QUESTION 1: Will there be a Site Visit?
ANSWER: Yes, a site visit will be conducted on July 30, 2025 and starting at exactly 10:00 AM and lasting approximately 1-hour.
QUESTION 2: Who is the Incumbent?
ANSWER: None.
QUESTION 3: Past contract award #?
ANSWER: None.
QUESTION 4: Has the budget been approved for this contract?
ANSWER: The Government is not allowed to solicit with funds being available.
QUESTION 5: Is there a scheduled site visit day, date and time? Apologize if I overlooked it.
ANSWER: See answer to question 1 above.
QUESTION 6: Do you have the pricing template in an Excel, pdf or another form to submit back in a clean format?
ANSWER: No. It is upon the offeror to create their own pricing template as long as it follows the information in Addendum FAR 52.212-1, under “Volume III: Price”.
QUESTION 7: Can the VA provide a picture of each of the 10 current VFDs and the surrounding area?
ANSWER: Photography will be allowed during the site visit.
QUESTION 8: What is specifically required for the controls scope with the new drives?
ANSWER: It was requested that the new VFDs be ABB ACH580 VFDs. Nothing more is required.
QUESTION 9: What is the extent of assistance to be provided by the VA controls shop in programming the BAS?
ANSWER: The Controls shop can assist with addressing and settings to commission the new VFDs.
QUESTION 10: What is required of the contractor and how is the existing VFD tied into the controls. I'm assuming we'll have to disconnect and reconnect some hard-wired points, start/stop, speed signal, alarm or fault, etc.
ANSWER: The controls are currently a single twisted wire/Pair that may be daisy chained from device to device. This wire shall be disconnected from the current VFD and connected to the new ABB VFD, then properly programmed to communicate with the Siemens BAS.
QUESTION 11: Is there existing communication wire on the old drives? If not, is any communication wiring needed or does the drive just need to be capable of it for tying in at a later time?
ANSWER: See answer to question 10 above.
QUESTION 12: Will each new VFD require extension of electrical wiring?
ANSWER: It depends on the size of the new VFD. This information can be seen firsthand during the walkthrough / Site visit conducted on July 30 starting at 10 AM.
QUESTION 13: Can the VA provide an estimate of the extension required for each VFD?
ANSWER: See answer to question 12 above.
QUESTION 14: In executing this project, can one superintendent fulfill the supervision, safety, and QAQC roles?
ANSWER: Yes.
QUESTION 15: Are contractors required to issue a contract specific QA / QC Plan?
ANSWER: Yes.
QUESTION 16: Are contractors required to issue a contract specific Safety Plan?
ANSWER: Yes.
QUESTION 17: Is this project tax exempt?
ANSWER: Any project performed on a federal installation is exempt from state tax.
