About this file

This document is an amendment to a federal solicitation for HVAC coil replacement at the Amarillo Veterans Affairs Medical Center (VAMC). The Department of Veterans Affairs Network Contracting Office (NCO) in San Antonio, TX is seeking a contractor to replace and test coils for Air Handling Units (AHUs) 17 and 2, with a response deadline of September 3, 2025, at 4:00 PM Central Time. The procurement is set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC), with the NAICS code 238220 and product service code N041.

The amendment includes technical clarifications from a site visit, noting the complex nature of the project. Both AHU-17 and AHU-2 present significant installation challenges, including confined spaces and potential structural modifications. Specifically, the lower coils are malfunctioning, and both top and bottom coils will need replacement, which requires disassembling the back section of the unit and potentially demolishing part of the building's exterior wall. The project location is the Amarillo VAMC at 6010 Amarillo Blvd. W, Amarillo, TX 79106, and the contract specialist is Sherine Brooks, who can be contacted at Sherine.Brooks@va.gov.

1. Regarding Unit 17, could you please confirm whether we are replacing the top or bottom coil? If it is the bottom coil, we suggest considering replacing the top one as well, given that we will need to remove the top coil to access the bottom one/ Answer: The lower coil is malfunctioning, but both the top and bottom coils are soldered together. The task is to replace both the top and bottom coils.

2. After the site visit, our local representative had mentioned that this job faces multiple challenges and it’s a really complex situation that might be costly.

One of the immediate challenges we're facing is that both air handlers are located in very confined spaces.

AHU-17: This unit can likely only be shut down for a maximum of two weeks. Replacing the coil would require disassembling the entire back section of the unit, which adds complexity.

AHU-2: The mechanical room only has about four feet of clearance, so accessing the unit would require demolition of the building’s exterior wall.

At the site visit there was a bit of confusion and the job was not too clear. We would not be able to accomplish this work due to the complexity of it. Another site visit would likely have to be done to get further clarification over everything.

Answer: 2nd site visit conducted on 8/19.
