five Water Monitoring Systems for servicing under contract. See line-item description for breakdown of costs.
SAMPLING AND TESTING
Water sampling and testing are only required to calibrate and validate equipment functionality for continued optimal performance throughout the life of the contract. If the agency requires the contractor to perform sampling and testing outside of this circumstance, a bilateral contract modification will be executed to describe, authorize, and fund the work.
