Technical Questions | 36C25724Q0559

1. Regarding line 1.b, CWP 6 is currently missing the driveshaft (pump side), coupling (Pump flange) and all pump internals. A rebuild would require us to have all these parts present for a pump shop to perform the rebuild. I recommend either the customer provides proof of custody of the missing parts, or the pump be slated for replacement.

Answer: All parts are on hand.

2. Regarding line 1.d, currently, there is no power supply/disconnect present for CWP 3. Will the customer want us to provide and install one? If so, we need to know what the next power isolation is, and what all power will have to be removed to install said supply/disconnect. It is possible that power will be removed from CWPs 1, 2, 3 and 4 during the installation.

Answer: This has already been slated for a replacement VFD.

3. Regarding lines 1.d-f, are these supposed to be separated? The phrasing/ punctuation leads me to believe they were intended to be one line, and it might have been a typing error. I’d just like to be sure so that we are understanding the intended desires of the customer.

Answer: Correction made. See updated SOW (highlighted area).

4. The disconnect panel for CWP 2 has severe degradation, is the customer open to replacing it as well?

Answer: This has already been slated for a replacement VFD

5. Regarding line 1.c, with its current placement, the scope implies that only CWPs 5, 6 and 7 will have operational tests and vibration analysis performed. Placing this line at the bottom of this section would clear up any confusion.

Answer: Correction made. See updated SOW (highlighted area).

6. Regarding lines 2.a-c, does the customer have piping diagrams for the original installation of the side-stream systems? A significant portion of the system is missing due to (I assume) degradation. An original installation plan or piping diagram would make planning the installation and understanding the orientation significantly easier.

Answer: No.

7. Regarding the schedule, is the customer willing to delay this repair towards the end of the cooling season? The system as a whole has experienced significant degradation, and I’m concerned that the isolation barriers may not hold, and worn/rusted piping may be compromised during the repair; this would cause the loss of that cooling segment ( CTs 1-4 or CTs 5-7). If we could do this work during cooler months, we could ensure that any unforeseen problems wouldn’t cause us to lose cooling capability.

Answer: With rental in place should be able to proceed with work.

8. Is this project Tax Exempt?

Answer: No

9. On page 7, Section 1.B - Under the Scope of Work calls to rebuild 6 and 7 but the rotating assembly is completely missing from one of them. See attached site visit photo (Attachment B).

Answer: All parts are on hand.

10. On page 7, Section 2 - Please clarify whether a true Side Stream Filter System or a Sweeper System is requested.

Answer: Side stream Filter System.

11. On page 7, Section 3a calls to provide an A22 gearbox for a Marley tower. However an A22 is an aftermarket gearbox and modifications have to be made to the tower. Please advise on how to move forward.

Answer: Provide a compatible gear box, that meets Marley specifications.

12. If its deemed more cost effective to replace rather than rebuild a pump will the government entertain replacing opposed to rebuilding?

Answer: Yes.

13. Will the government allows on site storage of any/all parts and materials associated with Solicitation #36C25724Q0559 Answer: Yes, the government will provide lay down area for the contractor storage units, however, the government, will not provide any additional security.

14. B.1.a - Can the government please provide a detailed scope depicting rebuild requirements for pump #5. New seals? New motor? rebuilt motor? New coupling? New paint? Etc.

Answer: See Statement of work.

15. B.1.b - Can the government please provide a detailed scope depicting rebuild requirements for pump #6 & #7. New seals? New motor? rebuilt motor? New coupling? New paint? etc.

16. Can the government please provide allowable tolerances for the vibration analysis?

17. Assuming the motor for the pump is not included in the rebuild what is the expectation for vibration analysis results?

19. Can the government please provide a required make and model for the new pump skids? Is a like for like Aurora pump skid acceptable?

20. Can the government please provide manufacture requirements for condenser water pump #2, #3 and #4?

Answer: See SOW Item 1c.

21. Can the government please provide drawings of the preexisting pumps?

Answer: No

22. B.1.f - Can the government please provide allowable dimensions for the contractor provided dumpster.

Answer: 30 Yard roll off dumpsters, a lay down area will be provided after award.

23. Can the government please provide drawings of the pre-existing filtration piping and equipment?

Answer: Not Available

24. Can the government please provide model and serial numbers of the pre-existing piping and equipment?

Answer: Pumps per the models listed in Item 1.

30. Will the government provide access to loading dock for all material associated with Solicitation #36C25724Q0559 Answer: On case by case basis, the government will determine if its needed.

31. Can the government please provide a detailed scope for the drive including make and model of the requested ready for Service spare?

32. Will the awarded contractor have any responsibilities for any of the “ready for service spares” associated with Solicitation #36C25724Q0559 other than delivery?
