BASIS FOR CONTRACT AWARD:
3. Evaluation: The Source Selection process will be completed as a past performance, price tradeoff (PPTO), where there is a tradeoff between past performance and price factors and will allow the Government to accept other than the lowest priced proposal.
Past performance is significantly more important than price.
The past performance Price Trade-off approach will best achieve the objective of awarding a contract to an Offeror for Project # 549-25-524 Heat Exchanger Replacement, with expertise and qualities that are most important to VISN 17. The Government will make an award to the contractor that obtains a substantial confidence rating for the past performance factor.
The Government reserves the right to award to contractor who is rated substantial confidence, followed by a satisfactory confidence if deemed necessary.
The Government will strictly enforce all the proposal submission requirements outlined in the solicitation. Failure to comply with these requirements will result in an Offeror's proposal being rejected as being incomplete or non-conforming to solicitation requirements.
3.1 Factors and Sub-Factors Order of Importance: The Source Selection process will be completed as a PPTO, where there is a tradeoff between past performance and price factors and will allow the Government to accept other than the lowest priced proposal. Past performance is significantly more important than price. The highest past performance lowest price rated offeror will determine the best value basis for contract awards.
A. Factor 1: TECHNICAL ACCEPTABILITY (Acceptable/Unacceptable).
Sub Factor 1- (Acceptable/Unacceptable) – Verification at https://search.certifications.sba.gov/advanced?page=0 as a SDVOSB under NAICS Code: 238220 – Plumbing, Heating, and Air-Conditioning which has a $19 Million small business size standard.
Sub Factor 2 - (Acceptable/Unacceptable) – Bonding Capacity – Minimum $500k
The offeror shall ensure all bonding comes from the Bureau of the Fiscal Service (BFS), Surety Bonds, List of Certified Companies found at https://www.fiscal.treasury.gov/surety-bonds/list-certified-companies.html. In addition, at time of award offeror shall provide performance and payment bonds IAW FAR 28.102-1(a) for the proposed amount of the project.
B. Factor 2: PAST PERFORMANCE.
Past Performance Evaluation. The Past Performance evaluation will assess the relative risks associated with an Offeror's likelihood of success in fulfilling the solicitation's requirements as indicated by that Offeror's record of past performance.
In this context, "Offeror" refers to the proposed prime contractor. A joint venture will be assessed on the combined performance of each or as a team of the joint venture offerors.
1. Recent Successful Past Performance: The offerors are required to demonstrate recent successful performance under contracts that demonstrate that they have successfully performed work similar to the statement of work included in this solicitation within the last three (3) years (calculated from the solicitation issue date).
a. Provide a detailed summary of the most recent two (2) projects valued between $500,000.00 to $1 Million:
b. Owner Government Agency/Company which awarded contract.
c. Location (physical address)
d. Project Name
e. Project Description (Details of equipment site preparation requirements, challenges, and solutions)
f. Project Cost and Cost Control Measures (original and final contract costs, contract mods, cost containment measures, value engineering, etc.)
g. Project Performance Period (Initial/Actual, schedule impacts and efficiencies)
h. Owner POC (Name, Title, Telephone Number, Email)
i. Subcontractors (Rolls, Responsibilities, Percent of work)
In addition, for each project submitted, Offeror’s shall provide a narrative that describes recent successful performance and demonstrates experience working on similar work described in the statement of work in this solicitation. Information should include details on complexity, magnitude, challenges, and degree of success.
Offeror is encouraged to include supporting documents such as photographs that support the narrative.
The first aspect is to evaluate the offeror’s past performance to determine how relevant a recent effort accomplished by the offeror is to the effort to be acquired through the source selection. The criteria to establish what is recent and relevant must be unique to each source selection and must be stated in the solicitation. In establishing what is relevant for the acquisition, consideration should be given to those aspects of an offeror’s contract history that would give the greatest ability to measure whether the offeror will satisfy the current procurement. Common aspects of relevancy include similarity of service/support, complexity, dollar value, contract type, hospital environment and degree of subcontract/teaming.
There are four levels of relevancy as shown in the following table. When source selections require a greater level of discrimination within the past performance evaluation, the Source Selection Evaluation Board (SSEB) Members must use all four of the relevancy ratings identified below. However, for those source selections requiring less discrimination in the past performance evaluation, the board members may use, as a minimum, “Relevant” and “Not Relevant” past performance ratings.
The Source Selection Plan (SSP) must clearly identify the treatment of relevancy within the past performance evaluation. With respect to relevancy, more relevant past performance will typically be a stronger predictor of future success and have more influence on the past performance confidence assessment than past performance of lesser relevance.
Past Performance Relevancy Ratings Rating Definition Very Relevant Present/past performance effort involved essentially the same scope and magnitude of effort and complexities this solicitation requires.
An example would be a project involving the replacement of a water heat exchanger system valued at $500,000.00 or greater, at a VA healthcare system.
Relevant Present/past performance effort involved similar scope and magnitude of effort and complexities this solicitation requires.
An example would be a project involving the replacement of a water heat exchanger system valued at $500,000.00 or greater, at any health care system.
Somewhat Relevant
Present/past performance effort involved some of the scope and magnitude of effort and complexities this solicitation requires
An example would be a replacement plumbing project valued at $500,000.00 or greater in a healthcare system (internal/external)
Not Relevant Present/past performance effort involved little or none of the scope and magnitude of effort and complexities this solicitation requires.
An example would be a replacement plumbing project less than $500,000.00 in a non-healthcare system.
The second aspect of the past performance evaluation is to determine how well the contractor performed on the contracts. The past performance evaluation performed in support of a current source selection does not establish, create, or change the existing record and history of the offeror’s past performance on past contracts;
rather, the past performance evaluation process gathers information from customers on how well the offeror performed those past contracts.
Sources of Past Performance Information for Evaluation are as follows:
1. Past performance information can be obtained from any source available to the Government, to include, but not limited to, the Contractor Performance Assessment
Reporting System (CPARS), Federal Awardee Performance and Integrity Information System (FAPIIS), Electronic Subcontract Reporting System (eSRS), or other databases, interviews with Program Managers, and Contracting Officers,
2. Past performance information may be provided by the offeror, as solicited.
3. Past performance information may be obtained from questionnaires tailored to the circumstances of the acquisition.
The Past Performance Evaluation Team will review this past performance information and determine the quality and usefulness as it applies to performance confidence assessment.
