QUESTIONS & ANSWERS – FINAL – 21 NOV 2024
Q1: The double spaced, times new roman font, 11 minimum font size only applies to PART 1 TECHNICAL PROPOSAL. However, the double-spaced requirement is not required. Single spaced documents will be acceptable. Is it acceptable to have tables and graphics in fonts other than times new roman, i.e. Arial? And is a 10-font size or larger acceptable in tables and graphics?
A: No, the only acceptable font is Times New Roman. A 10-font size or larger will be acceptable in tables and graphics.
Q2: In Sub-factor (b) - Management, Experience, Staffing #ii states to identify all relevant company experience in providing same/similar types of services identified in this solicitation, including VA experience, and other government and/or private sector experience. Provide a clinical and administrative point of contact for each experience episode provided. However, in Amendment 0002 question 57 it states to provide this information in the Past Performance Volume instead. Will the Government please confirm that in the Past Performance volume you want the bidder to list the 3 current or recently completed contracts that are similar in scope and dollar value to the contract being offered as our references, and separately provide all relevant company experience and provide clinical and administrative contact point for each experience episode provided?
A: To clarify this, in the Past Performance part of proposals, offerors shall identify three (3) current or recently completed (within the past three years) contracts that are similar in scope and dollar value to the contract being offered herein, to include contract name, dates of performance, point of contact, telephone number and e-mail address. Contracts listed may include those entered with the Federal Government, State or local agencies, or commercial customers. Further, in accordance with 52.212-1, each offeror must submit Past Performance Questionnaires as required.
Offerors are to disregard the answer to Q57 in Amendment 0002 and comply with the answer in this amendment.
Offerors are to identify all relevant company experience in providing same/similar types of services identified in this solicitation, including VA experience, and other government and/or private sector experience. Provide a clinical and administrative point of contact for each experience episode provided. Describe capability and/or mechanisms to be used to begin contract performance within required time frames after contract award including staffing plan for first 90 days of clinic operation in the technical part (Sub-factor b) of the proposals.
Q3: In this question, it states, "is the government aware of the moratorium on construction in Granbury, TX? Considering the extension of the moratorium, will the government permit the use of a temporary existing location during the construction?" And the response was, "yes, the Government is aware of the moratorium, and we have been advised that this is not necessarily a showstopper. The proposed facility will still have to get approval from the City of Granbury prior to work starting."
Is it acceptable for the bidder to use a temporary facility while a facility is being built out, as long as it is in the city limits of Granbury?
A: Yes, the government is aware of the moratorium, and we have been informed that it is not necessarily a showstopper. The proposed facility will still require approval from the City of Granbury before any work can commence. It is not acceptable for the offeror to use a temporary facility location while the new facility is being built out.
Q4: Due to the limited availability of adequate facilities within the city limits of Granbury, will the government work with the successful offeror to establish a realistic timeline for the opening of the new facility; which may be up to 10 to 12 months?
A: Yes. Due to the limited availability and the moratorium on construction by the City of Granbury, the Government will work with the successful offeror to ensure a realistic buildout timeframe for the opening of the new clinic.
Q5: Considering the restrictions and limitations imposed by the moratorium, as well as the need to coordinate with the city, is there a possibility that the government will extend the due date by 30 days?
A: No
Q6: Considering potential delays in construction caused by the moratorium, will the government consider extending the build-out period from 120 days to 180 days?
A: Due to the unique circumstances with the City of Granbury moratorium, the construction period may be extended from 120 days to 150 – 180 days. This all depends on delays caused by the City of Granbury that MUST be communicated to the Contracting Officer as soon as they are discovered.
Q7: Are transcripts required for the Physician providing coverage relief?
A: Transcripts do not need to be submitted with the proposals.
