About this file

This is an Amendment to a Solicitation for Valet Services for the VA North Texas Health Care System, specifically covering three locations: Dallas, Fort Worth, and Bonham. The solicitation (36C25725Q0870) is a renewal of the current contract 36C25720C0122, seeking a firm-fixed price contract for comprehensive valet parking services. Key requirements include traffic management, vehicle screening, use of designated lots (Lot 24 and Lot 26 at Dallas), and staffing with a supervisor during operating hours.

The evaluation will be conducted using Simplified Acquisition Procedures, with three primary factors: Technical Capability, Past Performance, and Price. Contractors must have valet drivers with valid Texas driver's licenses, utilize approved valet/GPS software (currently using Flash valet), and provide daily/monthly reports detailing vehicle counts, peak hours, and incident logs. The government will use a comparative evaluation method, comparing quotes side-by-side to determine the most advantageous offer, with the option to award without discussions. The TV monitor at the Dallas location will be provided by the government, and contractors must develop their own staffing plan based on estimated daily vehicle volumes and peak hours.

ANSWER: Yes, valet should control the traffic flow related to screening of vehicles and congestion at all locations.

2. Contractor Responsibilities Section 6.16.10 – Indicates the need for a tracking of vehicles via a TV monitor but does not outline whose responsibility it is to provide a TV monitor. Can you please advise if a TV monitor is in fact required, and will this be provided by the VA or will it be the responsibility of the Contractor to provide?

ANSWER: The TV monitor is for the Dallas location and is provided by the VA.

3. VA North Texas Health Care System intends to schedule a site visit or walkthrough for Solicitation 36C25725Q0870 – Valet Services?

ANSWER: No.

4. What are we to do when a non-handicap vehicle demands that they must be valeted?

ANSWER: The expectation is for you to carry out the operations of valet related to the parameters that have been set forth on who is eligible to valet park. VANTHCS has 10 shuttles on campus at Dallas, as well as 1 shuttle at FWOPC and Bonham facilities. Individuals that do not qualify for valet parking can self-park and ride the shuttle to the main doors for assistance.

A professional valet parking company should have experience and knowledge of screening vehicles and handling customer service-related issues to valet services.

5. The Dallas Hospital, Google Earth shows access gates at Lot 24. How does the valet assess the lot?

ANSWER: They will have access cards.

6. Is Lot 24 at the Dallas Hospital used as an overflow lot?

ANSWER: Lot 26 and Lot 24 are both utilized for valet service. Lot 24 should be the primary lot that is utilized so traffic congestion is kept at a minimum at the main entrance at Dallas.

7. Bonham is about ten miles from the Oklahoma State line. Are OK driver's licenses allowed if that person lives in Oklahoma?

ANSWER: The PWS covers this requirement: The contractor will ensure valet drivers have a valid Texas driver’s license and are in good standing with the Texas Department of Public Safety. All driver’s licenses must be verified through the Department of Transportation (DOT), National Highway Traffic Safety Administration, National Driver Register, or an equivalent State program.

8. Is the solicitation a new requirement set by the government or is this a contract currently being performed that the government is renewing. If this is a renewal, do you have the contract number associated with the old contract?

ANSWER: The current contract number is 36C25720C0122.

9. Is there a minimum or expected staffing level required at each site? PWS 3.2 – 3.3

ANSWER: Contractor should be able to develop a staffing plan as an experienced valet company. Based on the estimated daily total of vehicles parked, peak hours and hours of operation that was provided in accordance with the PWS.

10. Are supervisors permitted to act as valet drivers during peak hours, or must a non-driving supervisor be present at all times? PWS 3.2 - 3.3

ANSWER: As stated in the PWS: 1 supervisor (can also be a valet driver) must be present during operating hours.

11. Are there preferred or required valet/GPS software platforms, or do systems only need to be

“approved” by the COR/Contracting Officer? What criteria will be used for approval? PWS

6.16.8 – 6.16-10

ANSWER: Currently utilizing Flash valet. Criteria- should be a recognized, respected operating system for valet service that is utilized in the industry for capturing vehicle intake pictures, data related to peak times, turnover rate, tracking keys (checking in and out). A system that data can be easily pulled to illustrate workload, drivers, peak times, overall performance.

12. Will the Government provide detailed expectations/scenarios for the Contingency and Emergency Management Plans, particularly for large-scale emergencies or unplanned site closures? PWS 6.12

ANSWER: The VA will provide contingency and EMPO plans for large scale emergencies/closures for facility operations that could impact valet operations. However, staffing, weather delays, day-to-day contingences are the responsibility of the contractor.

13. What required format(s) and level of detail are expected for the monthly/weekly reports on vehicle counts, peak hours, and incident logs? Any preferred or required templates? PWS 25.1

ANSWER: Prefer a word, PDF, or Excel format outlying the report

We had a total of XXX vehicles parked in lot 26.

XXX cars 66.87% were parked in lot 24.

XX cars 33.13% in lot 26 1 vehicle was left after closing Busiest ingress hour was 10:00 am to 11:00 am, 25 vehicles.

Busiest egress hour was 11:00 am to 12:00 pm, 26 vehicles.

14. How many valet employees are on staff at each location?

ANSWER: The Contractor should be able to develop a staffing plan as an experienced valet company. Based on the estimated daily total of vehicles parked, peak hours and hours of operation that was provided in accordance with the PWS.

15. The valet services at the Dallas location utilize a TV screen that shows the wait/retrieval times. Is that government property and will the awardee be able to utilize it as well?

ANSWER: Yes, it is government property and will be able to be utilized.

E.10 52.212-2 EVALUATION—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES

(NOV 2021)

(a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered.

Evaluation of quotes will be conducted using Simplified Acquisition Procedures in accordance with FAR 12.203, Evaluation.

Basis for Award:

The Government will award a Firm-Fixed Price contract that represents the best benefit to the Government at a price that can be determined fair and reasonable, based on price and other factors. The Government will be utilizing comparative evaluation. Comparative Evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The Government reserves the right to consider a quotation other than the lowest price that provides additional benefit(s). Quotations may exceed minimum requirements of the solicitation. The Government reserves the right to select a quotation that provides benefit to the Government that exceeds the minimum requirements of the solicitation but is not required to do so. Each response must meet the minimum requirements of the solicitation.

Please read each section below carefully for the submittals and information required as part of the evaluation. Offers missing the requested information and items listed in the Addendum to FAR 52.212-1, Instructions to Offerors, may be considered non-compliant and your quote may be removed from the evaluation process.

Factor 1 -Technical Capability Technical Capability:

The Government will evaluate each offer in accordance with the requirements of the solicitation / Performance Work Statement to include technical capability. Quoter’s technical information will be evaluated for completeness first (whether the quote includes the information requested in the instructions to quoters section of the solicitation) and then to determine whether the quote demonstrates that the quoter can satisfactorily meet the Government’s requirements as outlined in the solicitation. Incomplete quotes may not be considered for award.

After comparing to the standard, quotes will be compared to each other for relative merit in their approach and overall quality to ensure the best value to the Government.

Factor 2 – Past Performance Past Performance evaluation results will be formulated using reviews of CPARS and historical performance. Relative risks associated with the offeror’s likelihood of success in performing the solicitation’s requirements as indicated by that offeror’s record of past performance will be evaluated.

Assessment of the offeror’s past performance will be one means of evaluating the credibility of the offeror’s quote, and relative capability to meet performance requirements. Information utilized will be obtained from the references listed in the quote, past performance surveys received, other customers known to the Government, others who may have useful and relevant information, and any other source the Government determines to be relevant. The information obtained will be used for both the responsibility determination and Past Performance evaluation factor.

In the case of an offeror without a record of relevant past performance or for whom information on past performance is not available, the offeror will not be evaluated favorably or unfavorably on past performance. This type of offeror will be considered neutral.

After evaluating the past performance, the past performance of all quotes will be compared with all other quotes received.

Factor 3 – Price Price:

After evaluating prices for reasonableness, the price of all quotes will be compared with all other quotes received. Then the overall comparison of the technical and past performance volumes will be considered.

If the price of the higher rated quotes is higher, the Government will determine if the additional value of the higher rated quotes is worth the level of premium imposed by the higher price.

The Government intends to evaluate offers and award a contract without discussions with offerors.

Therefore, the offeror’s initial offer should contain the offeror’s best terms from a price and technical standpoint. The Government is not obligated to determine a competitive range; conduct discussions with all contractors; solicit final revised quotes; or use other techniques associated with FAR Part 15. The contracting techniques associated with FAR Part 15 are not mandatory.

By submission of its offer, the Offeror accedes to all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors.

(b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s).

For purposes of award, the Government intends to evaluate the option to extend services under FAR 52.217-8 as follows: The evaluation will consider the possibility that the option can be exercised at any time and can be exercised in increments of one to six months, but not for more than a total of six months during the life of the contract. The evaluation will assume that the prices for any option exercised under FAR 52.217-8 will be those rates in effect under the contract each time an option is exercised under this clause. The evaluation will therefore assume that the addition of the price or prices of any possible extension or extensions under FAR 52.217-8 to the total price for the basic requirement and the total price for the priced options has the same effect on the total price of all proposals relative to each other, and will not affect the ranking of proposals based on price, unless, after reviewing the proposals, the Government determines that there is a basis for finding otherwise. This evaluation will not obligate the Government to exercise any option under FAR 52.217-8.
