About this file

This is Addendum A0003 to a presolicitation notice for an Architect-Engineer (AE) Short Selection Database serving the Department of Veterans Affairs, Veterans Integrated Service Network 17 (VISN 17), for fiscal years 2024-2027. The addendum modifies the original presolicitation and prior amendments A0001 and A0002 by increasing the vendor participation cap from 35 to 50 Architecture-Engineer contractors. The Short Selection Database is designated exclusively for Service-Disabled Veteran-Owned Small Businesses (SDVOSBC) and will be used to award AE contracts below the simplified acquisition threshold of $250,000. The database covers seven VA Health Care Systems across Texas, including facilities in Amarillo, Dallas, El Paso, San Antonio, Temple, Waco, and surrounding areas. The submission deadline has been extended and will be posted on SAM.gov; all submissions must use SF330 (Parts I and II), consolidate materials into a single PDF not exceeding 20 pages, and acknowledge receipt of this addendum or risk exclusion from consideration.

The evaluation process follows FAR 36.602-5 and maintains unchanged criteria including professional qualifications, specialized experience, capacity, past performance, geographic considerations, and other appropriate factors. All prior submission and format requirements remain in effect, and offerors must comply with standardized formatting requirements for Section F projects. The contracting office is located at the Department of Veterans Affairs, OALC NCO 17, Central Texas Veterans Health Care System, 1901 Veterans Memorial Drive, Building #171, Temple, Texas 76504, with Senior Contract Specialist/Contracting Officer Horacio Fernandez serving as the primary point of contact. The response date is September 30, 2027.

DESCRIPTION

Addendum No. A0003 to Solicitation No. 36C25723R0049 NCO 17 AE Short Selection Database FY24 – FY27 This Addendum formally modifies the original Presolicitation Notice and Amendments A0001 and A0002 for the NCO 17 AE Short Selection Database FY24–FY27. It updates the vendor participation cap, extends deadlines, and incorporates clarifying language based on prior RFI questions and answers.

1. Amendment to Vendor Cap The Short Selection Database vendor limit is increased from 35 vendors to 50 vendors. This change replaces all previous references to a 35‑vendor cap throughout the solicitation and amendments. Prior amendments A0001 and A0002 did not establish a cap and therefore remain unchanged except as supplemented here.

2. Updated Submission Deadline Because increasing the vendor cap may encourage additional participation, the Government hereby extends the submission deadline. The revised submission deadline will be posted directly on SAM.gov, consistent with procedures noted in Amendment 0001, which clarified rules governing amended receipt deadlines.

3. Clarification of Submission and Page‑Limit Requirements All submission requirements previously stated remain in effect, including:

• Use of SF‑330, Parts I and II, as required by Amendment 0001 Q&A (A4)

• Consolidation of all materials—including cover letter, SF‑330, and SAM printout—into a single PDF, totaling no more than twenty (20) pages, per Amendment 0001 (A3, A4)

• Compliance with the standardized format for Section F projects (one project per Section F submission), also in A0001 (A2) No changes to these requirements are made by this Addendum; they are reaffirmed as applicable to all vendors up to the expanded cap of 50.

4. Evaluation Process and Governing Regulation The Short Selection Process continues to follow FAR 36.602‑5, as stated in the Presolicitation Notice, and all evaluation criteria remain unchanged—including professional qualifications, specialized experience, capacity, past performance, geographic considerations, and other appropriate evaluation factors.

Expanding participation from 35 to 50 vendors may require internal adjustments to evaluation volume management; however, the criteria themselves remain identical and binding.

5. Integration of Attachments and Prior Amendments This Addendum is now formally incorporated alongside the following solicitation documents:

• Presolicitation Notice 36C25723R0049.docx (Base posting)

• Amendment A0001 36C25723R0049 0001.docx (RFI Questions & Answers)

• Amendment A0002 36C25723R0049 0002.docx (Prior solicitation modification)

• SF330‑16f.pdf (Referenced form instructions for Section F submissions) All other terms, conditions, and submission requirements remain in full force and effect.

Offerors shall acknowledge receipt of this Addendum (A0003) in their submissions. Failure to acknowledge may result in exclusion from consideration.

36C25723R0049 A0003 - Increase from original 35 cap for A/E Contractors on the Short Selection Database to 50.
