2 The scope of work: Mechanical A central plant servicing the PACT Clinic and the Future Dental Clinic are to be provided. The plant water distribution system shall be underground. The PACT water system shall be routed similar to the existing chilled water system and enter on the south side of the existing electrical room. The chilled and heating water serving the dental shall be routed on the west side of the building and shall be terminated at the northern most point of the PACT area.
The Chilled water plant shall consist of four 60-ton air cooled chillers, two chilled water pumps and additional appurtenances needed for proper plant operations. The chillers and pumps are provided in an N+1 manner.
The Central plant will also provide heating water through the use of two boilers installed in the basement of the PACT clinic. The heating plant has two boilers and two pumps, and additional appurtenances for proper plant operations. The boilers and pumps are provided in an N+1 manner. Boilers are sized at 1,500 MBH each.
A new 3” natural gas line at 15 PSI will be routed from the road north of the dental clinic down to service the future Dental and PACT Clinics and new standby generator. Existing Natural gas services will be abandoned once new systems are in place.
3 Electrical Electrical distribution system (Normal power), New 12.47KV, 3-phase, PMH-12 switchgear to serve below three transformers:
· 750kVA pad mounted utility transformer serving Dental clinic building.
· 1,500kVA pad mounted utility transformer serving PACT building.
· 1,500kVA spare pad mounted transformer.
PACT building main switchboard – MSB: 4000A main breaker, 208Y/120V, 3-phase, NEMA-3R. This switchboard will feed (2) new automatic transfer switches, HVAC equipment and re-feed all branch panels, X-ray equipment transformer located inside the PACT building.
Electrical distribution system (Generator power)
· 700kW, 208V/3PH, natural gas outdoor generator.
· 3,000A outdoor generator dock station.
· Main emergency switchboard ‘MSE’: 3000A MLO, 208Y/120V, 3-phase, NEMA-3R.
· 1,200A, 208V/3PH – Outdoor standby ATS (serving PACT standby load, user’s selected load).
· 260A, 208V/3PH – Outdoor Emergency ATS (serving PACT emergency loads).
· 1,200A, 208Y/120V, 3-PH, standby distribution panel – located outdoor.
· 250A, 208Y/120V, 3-PH emergency panel – located outdoor.
· (2) 100A, 208V/120V, 3-PH emergency panels – to be located inside PACT building.
· New electrical service and easement will be required to provide power for the project. Refer to MEP for additional information.
4 Civil The site is located on the VA Campus in west Grand Prairie, North Texas at the intersection of Sherman Street and Mid Cities Boulevard. The scope of this project includes the development of a Utility Yard to house both the PACT building and future Dental clinic electrical and HVAC equipment. The project will also include the widening of the driveway connecting the proposed utility yard to Hospital Boulevard, and a temporary asphalt drive on the north side of the PACT building to serve the dumpsters on the west side of the site.
Demolition Demolition related to this project will include removal of several trees, existing concrete driveway from Hospital Boulevard, a car port, and asphalt parking at the rear of the building. Several mechanical and electrical pads will also be removed in phases to allow for continuous operation of the PACT facility. Reference MEP plans for more detail on equipment disconnect and demolition phasing.
Storm Sewer An existing 4” roof drain outfalls in a landscape area within the limits of the proposed utility yard on the west side of the PACT building. The existing roof drain will require new piping to extend the outfall beyond the limits of the utility yard wall and discharge into landscape area.
Grading and Drainage The site drains generally from the northwest to the southeast. Roughly half of the site drains via sheet and gutter flow to both Mid Cities Blvd and Hospital Blvd. There are no public storm improvements in the row. The drainage then flows offsite via gutter flow in Hospital Blvd to an inlet at the northwest corner of Hospital Blvd and the southeast and Great Southwest Pkwy. The proposed improvements will increase the amount of impervious cover and increase the runoff from the site. The City of Grand Prairie has reviewed our preliminary site plan and drainage analysis and determined detention will not be required. The proposed grading in the utility yard will provide positive drainage away from the building and equipment pads towards the driveway. The utility yard drainage will then be conveyed down the new driveway to Hospital Boulevard. The dumpster pad and associated pavement improvements will be graded to drain to an existing ditch on the north side of the PACT building. The existing unimproved ditch crosses the north side of the campus and outfalls to Mid Cities Blvd.
5 Structural The primary structural framing elements for this project will consist of masonry walls, concrete pad for the generator, and concrete pad for the chiller.
· The masonry wall will consist of 8" CMU block and a height of 8-foot-tall. The masonry wall will be supported by a continuous concrete grade beam. The grade beam will be supported by 24" diameter bell piers with a length of approximately 20' long spaced at approximately 24 feet.
· The pads for the generators and chillers will be a concrete slab with turndown edges at the perimeter. The pads shall be placed on bell piers to avoid movement of the subgrade.
Geotechnical Report 94225110-R1 dated May 20, 2022 by Terracon Consultants, Inc. provides information related to utility trenches, pavement parameters, bell piers, and auger-cast-piles.

VHA-Pre-Construction Risk Assessment (VHA-PCRA). A VHA-PCRA is a formal assessment protocol required to identify potential safety risks in the health care facility environment (that evaluates the impacts of construction, renovation, and maintenance) and create mitigation strategies to prevent, reduce or eliminate them prior to the initiation of any construction-related activities. The assessment includes an assessment of potential risks to occupants for air quality, infection prevention and control, utility requirements, noise, vibration and any other hazards applicable to the work. The VHA-PCRA may also include a detailed VHA-Infection Control Risk Assessment (VHA-ICRA) to assess infection-related risks to patients and residents. See attached VHA-PCRA for bidder awareness of VA assessed risks and required mitigation(s) that may impact contractor work activities.
VHA-Infection Control Risk Assessment (VHA-ICRA). For those construction activities where the initial infection control review within the VHA-PCRA identifies potential risks of infectious disease transmission affecting the care, treatment or services of patients or residents, a detailed analysis must be conducted using the VHA-ICRA form to document an in-depth infection risk assessment(s) and identification of mitigation actions/activities. A VHA-ICRA is a systematic process, conducted as part of the VHA-PCRA, that determines the level of potential infection risks to patients or residents due to the physical environment throughout the construction and commissioning process and defines controls to reduce these infection related risks. See attached VHA-ICRA for bidder awareness of VA assessed risks and required mitigation(s) that may impact contractor work activities.
CONTRACTOR PERFORMANCE ASSESSMENT REPORTING SYSTEM (CPARS)
1. As prescribed in Federal Acquisition Regulation (FAR) Part 42.15, the Department of Veterans Affairs (VA) evaluates contractor past performance on all construction contracts that exceed $750,000 and shares those evaluations with other Federal Government contract specialists and procurement officials. The FAR requires that the contractor be provided an opportunity to comment on past performance evaluations prior to each report closing. To fulfill this requirement VA uses an online database, CPARS.
1. Each contractor whose construction contract award is estimated to exceed $750,000 is required to register with the CPARS database at the following web address: https://www.cpars.gov/ Help in registering can be obtained by contacting Customer Support Desk at 207-438-1690. Registration should occur no later than thirty days after contract award and must be kept current should there be any change to the contractor's registered representative.
1. For contracts with a period of one year or less, the contracting officer will perform a single evaluation when the contract is complete. For contracts exceeding one year, the contracting officer will evaluate the contractor's performance annually. Interim reports will be filed each year until the last year of the contract, when the final report will be completed. The report shall be assigned in CPARS to the contractor's designated representative for comment. The contractor representative will have thirty days to submit any comments and re-assign the report to the VA contracting officer.
1. Failure to have a current registration in the CPARS database, or to re-assign the report to the VA contracting officer within those thirty days, will result in the Government's evaluation being placed on file in the database with a statement that the “contractor failed to respond.”
