The purpose of this amendment is to:

1. It was said on the site visit that the windows must be hand washed? Can we use our own method to meet the government’s objective?

A: The VA will require clarification and details of the “method” that will be used instead of hand washing before an answer can be provided. Vendor may put the details in their proposal.

2. How many windows must wash?

A: Roughly 6,440 windows must be washed; however as stated on the Statement of work (SOW) “Contractor shall rely on their own data collection from site visits for proposal preparation”.

3. Is there access to the roof top of building 204 Atrium?

A: Yes

4. How Many water supply points are located on top of building 163 and 204?

A: There are two water supply points

5. During the site visit we experienced several problems while attempting to open some of the windows referenced in the following section of the work statement: “4. During the base year only, the contractor shall remove all debris, cobwebs, and bugs from between the glass panels of double pane windows, clean glass surfaces and reseal double glass window unit in buildings 2, 11, 90, 91, and 92 at the CTVHCS Doris Miller Department of Veteran Affairs Medical Center, 4800 Memorial Drive, Waco, TX 76711(McLennan County).”

It appears there are two separate windows that are attached by a piece of metal at the bottom so they can both be opened at the same time. I can only assume the removal of the old windows was not accomplished when the new ones were installed, which means the contractor is potentially disassembling very old windows to clean them. With that said, we request the make and model number of the existing windows (single-hung or double-hung) to ensure we appropriately price potential replacements, in addition to knowing if the outside window can be lowered to allow for cleaning. Given the current condition of the windows mentioned in section 4, does the VA expect a certain percentage of window replacements, and if so, what is that percentage?

A: Per our Engineering Department “the windows are too old for us to have the model . . . and [we] do not have an expected replacement rate”.

6. It is not specified in the SOW, but will there be any limitation on the use of ladders to perform applicable aspects of the work?

A: We follow Occupational Safety and Health Administration (OSHA) portable ladder safety requirements. See below:

7. When does the VA plan to award the contract and commence work?

A: The contract will be awarded before the POP start date and the work will commence on the POP start date.

8. Building 204 are there any anchors on the roof and, if so, are they certified?

A: Yes, there are anchors on the roof of building 204, but the VA cannot validate if they are certified.
