Technical Questions NTX Comprehensive Electrical Maintenance 36C25725Q0601 0003

1. We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

Answer: Incumbent - Shermco Industries, Inc.

2. If not brand new, could you please provide the current / previous contract number?

Answer: Contract # 36C25720C0109

3. Are you able to provide the current single line drawings and Arc Flash Study?

Answer: Yes, via shared drive

4. Confirm the medium voltage level of the electrical distribution system—specifically, whether it operates at 4160V or another voltage?

Answer: Operating at 13,500V

5. I am requesting to see previous reports, records, logs for repairs, replacement breakers/gear, and any changes or additions made that should have been recorded with the VA.

Answer: The VA is unable to locate previous reports.

6. I would like to see current list of Out Of Order and non-functional power/distribution gear to create a replacement bid along with the testing and maintenance. We also want to understand if those will still be addressed on a separate work agreement with the current service provider for each hospital.

Answer: All are in operation.

7. If there are any additions, renovations, future power/distribution gear currently installed only but not functional, and what the timeline is for each to be finished.

Answer: Spinal cord injury building power is newly installed awaiting completion in the jobsite before racking in/ closing feeder from bldg. 87.

8. Need another tour of the Grand Prairie, TX clinic since no one from the clinic was there to provide the walk-through tour.

Answer: Tuesday July 22, 2025 at 1:00 pm

9. Would like to know if any of the emergency power generators are currently under contract that is separate from this power/distribution bid.

Answer: Generators, for load bank reports for Dallas, Garland, Bonham

10. What other specific standard besides NETA and ANSI is acceptable, “or a similar published standard establishing minimum requirements for Certified Technicians.” ?

Answer: Employees shall have not less than five years of experience on current equipment and replacements, including experience with the materials in the kits.

•Furnish satisfactory proof of such experience for each employee that will install, test equipment, labor and technical personnel shall be provided as necessary to perform the electrical acceptance tests. Arranges shall be made to have tests witnessed by the COR.

•Current on all required safety certifications (OSHA, NFPA 70E, etc.)

•Familiarity with UL, NEC, and other relevant standards.

11. We want to understand what is meant by Number 8, item ii in the SOW-

a. “ii. Provide annual Schneider Electric PowerLogic Priority support agreement.”? Is this an agreement within an agreement?

Answer: Intent is to bring PowerLogic back to life and maintain it.

b. Is this Schneider Electric PowerLogic currently under a separate contract from the power/distribution maintenance agreement? We do not want to include costs that may be duplicated and make our bid higher.

Answer: Currently not under contract

12. Will we be allowed to attend more visits before the bids are due?

Answer: No.

13. Would like to confirm with client that this is a legitimate requirement. This is non-standard for us and may be difficult to implement into standard procedures, however we can definitely comply if absolutely necessary. We typically email all reports to a designated client contact via pdf.

a. Submit one (1) CD-ROM of the electronic version of the verified report in Adobe Portable Document File format to the COR within forty-five (45) calendar days of the visit.

Answer: Emailed copies are acceptable.

14. Are drawings of the facilities available?

Answer: Attached.

15. We need drawings of everything, or specific equipment lists w/quantities to price this. Client lists all the types of equipment, but not quantities.

Answer: Attached.

16. Also, the pricing requested is somewhat unclear. For example, “equipment repairs as needed” for a year at all (4) sites as a “Not-to-exceed” number may be extremely difficult to estimate. Especially without knowing the condition of the equipment. Is there basis we are supposed to work off? We can certainly provide lump sum values for each site for annual PMs.

Answer: The government enters this amount upon award based on historical records. The contractor will only invoice for services approved and performed.

17. Are site visits required? We plan on attending, but the dates are coming up fast and we may miss the one tomorrow.

Answer: Site visits are not mandatory, however, highly recommended for an accurate quote.

18. Would like to confirm the requirement of 1-hour from notification to boots otg. We are certainly capable of responding within an hour, but I can see situations where having someone on site within an hour may be impossible/impractical depending on the type of the issue. Could this be extended to (1) hour to respond and confirm + (~2-4) hours to have someone on site?

Answer: Yes, at COR discretion and approval.

19. A 24-hour contact shall be provided that can dispatch trained and certified personnel as defined in Section 2 of this Scope of Work within one (1) hour of notification of the emergency.

Answer: Yes.

20. Is there an amperage cutoff to which breaker testing is to be applied? Some VA select a threshold of >250A require testing, and anything below just needs to be operated. Please confirm the scope.

Answer: Equipment > 250 Amps.

21. Is primary injection required on any of the breakers? If yes, what dictates that?

Answer: <250 Amps

22. To ensure an accurate assessment of the scope of work, could you kindly provide a one-line diagram for the facility?

Answer: Attached.

ADDITIONAL QUESTIONS

23. Can you provide the latest test report as a reference?

Answer: Not currently.

24. Can you provide the one-line diagram?

Answer: Attached in Amendment 0001 zip folder and here again as “Electrical Maintenance Drawings”.

25. The specifications say that 250A or larger breakers must be tested by secondary injection. Do all breakers accept this type of test? (i.e. none are thermal-magnetic) Answer: Yes.

26. If there are 250A or larger thermomagnetic circuit breakers (they do not accept secondary injection), should they be tested by primary injection or just by contact resistance and insulation?

Answer: Yes, primary as well.

27. If some primary injection is required in circuit breaker testing, what percentage of CBs larger than 250A are thermal-magnetic?

Answer: Primary injection can be done on thermal-magnetic.

28. Could you please explain better what the contractor must do in section 8. ANNUAL ENERGY MANAGEMENT AND POWER QUALITY MONITORING REQUIREMENT of the SOW?

Answer: All equipment tested shall have color-coded inspection stickers affixed to the equipment showing the testing provider, date of tests, next due date, and technician.

a. White- Within Specification

b. Yellow- Limited service and reason

c. Red- Out of Specification and reason

Provide a complete written report of the testing. Information contained in the report shall include, but is not limited to:

a. Company’s name, address, telephone & FAX numbers, and certification. | b. Name of technician who performs the maintenance and testing, and the level of certification. | c. VA Work Contract Number, name, and number of VA Contracting Officer Representative (COR) | d. Date and Time of work. | e. Descriptions and model numbers of specialized tools and equipment used, and the last calibration date. | f. Location, Type, Name, and nameplate information of electrical equipment to be maintained and tested. | g. Test data is to include measurements as found | h. Reference materials, such as equipment manufacturers' specifications and coordination studies, etc. | i. Remarks on conditions of equipment. List all deficiencies, if any. | j. Recommended corrective actions, if any are found. | k. Submit copies of the original signed data sheet of all electrical test data sheets or electronic storage device documenting work performed to COR on the day work is performed. VA will supply access to a copier for this purpose. | l. Submit one (1) CD-ROM of the electronic version of the verified report in Adobe Portable Document File format to the COR within forty-five (45) calendar days of the visit.

29. Still on section 8 of the SOW referred to in the previous question:

a. Should the contractor provide 4 trips per year to the site?

Answer: Yes.

b. How many working hours should we consider for each mobilization for the work described in section 8?

Answer: Up to 10 hours.

30. According to the specifications the contractor must provide IR Scan only for MV Transformers. Is this correct?

Answer: Yes.

31. The specifications are not clear regarding generator maintenance. What kind of testing should be provided to the generators? Will a load bank be necessary?

Answer: ANNUAL MISSION CRITICAL ELECTRICAL STANDBY POWER DIESEL ENGINE DRIVEN GENERATOR (DEDG), SYSTEMS REQUIREMENT:

Provide preliminary baseline condition assessment of all DEDG and systems under this contract. Note any critical conditions and low-priority repairs. Provide line item pricing for corrections in addition to the contract proposal.

General maintenance, weekly testing, and load banking is done in-house via our Electric shop and Motor-pool.

32. About PRICE/COST SCHEDULE: Please confirm whether the price of items 0002, 0003, 1002, 1003, 2002, 2003, 3002, 3003, 4002, and 4003 will be filled in by the government.

Answer: Yes.

33. In subsection "f." on page 7 the specifications mention that we should test the devices listed in appendix A, but this was not found. Please provide appendix A, inventory or list of devices to be tested.

Answer: Appendix A attached.

34. Since no device list was provided in the initial request, additional questions may arise. Will we have any additional window for questions after the inventory is provided?

Answer: The awardee may have a meeting with the COR prior to the start of the contract if there are clarifications that need to be made.

35. Regarding tests on medium voltage transformers, the specifications mention oil sampling and IR Scan. Are oil sampling, inspection and IR Scan sufficient?

Answer: Also, mechanical, safety, visual, and operational verifications of proper voltages.

A.1 VAAR 852.219-75 VA NOTICE OF LIMITATIONS ON SUBCONTRACTING—CERTIFICATE OF COMPLIANCE FOR SERVICES AND CONSTRUCTION (JAN 2023) (DEVIATION)

(a) Pursuant to 38 U.S.C. 8127(l)(2), the offeror certifies that—

(1) If awarded a contract (see FAR 2.101 definition), it will comply with the limitations on subcontracting requirement as provided in the solicitation and the resultant contract, as follows:

(i) [] Services. In the case of a contract for services (except construction), the contractor will not pay more than 50% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service as set forth in 13 CFR 125.6.

(ii) [] General construction. In the case of a contract for general construction, the contractor will not pay more than 85% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 85% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.

(iii) [X] Special trade construction contractors. In the case of a contract for special trade contractors, the contractor will not pay more than 75% of the amount paid by the government to it to firms that are not certified SDVOSBs listed in the SBA certification database as set forth in 852.219–73 or certified VOSBs listed in the SBA certification database as set forth in 852.219–74. Any work that a similarly situated certified SDVOSB/VOSB subcontractor further subcontracts will count towards the 75% subcontract amount that cannot be exceeded. Cost of materials are excluded and not considered to be subcontracted.

(2) The offeror acknowledges that this certification concerns a matter within the jurisdiction of an Agency of the United States. The offeror further acknowledges that this certification is subject to Title 18, United States Code, Section 1001, and, as such, a false, fictitious, or fraudulent certification may render the offeror subject to criminal, civil, or administrative penalties, including prosecution.

(3) If VA determines that an SDVOSB/ VOSB awarded a contract pursuant to 38 U.S.C. 8127 did not act in good faith, such SDVOSB/VOSB shall be subject to any or all of the following:

(i) Referral to the VA Suspension and Debarment Committee;

(ii) A fine under section 16(g)(1) of the Small Business Act (15 U.S.C. 645(g)(1)); and

(iii) Prosecution for violating 18 U.S.C. 1001.

(b) The offeror represents and understands that by submission of its offer and award of a contract it may be required to provide copies of documents or records to VA that VA may review to determine whether the offeror complied with the limitations on subcontracting requirement specified in the contract. Contracting officers may, at their discretion, require the contractor to demonstrate its compliance with the limitations on subcontracting at any time during performance and upon completion of a contract if the information regarding such compliance is not already available to the contracting officer. Evidence of compliance includes, but is not limited to, invoices, copies of subcontracts, or a list of the value of tasks performed.

(c) The offeror further agrees to cooperate fully and make available any documents or records as may be required to enable VA to determine compliance with the limitations on subcontracting requirement. The offeror understands that failure to provide documents as requested by VA may result in remedial action as the Government deems appropriate.

(d) Offeror completed certification/fill-in required. The formal certification must be completed, signed and returned with the offeror’s bid, quotation, or proposal. The Government will not consider offers for award from offerors that do not provide the certification, and all such responses will be deemed ineligible for evaluation and award.
