STATEMENT OF WORK
West Texas VA Health Care System Replace Boiler Plant Floor Drains and Drain Lines
1. GENERAL INFORMATION/REQUIREMENTS
A. Background:
The location of this project is in the boiler plant (building two) at the VA Medical Center in Big Spring, Texas. Work will consist of replacing the floor drains and drain lines throughout building two. The purpose is to restore free flowing drains and lines in the building.
The building was constructed in 1948 & 1949 and opened in 1950. Over the years the floor drains and lines have corroded, collapsed and stopped flowing.
There are approximately 21 floor drains and 1,470 feet of 4- inch cast iron pipe drainpipe throughout building two. They are located in rooms 33, 35, 36, 37 & 37C. The attached PDF drawing shows the approximate location of the floor drains. It is believed that the floor drains flow into a manhole and then into the city sewer.
The floor drains and drain lines run through and under the concrete slab. As-Built drawings show the location of most of the floor drains and drain lines. The slab also contains conduit that carry electrical and assorted utilities.
B. Project Scope/Objectives:
General: The proposed project will restore free flowing floor drains and drain lines to the boiler plant (building two). The contractor is to locate all floor drains and drain lines, remove and replace them. Removal shall consist of saw cutting the concrete slab chipping out the floor drains, drain lines and replacing them with new floor drains and drain lines. Once installed the drain lines shall be checked for leaks and incased back in concrete. The VA request that all underground utilities be located in the 6,600 square feet boiler plant and also a 5 ft area around the outside of the boiler plant as well. This area calculates out to 2,000 square feet. The Contractor will locate all utilities in accordance with the American Society of Civil Engineers (ASCE) Standard Guideline for the Collection and Depiction of Existing Subsurface Utility Data CI/ASCE 38-02. The horizontal position of existing subsurface utilities shall be located using Quality Level “B” data is obtained through the application of appropriate surface geophysical equipment and is reproducible with such equipment at any point of its depiction. This information is surveyed to applicable tolerances and reduced onto plan documents. The VA request that a drawing be produced and submitted to the VA that shows the location of all underground utilities in the areas surveyed and the addition of the new drain lines as well.
Phasing:
The project’s successful completion is dependent upon a coordinated phasing which permits the construction to proceed in an efficient and orderly manner while allowing boiler plant staff to perform their duties with a minimum of disruption. Care must be taken during construction to maintain acceptable emergency egress as well as access to equipment in the plant.
Ultimately, the precise sequence will be determined after a consultation with the contractor, boiler plant staff & engineering personnel can be arranged. Staging for construction materials, contractor and material access, engineering staff access, clean up and removal will also be determined.
The work effort, however, does suggest a general, phased sequence of construction:
| o | Location of all floor drains & drain lines |
| o | Replacement of the floor drains and drain lines. |
| o | Clean up and approval of work. |
Work shall include architectural, plumbing, and all such systems and components as may be necessary to correct the floor drains and drain lines. The remaining items listed below describe in greater detail certain unique items of scope and special utility system conditions and requirements.
1. Architectural:
The floor drains and drain lines are to be removed and replaced, the concrete floor shall be saw cut in straight neat lines that follow the drain lines. Only the amount of floor necessary for the drain line replacement shall be removed. The contractor shall take precautions not to damage the concrete floor outside of the replacement area. The replacement area shall be repaired with at minimum of 3000 psi concrete from an approved source. Dowels or other approved measures shall be used to ensure the concrete repair does not settle over time. The concrete repair shall be neat and professional and ever attempt made to match the existing floor.
2. Building Utility Systems:
In general, plumbing shall be the only utility system utilized for this project. In addition, there may be several utility systems conditions and requirements which apply to this project which result in the need for more or less work depending upon the system. The following is a brief description of utility conditions and requirements for this project:
A. Plumbing, Waste: The contractor shall plug 21 floor drains with a VA approved method. The old lines will be removed and replaced with new drain lines. The contractor shall saw cut and remove 2,940 square feet of concrete (2 feet wide by 1,470 feet long) and install 2,940 square feet of new 3,000 psi concrete over the new lines. The depth of the existing concrete floor ranges from 4 to 8 inches. The contractor shall install dowels every 18 inches on both sides of the cut section for the new drain lines. The dowels shall be epoxied into the existing concrete a minimum of 6 inches. The contractor shall install 21 new floor drains and 1,470 feet of 4-inch chemical resistant cast iron drain lines.
B. Electrical, Conduit: The existing concrete slab has electrical and various other conduits imbedded within just like the drain lines. The as-built drawing will show the locations of some of these conduits but may not show the location of all conduits incased in the slab. The contractor shall locate all utilities in the repair area and the repair shall be performed in a manner that will not damage the existing utilities. If an existing utility is damaged it shall be repaired at the contractor’s expense.
C. Contractor Scope, General
1. The contractor shall completely furnish a construction package that will meet the previously stated Project scope/Objectives. The package shall include detailed submittals, manufacturer literature, and related information as required by the contract. The construction shall be in accordance with the latest Uniform Building Code (UBC), National Electrical Code (NEC), National Fire Protection Associate (NFPA) standard, Uniform Federal Accessibility Standard (UFAS), VA Standards, and local facility requirements. In the event there is a conflict between any of the standards/codes, the more stringent standard/code shall apply.
2. Work shall be coordinated with the COR. Infection control will be limited as this work is away from patient care areas. Construction barriers, signage, and general cleanliness are a priority on this project. Any deviation from construction safety, infection control, or other mandated measures will be cause for construction to terminate until these deficiencies are corrected.

Contractor shall adhere to basic VA specifications for all work. See specifications and drawings.
