About this file

This is a Special Notice of Intent to Award a Sole Source Modification for a firm-fixed price contract awarded to Beckman Coulter, Inc. by the Department of Veterans Affairs, Veterans Health Administration, Network Contracting Office 17. The modification procures additional chemistry supplies and testing line items for prostate cancer screening at the VA North Texas Healthcare System, Pathology & Laboratory Medicine Service in Dallas, Texas. The procurement includes eight line items for Access Hybritech prostate-specific antigen (PSA) testing products, specifically free PSA and p2PSA components along with their associated calibrators and quality control materials (items 3025CX through 3026BG and corresponding 4000-series variants).

The modification is being issued under sole source authority pursuant to 41 U.S.C. 3304(a)(1) based on a pricing agreement with Beckman Coulter, utilizing pricing from previous contracts and VA National Acquisition Center Federal Supply Schedule pricing. The requesting activity justified the sole source award citing new VA initiatives for prostate health requiring these items to be added to an existing Blanket Purchase Agreement (BPA). All responsible sources may submit capability statements, proposals, or quotations within seven calendar days from publication for consideration in determining if comparable sources are available and more advantageous to the government. If no affirmative written response is received within the seven-day period, the modification will be issued to Beckman Coulter without further notice. This notice is not a request for quotations or proposals, and awards will not be based on responses received.
