Any work outside of regular days and business hours is solely contractor`s decision and needs to be coordinated with the COR in advance. VA is not responsible for any overtime or outside of regular hours work compensation.
5Q. It is our understanding that the Solicitation is a sealed Bid (IFB) design-bid-build project with the Government's AE being responsible for the design portion (providing a full and complete set of Specifications and Plans) and the successful offeror being responsible for bidding and building the project based on the Specifications and Plans provided by the Government's AE. Put another way, the successful offeror will not be required to perform any design-build services as part of the contract - correct?

Will the VA be supplying the wallpaper required to patch the walls? If not, what is the plan of action for repair?

If the patient bedroom doors are “frame up” style doors that require partial removal of gypsum board, A/E team recommends complete removal of existing wall paper or to next wall paper seam and install new wall finish (wall paper). Contractor will be responsible to provide the wallpaper and replace to the seam.
6aQ. Also, the walls have lower paneling in the hallway side of the bedroom door frames, this would need to be removed farther down the hallway to be done correctly. As well as the wallpaper needing to be stripped farther back to match seems. Would the government rather have the walls completely demo of their finishes and re-finished?
6aA. Wall wood paneling needs to be removed without damaging it and reinstalled (if doable).
A/E team recommends complete removal of existing wallpaper or to next wallpaper seam and install new wall finish (wall paper).
6bQ.Question above is also relevant to the bathroom doors as the walls in the bathroom are solid surfaces and would need to be removed if bathroom door frames are to be replaced. Are the bathroom door frames needing to be replaced?
6bA. Existing Corian solid surface bathroom door frame will be removed, and new Corian solid surface bathroom door frame will be installed matching existing installation.
7Q. Inside the bedrooms the same, no longer accessible wallpaper is being utilized, what would be the appropriate plan to provide the government with the most fair and equal proposal for all contractors?
