This is a Sources Sought notice only. This is not a request for quotes and no contract will be awarded from this announcement. The Government will not provide any reimbursement for responses submitted in response to this Source Sought notice. Respondents will not be notified of the results of the evaluation.

The purpose of this announcement is to perform market research to gain knowledge of potential qualified sources and their size classification relative to NAICS 339112 – 1000 Emp. The Department of Veterans Affairs (VA), Network Contracting Office 17 (NCO 17) is seeking to identify any vendor capable of providing an Interactive Therapy Light Board for the South Texas Health Care System, 7400 Merton Minter, San Antonio, TX 78229. Refer to the Statement of Work (SOW) for the requested requirement description. The standard shall be of quality; meeting or exceeding those outlined in the SOW.

This Sources Sought notice provides an opportunity for respondents to submit their capability and availability to provide the requirement. Vendors are being invited to submit information relative to their potential to fulfill this requirement, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. Information received from this Sources Sought shall be utilized to facilitate the Contracting Officer’s review of the market base, for acquisition planning, size determination, and procurement strategy.

Submission Instructions: Interested parties who consider themselves qualified to perform the services are invited to submit a response to this Sources Sought Notice by 2:00 PM CST, June 6, 2025. All responses under this Sources Sought Notice must be emailed to Tammy.Wilson5@va.gov. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding their submissions.

Interested parties should complete the attached Sources Sought Worksheet. Parties may submit additional information related to their capabilities, provided it contains all the requirements contained in the Sources Sought Worksheet. Responses to this Sources Sought shall not exceed 10 pages. In addition, all submissions should be provided electronically in a Microsoft Word or Adobe PDF format.

SAM: Interested parties shall be registered in the System for Award Management (SAM) as prescribed in FAR Clause 52.232-33. SAM information can be obtained by accessing the internet at www.sam.gov or by calling 1-866-606-8220. Interested parties not registered in SAM will be ineligible to receive a government contract, should a solicitation be issued resulting from this Sources Sought.

VISTA: The VA utilizes VISTA to issue a purchase order and liquidate invoices. Failure to register in VISTA may result in exclusion from the issuance of a VA contract, should a solicitation be issued resulting from this Sources Sought.

Respondents claiming SDVOSB and VOSB status shall be registered and verified in SBA Veteran Small Business Certification at Veteran Small Business Certification (sba.gov).

ALL SUBMISSIONS SHALL SHOW PROOF OF THE COUNTRY OF ORIGIN (MANUFACTURE).

Statement of Work

1. Project Description: Acquisition and delivery of the following: Interactive Therapy Light Board Complete Visual-Motor Training System (1), Mobile Stand (1) and Elite Software Package (1).

2. Background: Prior to this purchase, the PM&R service obtained and currently has an Interactive Therapy Light Board system being utilized for therapy purposes by the BROS (Blind Rehabilitation Outpatient Specialist) department. This request is being put forth to replace the device that has reached its replacement date and upgrade the associated software. For use in outpatient settings, the equipment requested will be delivered and per the vendor does not require installation and will be “plug and play”.

This item has been requested to be sole-sourced because of the proprietary nature of the request, as the equipment functions as a therapy training tool that works in multiple capacities with brain injury patients in mind. Headaches are limited with light sensitivity in mind, and multi-sensory feedback allows individualized therapy patient to patient. Repurchasing this tool will allow for continuity of care for patients and the clinicians that are already familiar with the device and its use-cases.

4. Scope of Work:

a. The full package equipment listed above will be bundled together and will be delivered and installed by the appropriate service to the following location in the polytrauma building.

· Physical Medicine & Rehabilitation (PM&R) Department Audie L. Murphy VA Medical Center, Room 121, Bldg 6 7400 Merton Minter Blvd San Antonio, TX, 78229

b. Line item 1 includes a laptop with pre-installed software does not need network access or patient information to function. Please refer to the sole source documentation where this is stated and signed by the contractor.

c. Contractor shall notify the COR of the existence or development of any defects in the equipment covered under this contract which the Contractor considers he/she is not responsible for under the terms of the contract (such as operator misuse).

d. Training will be coordinated and established with the COR and the therapy team prior to installation of the equipment to ensure the most amount of staff can attend. If installation goes over the agreed upon timeframe and therefore affects the agreed upon training date, training will be rescheduled with the COR.

· To facilitate visits by company representatives, appointments should be scheduled with our service. All company representatives will report directly to the Police Service Desk, Front Lobby in the main building of ALM (Audie L. Murphy), to sign a vendor register, which includes date and time of visit, name of representative, name of company they represent, and who their appointment is with, prior to going to the service for a scheduled appointment.

· All company sales representatives will be issued a Vendors Badge in exchange for the vendor’s driver’s license, and they MUST wear the Vendors badge while in the building.

· Any company’s sales representatives found to be noncompliant with this policy will be issued a trespass warning; repeat offenders will result in expulsion from this facility.

e. Before any instance of contractor personnel entering the premises at either the main hospital or the PTRP facility, they will need to check in with the COR prior to that occurring. In lieu of the COR in cases where he is not available, a backup will need to be established from the PM&R team.

5. Period of Performance: 30 days upon contract award acceptance, or as scheduled and approved in writing by the assigned COR. Upon entering premises for installation, during normal business hours of 7:30 a.m. to 4:00 p.m., the vendor will complete installation and set up within a week per item. This does not include training, which will be determined separately.

6. Information System Officer, Information Protection: The contractor will not have access to VA Desktop computers nor access to online resources belonging to the government.

7. Privacy Officer: The Contractor will not have access to protected Patient Health Information (PHI) nor will they have capability of accessing patient information during the services provided to the VA and if removal of equipment from the VA is required, any memory storage device will remain in VA control and will not be removed from VA custody. All research data available for Contractor analysis is de-identified.

8. Records Manager: There will not be federal records created, maintained, used or dispositioned with this contract; regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.]

9. Changes to Statement of Work: Any changes to this SOW shall be authorized and approved only through written correspondence from the Contracting Officer. A copy of each change will be kept in a COR folder along with all other required documents. Costs incurred by the contractor through the actions of parties other than the Contracting Officer shall be borne by the contractor.

10. Salient Characteristics

The purchase description should identify the requirement in terms that enable contractors to offer commercial supplies or services. The description should not be restrictive and not be limited to one product peculiar to a manufacturer (e.g., by manufacturer, brand name and Part Number) unless it is essential to the Government’s minimum requirement.

For patients with brain injuries that result in sensitivity to light, equipment needs to accommodate those individuals and limit headaches & other reactions. Programmable software working in tandem with equipment is required to better individualize therapy and provide a challenge for patients to overcome and improve upon. Multiple sensory input and feedback should be implemented to compensate for visual impairments and better train them accordingly.
