About this file
This is a Questions and Answers document related to RFI #36C77625R0010 for the Bonham Energy System Design project at the Sam Rayburn Memorial Veterans Center in Texas. The document clarifies that a third-party Commissioning Agent will be hired by the A/E firm, not the VA as previously stated. It confirms that while the principal AE firm architect must be licensed in Texas, other disciplines only need registration in any U.S. state or territory.
Key clarifications include that the $20 million energy center design experience requirement can be met through either a single VA project or combined experience, and has been expanded to include Federal/National Laboratories and DOD projects (but not private projects). The document also specifies that a minimum of three past performance projects are required, and confirms that NAICS code 541310 (Architectural Services) will be maintained rather than changing to 541330 (Engineering Services) as requested by a potential bidder.

1. Regarding commissioning, page 3 of the SOW states that the A/E must provide all engineering design, commissioning, and construction period services. However, on page 10, it states that the Commissioning Agent will be hired by the VA. Will you please clarify if we are to provide a commissioning agent or if the VA is providing? 3rd Party Commissioning Agent will be hired by the AE. (see revised SOW page 10 A. edit highlighted yellow)
2. Additionally, on page 3 of the solicitation, it is stated that the lead designer in each discipline must be registered but does not have to be registered in the particular state where the project is located. Page 4 of the SOW again says that the work must be accomplished by architects or engineers registered in a State or possession of the United States, but on page 3 of the SOW, item J states that A/E licensure in the State of Texas applies to this project. Please confirm whether Texas licensure is required or if licensure in any state is required.
The principal AE firm Architect needs to be licensed in state of Texas, all other disciplines work must be accomplished by architects or engineers registered in a State or possession of the United States, or in Puerto Rico or in the District of Columbia, see SOW page 4 2.2 Key Personnel, B.
3. the solicitation mentions an attached PPQ document, but there was no such attachment. Will you please post the PPQ document we are to use via amendment as well? See attached
4. Page 4 of 10 states, “A/E must use Engineering professionals with proven experience with energy center designs greater than $20,000,000 dollars on VA facilities.” Question: Does “Energy center designs greater than $20,000,000” mean cost of construction for a single Veterans Affairs project or a combined energy center design experience greater than $20,000,000?
Greater than $20,000,000” means cost of construction for a single Veterans Affairs project or combined energy center design experience.
5. Page 4 of 10 states, “A/E must use Engineering professionals with proven experience with energy center designs greater than $20,000,000 dollars on VA facilities.” Question: Would you allow this requirement to be satisfied by highly-rated engineering professionals with energy center designs of similar size and scale from non-VA projects (to include but not be limited to other Federal/National Laboratories/DOD projects, State-level projects & Private projects of similar size and scale)?
See SECTION 2 SCOPE OF WORK revision
