DESCRIPTION

1. This sources sought is being conducted by Network Contracting Office (NCO) 17 VHA Regional Procurement Office-West (RPO-W), 1901 Veterans Memorial Dr. Building #171, Temple, TX 76504 on behalf of the North Texas VA located in Dallas, Texas.

2. The requirement is for providing and replacing Chilled Water Pumps VFDs (Variable Frequency Drive) units used on BLDG 1 (Pump 4), BLDG 2 (Pump 1), BLDG 2 (Pump 2), BLDG 60 (Pump 6), BLDG 2J (Pumps 6/7/8), Backup Pump #5, and two Heating Water Pumps (1 and 2) in BLDG 2J. The current Cutler-Hammer HV9000 is obsolete. The Contractor shall be responsible for all costs associated with providing, removing, and replacing the equipment.

• (Qty 1) 6-Pulse drive package rated UL (NEMA) Type 3R. Provided with Main Input Circuit Breaker and E-Clipse Bypass (Box). Rated for 23 amps (15 HP) at 480 VAC three phase. (BLDG 60/Pump 6)

• (Qty 2) 6-Pulse drive package rated UL (NEMA) Type 3R. Provided with Main Input Circuit Breaker and E-Clipse Bypass (Box). Rated for 44 amps (30 HP) at 480 VAC three phase. (BLDG 2J/ HW Pumps 1 and 2)

• (Qty 1) 6-Pulse drive package rated UL (NEMA) Type 3R. Provided with Main Input Circuit Breaker and E-Clipse Bypass (Box). Rated for 52 amps (40 HP) at 480 VAC three phase. (BLDG 2/Pump 2)

• (Qty 3) 6-Pulse drive package rated UL (NEMA) Type 3R. Provided with Main Input Circuit Breaker and E-Clipse Bypass (Box). Rated for 65 amps (50 HP) at 480 VAC three phase. (BLDG 2J Pumps 6/7/8)

• (Qty 2) 6-Pulse drive package rated UL (NEMA) Type 3R. Provided with Main Input Circuit Breaker and E-Clipse Bypass (Box). Rated for 77 amps (60 HP) at 480 VAC three phase. (BLDG 1/Pump 4) (Backup Pump #5)

• (Qty 1) 6-Pulse drive package rated UL (NEMA) Type 3R. Provided with Main Input Circuit Breaker and E-Clipse Bypass (Box). Rated for 156 amps (125 HP) at 480 VAC three phase. (BLDG 2/Pump 1)

3. The Contractor shall be certified for startup. The electrician shall be certified to extend electrical to the VFD units (480v). VFDs shall be installed in a NEMA Type 3R enclosure and factory ready to communicate with Siemens P2 protocol by single twisted paired wire (one communication wire), not BACNET. VFDs shall have a communication port.

4. If this is an item/service your business can provide, please respond to this Sources Sought Notice by 9:00 AM Central Time on Friday, July 18, 2025.

5. The intent of this notice is to establish Service Disabled Veteran Owned Small Business (SDVOSB) sources for a solicitation that VA intends to post soon. Interested Contractors are requested to respond in accordance with the following:

a. If you have an existing GSA or VA, Federal Supply Schedule contract, include the contract details in your response.

b. SDVOSB vendors are requested to submit estimated market research pricing with their responses.

6. Responses shall be submitted via email and the body of the email shall include only the following information:

a) Business Name

b) Business Address

c) Point of Contact

- Name

- Phone Number

- E-mail Address

d) SAM UID Number

e) Currently registered in SAM (Yes or No). If Yes, provide expiration date.

f) Type of Business IAW FAR 19: Service-Disabled Veteran Owned (SDVOSB) [DO

THEY DO NOT APPLY TO FEDERAL ACQUISITIONS]

g) GSA or VA FSS Contract Number, if applicable
