About this file
This document contains technical questions and answers related to a solicitation for chiller plant maintenance services. The Department of Veterans Affairs is seeking a contractor to provide all supervision, labor, materials and supplies to perform annual and emergency maintenance of chillers and other heating, ventilation and air conditioning equipment at the Sam Rayburn Memorial Veterans Center in Bonham, Texas. The incumbent contract was awarded in 2019 to Accord Federal Services at a value of $730,800 but option years two through four were not exercised. The solicitation is set aside for Service-Disabled Veteran Owned Small Businesses and responses are due by July 6th, 2022. The maintenance services include preventative maintenance of chillers, cooling towers, pumps, heat exchangers and variable frequency drives. The government clarified that normal consumables like oil and filters will be covered but that parts for repairs will be quoted separately on individual purchase orders.

Questions for 36C25722Q0651_Chiller Plant Maintenance
1. Is this a new requirement?
A: Yes
2. If existing, can you provide me the contractor and award amount?
A: Base plus 4 OY was awarded on 7/1/ 2019 to Accord Federal Services under contract # GS-21-F-139AA / 36C257-19-F-0251, valued at $730,800.00, OY 1 was exercised on 7/1/2020, however, OY 2, for 7/1/2021, was not exercised.
3. Under Description of Supplies/Services in the Price/Cost Schedule, page 5 – it’s referenced that the “Contractor to provide all supervision & labor for corrective, repair, or emergency services on all the equipment listed in the Statement of Work” however, in the SOW Contractor Requirements, Item 5, it states that “Service request outside the scope of services will be billed on a separate PO and will be authorized by the VA before start of work.” Can the government give clarification on this apparent contradiction? Parts and labor to be quoted separately?
A: Normal wear and tear items i.e., oil, filters, and freon for small leaks to be included in quote. All parts and material for repairs to be quoted by vendor will be purchased by VA. All labor is included in the contract.
4. Can the government confirm that the awarded contract will remain special trade construction for the life of the contract?
A: N/A. This is a Service contract
5. On page 27, the following reference appears relative to 52.212-4:
ADDENDUM to FAR 52.212-4 CONTRACT TERMS AND CONDITIONS—COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES Clauses that are incorporated by reference (by Citation Number, Title, and Date), have the same force and effect as if they were given in full text. Upon request, the Contracting Officer will make their full text available. The following clauses are incorporated into 52.212-4 as an addendum to this contract:
· However, no clauses were stipulated. This is confusing especially since there is no direct reference to FAR 52.212-4, but there is a reference to 52.212-4 in the above paragraph. Can the government please provide clarification?
A: This clause is removed, all clauses “Incorporated By Reference” are listed under 52.252-2 on page 14 of the original RFQ.
· Can the government confirm that 110-volt electricity will be provided for power tools, water source within 50’ from equipment (if necessary), restroom facilities and parking near equipment?
A: Yes
6. Regarding Labor for Emergency Services and Callbacks: Contractor concern is that the annuals have not been completed in a year and a half. Company policy is to price for contingency to include labor for corrective actions. This might not be in the interest of the government as it might require an overestimation.
A. A 45-day deficient assessment period for the government to pay for preexisting conditions. Contractor will then be responsible after the corrective actions have been completed.
B. Regarding the SOW:
· Page 7, item #10, it’s understood that there may be some deficiencies with the cooling towers that require attention. The scope requests that the contractor provide labor, material, and supervision to service the towers in the second year of the contract. In the best interest of the government, we would recommend moving this service to the base year – please advise.
· A: Moved to base year (See revised SOW).
Would the government consider issuing a CLIN for any service/repair to the cooling towers?
A: No.
• Page 7, item # 12 – Plate & frame heat exchanger (HE). Is the contractor to only provide monitoring of the pressure drop each month?
A: Only while in use during winter months of January and February (See SOW).
· New gaskets to be install on plates after cleaning? Will be the parts/labor quoted on a separate PO?
A: No, include in quote.
· Page 7, item #11 – Eddy current testing to be performed on the condenser side during Option Year One:
· Would the Eddy current testing be required for the fifth year?
A: No.
· What’s expected for the evaporative side in terms of servicing?
A: Test base year then every 5 years.
· For the eight (8) ABB VFD’s – can the scope of work be provided?
A: ABB’s website provides a good overview of recommended maintenance. Perhaps we could word it, “Perform preventive maintenance checks in accordance with the applicable manufacturer’s manuals” Also, take into account that a replacement VFD could be installed of a different make and model.
· Can the government provide the serial numbers of the eight (8) ABB VFD’s?
A: No.
C. In the Central Plant Equipment List, page 12 – what is the last column and values representing?
A: Annuals and monthly.
D. Also, please note that for the Tranter Plate & Frame Heat Exchanger, the second to last column value is blank. Please confirm if this is an item quantity and if so, what value should be given.
A: No, annual.
E. Can the government confirm that they will be performing all shut down, lock-out/tag-out disconnect, isolation and start-up of Evapco cooling towers, Aurora pumps, Tranter heat exchanger, and ABB VFD’s?
A: Government can perform LOTO but the contractor shall install their LOTO per OSHA requirements.
F. Can the government provide an example of a service log that has typically been used for each equipment requiring service in this solicitation?
A: No.
G. Will the eddy current be in the base year or any of the option years on the evap side?
A: Yes, base year then every 5 years.
H. Will the technician’s transcript be an acceptable document to verify the requirement in line 006?
A: No
I. There was discussion at the walkthrough about maybe changing the sequence of deliverables (specifically regarding line 008 – Cooling Tower) due to market conditions and condition of the tower. Is an addendum being issued as to the timing of the deliverables or are we still quoting per the SOW?
A: Yes, moved to base year.
J. Are you providing Condition A before the start of work? Or in the first 30 to 45 days to give a deficiency report?
A: See answer to question 6.
