About this file
This document is an Amendment to a Request for Quote (RFQ) for a cabling service project at the Sam Rayburn Memorial Veterans Center in Bonham, Texas. The amendment, issued by the Department of Veterans Affairs Network Contracting Office 17, provides floor plans, a revised Statement of Work (SOW), and responses to 41 vendor questions. Key project details include installing new cable and electrical outlets in patient rooms, with specific requirements such as using MC cable, 10 AWG wire, surface installations, and white devices/cover plates. The work will be performed during regular hours (8:00 AM - 5:00 PM CT), with patient rooms temporarily relocated during installation.
The solicitation emphasizes several technical and procedural specifications: cable reuse is permitted in certain circumstances, hospital-grade receptacles are required, and an ICRA (Infection Control Risk Assessment) Class II level will be maintained. The contractor will be responsible for cable pulls, splicing, and adhering to electrical codes, with the VA handling patching and painting. An escort will be provided on the first day for a site walkthrough, and while the site visit on 6/5/25 is not mandatory, it is recommended. COVID-related requirements and training have been removed from the original SOW. The project involves cabling and electrical work in multiple buildings and floors, with detailed power plans and floor layouts provided as attachments.

CONTINUATION PAGE
1. Can plans be provided showing the lay-out of each floor?
Government Response: Yes, see attachments.
2. Can the plans show where the main distribution room would be located?
Government Response: MDF closets will not need to be accessed. Scope of work may only be from the IDF, which are included in the provided plans, to the patient room.
3. Is Hospital Grade MC Cable acceptable?
Government Response: Yes, please use 10 AWG.
4. Can the existing Duplex Receptacle and Coax Cable be left as is or do they need to be removed?
Government Response: Any extra cables will need to be removed for a clean install. The empty electrical junction box may be covered with a blank outlet cover.
5. Does the new RG-6 Cable need to be run in conduit inside the wall? If so, can we use flexible metal conduit and what would be the minimum size?
Government Response: The new cable does need to be run inside conduit and flexible metal conduit can be used, as long as it follows code compliance.
6. Who is responsible for sealing new penetrations on Fire Rated Walls?
Government Response: The responsibility would be with the contractor.
7. If any existing conduit is in the way of new receptacles location, can we relocate to where it is accessible?
Government Response: Yes.
8. Who is responsible for patching and painting, is the paint code available?
Government Response: Patching and painting will be the responsibility of the VA.
9. Are rooms going to be empty when working or are we going to be working around patients?
Government Response: Patient rooms will be empty. Patients will be temporarily relocated as you move through the building.
10. Is NTX Cabling Service the vendor you require or is this just a solicitation title?
Government Response: NTX Cabling Service is just a solicitation title. We are seeking a service provider to perform all cable and electrical installation tasks and functions in patient rooms.
Please note that this is a service contract, not a construction contract.
11. Is the site visit on 6/5/25 mandatory in order to submit bids or just advantageous to be there?
Government Response: The site visit on 6/5/25 is not mandatory in order to submit quotes, but it is advantageous to attend.
12. Is the training on p12 of the SOW required for this job?
Government Response: No, the training is not required for this job. It was removed from the
SOW.

Government Response: The information is currently not available at this time.
27. Are there any Arc Flash or Safety requirements and procedures when tapping power?
Government Response: No, power to the rooms will be cut off using a LOTO method.
28. Confirm that quote/job is based on a maximum of 100 Cable pulls?
Government Response: Pulling new cable may not be necessary in certain locations depending on the direction the existing cable is traveling. If the coaxial cable runs from the ceiling to the existing outlet or junction box, it can be spliced and reused for a new installation because the new outlet box will be within its reach. However, if the cable runs from the floor and is too short, a new coaxial cable will need to be installed.

Government Response: Removed.

Government Response: No, the coax cables may connect to splitters as it travels back to the IDF closet.
31. Confirm that ALL CATV cable locations shall be new cable (no reused cable)?
Government Response: Cables can be reused depending on the direction the existing cable is traveling. If the coaxial cable runs from the ceiling to the existing outlet or junction box, it can be spliced and reused for a new installation because the new outlet box will be within its reach.
However, if the cable runs from the floor and is too short, a new coaxial cable will need to be installed.
32. Confirm the VA will provide Plans designating Height for Outlet & IDF Room wall to locate wire?
Government Response: The VA will provide plans designating the height for the outlet and IDF room and wire locations. This can be show during the walkthrough at the beginning of the project.
33. Confirm that existing 120v wire can be reused?
Government Response: Yes, 120V wire can be reused by splicing to make it longer, but it is crucial to follow safety protocols and adhere to electrical codes.
34. Can we install individual outlets in the rooms? One for CATV and One for 120vac?
Government Response: The Government prefer one faceplate with electrical outlets and coax.
35. Confirm that CATV outlets in rooms will be Single Cable connections (not like existing dual)?

36. Remove COVID Requirements on pages 12-13?
Government Response: Removed.
