1. At the top of the Scope it refers to 3 Heat Exchangers to be replaced with an extensive SOW but at the bottom it refers to two Heat Exchangers to be removed. Is there a total of 5 Heat Exchangers? If so, there is no detailed scope on the other two other Heat Exchangers.
Answer:
Yes, there is a total of 5 heat exchangers
3 Aerco Double Wall Steam to Water heaters for Domestic water (or similar)
2 Armstrong Heat Exchangers for VAV
2. Is the VA going to tie in the controls?
Answer:
Contractor will tie into existing controls
3. Is this project tax exempt?
Answer:
The tax code document has been included in Amendment 0002 to provide guidance to contractors on tax exemption.

10. Please provide as-built drawings of the existing Heat Exchangers scheduled for replacement.
Answer:
Please see attached file name 2P3 Schedules-Plumbing, and 2-P6R Details & Diagrams Plumbing, and H-8R Schedules HVAC
11. Per Section A.4 of the Statement of Work, the contractor is required to provide a temporary water heater to support the existing system for the entirety of construction. To properly size and cost this requirement, please confirm:
Bid / deduct: It is recommended that contractor add the cost of a temporary heat exchanger in his price, however if the use of the heat exchanger is not needed the cost will be deducted from the final cost.
a. The peak hot water demand (GPM and/or BTU/hr) required to be supported by the temporary system OR provide as-built data for the existing exchangers that the temporary system must replicate.
Answer: 130 GPM
b. Whether the VA will allow defined outage periods (nights, weekends, or scheduled windows) where full hot water service is not required, in order to minimize temporary system size and cost.
Answer: Outage will only be allowed for switch over to tie into new system.
Preferably over the weekend to minimize impact on patient care.

14. In reviewing the Statement of Work, we noted what appears to be an inconsistency in the number of heat exchangers to be replaced:
a. Page 6 (Services, item c) states the contractor shall “demo total of 3 steam to hot water heat exchangers, steam traps, associated piping and controls.”
Answer: see answer for 14C
b. Page 11 (General Project Scope) also confirms the replacement of “3 existing domestic water heat exchangers.”
Answer: see answer for 14C
c. However, Page 12 (Build Framework for New Domestic Water Heat Exchangers) specifies “Demo of (2) existing shell and tube heat exchangers” and “Supply and Install of (2) heat exchangers.”
Answer: there are a total of 5 heat exchangers. 3 Aerco Double Wall Steam to Water Heaters for domestic water, and (2) Armstrong Heat Exchangers for VAV boxes.
Request: Please confirm whether the intent is to replace:
Three (3) total heat exchangers (two shell-and-tube units and one Aerco-type u-tube exchanger as described earlier in the SOW), or Only two (2) heat exchangers as listed in the framework.
Answer: there are a total of 5 heat exchangers. 3 Aerco Double Wall Steam to Water Heaters for domestic water, and (2) Armstrong Heat Exchangers for VAV boxes.
