2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount: Austin Outpatient Clinic Sterile Processing Service Is seeking to procure two Steris Medivators Advantage Plus Automatic Endoscope Reprocessors (AER). This requirement will fulfil the needs for the Central Texas Veterans Sterile Processing Service department at 1901 Veterans Memorial Blvd, Temple, Texas 76504. It has been determined that a new requirement is needed to ensure efficient processing of endoscopes and to prevent any risk of infection transmission between patients. By ensuring endoscopes are correctly handled and sanitized, medivators contribute significantly to safeguarding veterans’ health and enhancing the efficiency of medical procedures.

Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used: This contract action is to replace two medivators, which have reached end of service life The Medivators Advantage Plus Automated Endoscope Reprocessor (Aer) supports the Outpatient clinic endoscope reprocessing with a validated cleaning process which includes automated cleaning and minimized handling of endoscopes to help reduce the risk of cross-contamination. The medivators will save time by eliminating manual cleaning while delivering maximum cleaning efficacy in this dual basin AER, which allows you to reprocess two endoscopes at different times to improve workflow efficiency. SPS falls under VHA Directive1116 (2) dated 23 March 2016, which includes specific requirements for the standardization of equipment types and for ensuring that reprocessing requirements are met. This Directive applies anywhere sterile processing or High-Level Disinfection (HFD) occurs in VA facilities.

2025. SAM.gov Sources Sought resulted in one (1) response, from (SDVOSB) stating via email that they can provide the equipment as outlined in the Statement of Work (SOW). The Contract Specialist (CS) conducted market research by searching the Federal Procurement Data System (FPDS); FPDS searched revealed (10) potential vendors for previously awarded contracts requesting similar item. The CS contacted

representative stated that they could fulfil the requirement. CS emailed the two vendors (SDVOSB) and . (Small Business) from the GSA e-library search results. The CS contacted both GSA e-library search results via email to confirm if they can provide the equipment.

did respond to the email stating that they cannot provide the equipment. However, Surgical Tools did confirm that they could fulfill the requirement. This meets Rule of Two, however due to the non-manufacturing rule the requirement is under the SAT, this requirement is not eligible for a small business set-aside. It is recommended that this requirement be solicited as unrestricted, brand name, on an open market.
