Technical Questions – 36C25722Q0102 – Security Camera Install
1. This bid is due on December 10th. The specs don’t match the drawing, and the drawing doesn’t have room numbers on it to match the spec instructions. Generally, we need a week after RFI answers come out. Will bid be extended?
Ans: The drawings turned in were for reference and not spec drawings. No spec drawings will be provided.
2. Spec states repair and troubleshooting shall be done. Repair and troubleshooting should not be required since this is a new system. During the site visit, Phillip Ricks instructed us that we should install and program this as a stand-alone system. What is repair and troubleshooting for? Is this for warranty period of one year? Please clarify.
Ans: This is correct, it showed repair and troubleshooting, but the system should be fully warrantied and maintained for a year. Hands on training as they work will be performed as necessary, but not to interfere with the installation, but more as an information of what was done and why and how it was done. We may have questions and they will need to have answers, so training is included. The system has all the components of a standalone system, but inherently connectable to a network, which we will do, as the parts and equipment are specified in the Contract, from the Tyco/American Dynamics VideoEdge NVR to the cameras and switches.
Using these components allows us to connect to our server after installation. There is no ambiguity there.
3. Spec states training but not how many hours will be required. How many training hours will be required?
Ans: Most of the training will be a question-and-answer session after the installation while they explain what they did and why they did it. We will be asking questions as they install as well to be more knowledgeable of the system and procedures, they used to install it. If we did not include training, they might not feel it is their responsibility to answer questions about various concerns and such other than the Finished product. I would add some hours in the single digit range like 4 to 6 hours, but certainly not over 9 hours as we are familiar with the components specified, but just want them to be friendly and explanation prolific as they perform the install, which might take away from their time for installation as they work.
4. Are there any spare parts required?
Ans: Since the project is fully warrantied for the first-year spare parts should not concern us until after the first year has expired. Currently no spare parts are required.
5. Please confirm this shall be installed and programmed as stand-alone system per instructions at site visit.
Ans: Yes, the NVR will be a Tyco/American Dynamics Video Edge and the cameras will be installed and working in their discussed location and installed also in the software of the VideoEdge. The VideoEdge has multiple Network capabilities, to have a camera LAN, and then to have an NVR WAN as well, they will be installing an NVR with the infrastructure and cameras below that as specified in the contract. The cameras will be working and recording as a finished product, standard generic labels are fine for the actual installation into the software. Labels will be changed to site specific labels after installation by the End user (VA).
6. The spec states there should be infection control used for above ceiling work. Are you requiring system like a Hepacart to be used?
Ans: Infection control is always and issue with a Hospital. But in our case for this job, the only above ceiling work will be done in hallways and non-patient inhouse areas. While we will have employees in those areas, the ceiling work will be minimal, and no undue dust or debris will be generated. I have discussed this issue with Infection Control, and I have decided we will get an ICRA done, but the Liaison (electronics escort) or myself will handle it as needed.
7. Spec states that we will be responsible for permits related to above ceiling infection control. Can you clarify what specifically will be required?
Ans: If an ICRA or infection control permit required, it is handled by the VA, by the VA safety department. That is usually a pamphlet or form supplied by safety here at the VA for the contractor to read and sign. To ensure Infection controls are being followed and are in place.
8. Will CAD drawings be provided?
Ans: No CAD drawings will be provided.
9. Can you please provide drawing with room numbers so we can match spec instructions to drawing? They are wanting CAD drawings for the room numbers to match the written descriptions from their walkthrough and the contract.
Ans: No drawings with room numbers will be provided.
10. The spec has 17 cameras listed but only 14 cameras are on the drawing. Please clarify.
Ans: I went back and counted the cameras on the diagrams, and it shows plainly 14 cameras, 3 of which are multi-flex cameras with 4 mini cams inside them, but the still only count as 3 cameras. I had stated the external camera could be a bullet, but a dome would work externally if the bracket on the standoff arm mount holds it.
11. Spec states that one of the POE switches shall have 24 POE jacks with 4 SFP ports. I don’t believe a POE switch with 24 jacks is even made. Why are so many POE jacks required on a switch when only one is needed?
Ans: The POE switches are needed for the system currently and future expansion.
12. Spec states that one of the POE switches shall have 12 POE jacks with 2 SFP ports. Why are so many POE jacks required on a switch when only one is needed?
Ans: The POE switches are needed for the system currently and future expansion.
13. Is the contractor responsible for the single mode fiber installation?
Ans: Yes, the contractor is responsible for the single mode installation.
14. Is the contractor responsible for termination of the single mode fiber?
Ans: Yes, the contractor is responsible for the termination of the single mode fiber. The SM Fiber will be fully terminated and tested.
15. Will floor penetrations be provided?
Ans: Yes, the five (5) floor penetrations that are needed are already there. It is believed to be enough room in the penetrations that exist currently. If for some unforeseen reason this needs to change, while installation is being performed, a modification will be needed to adapt the contract to the change, or the VA will get it done for the contractor to complete the job.
16. Can the Gov provide an exact count of network switches? o Are these switches to only be Cisco?
Ans: Yes, these need to be cisco switches, unmanaged, 24 port POE, with at least two (2) SFP ports, and they need to be 10gb SFP ports for the backbone, with actual ethernets ports at 1gb’s, and there should be a total of four (4).
17. Will the Gov accept alternatives?
Ans: No, the components are as specified due to system matching for currently installed system.
As well as license requirements.
18. Are the switches to be 12 or 24 port switches?
Ans: I need to reread the contract, but all switches should be 24 port POE switches with at least two (2) SFP module ports, preferably 4 SFP ports, but minimally two (2). And they need to be 10gb SFP ports for the backbone, with actual ethernets ports at 1gb’s.
19. Is the contractor to provide fiber patch panels to terminate fibers at each location? Is the contractor to terminate unused fibers?
Ans: Fiber connector termination boxes will be used where the fiber terminates, the boxes will be having ST connections and the SFP modules in the switches will be LC for the SFPs on the cisco switches.
20. Are the fiber termination boxes to be provided by the contractor? Can the Gov provide an approximate count of fiber termination locations?
Ans: There are three fibers specified, each fiber has two ends, so six(6) termination boxes.
21. Will mounting backboard for wall mounted cabinets be provided? Can the Gov provide dimensions of available space?
Ans: No, if a backboard is necessary, it will have to be installed by contractor.
22. Can the government confirm there are 19 cameras to be provided by and installed by the contractor? Can the Gov provide totals for each type?
Ans: There are 14 cameras, 3 of which are multi-flex cameras with 4 mini cams inside them, but the still only count as 3 cameras. I had stated the external camera could be a bullet, but a dome would work externally if the bracket on the standoff arm mount holds it.
23. Can the Gov provide a part number for the bullet camera?
Ans: There is no specifications for the actual Bullet camera, it can be used instead of a dome if necessary, for convenance, but it must be Illustra POE.
24. Is there any Government Furnished Equipment for this installation?
Ans: NO, except for IT closet BB-117 which has a small rack with space and can be used if possible, but if not, they can use hangers like in the other areas.
25. Can the Gov provide a list of Government Furnished Equipment to be used for the installation?
Ans: No Government furnished equipment is provided. All components will be purchased and provided by contractor.
26. If the contractor is to provide an NVR, what are the storage requirements and frames per second the cameras are to record in?
Ans: The NVR I would like is a rack mount NVR, has at least 40TB of storage to start with and it is the one that has two 10gb NIC’s and two 1gb NIC’s.
27. Is the contractor responsible for programming the NVR?
Ans: Yes, to program the NVR for the cameras the contractor installs.
28. Does the Gov have an IP scheme for the contractor to use if applicable?
Ans: The IP scheme is the standard scheme for the VideoEdge Lan, the private Lan IP scheme is 192.168.#.# which is standard for the standalone private system. The VideoEdge should have four (4) network ports, but no less than two (2).
29. Is the contractor responsible for all interior penetrations or are they to be provided? I.E.
penetrations into communications rooms/closets.
Ans: Only one penetration will be required, through an eight (8) inch brick block wall.
Penetration will be metal pipe with fire caulk o0r fire foam inserts inside it.
30. Will the contractor be required to attend any onsite meetings? Approximately how many meetings will the contractor need to attend?
Ans: Minimally once a day at the start of the workday. Then contractors will be escorted for most of the day depending on area and impact on patient care.
31. If the contractor is to provide an NVR, what are the storage requirements and frames per second the cameras are to record in?
Ans: The IP scheme is the standard scheme for the VideoEdge Lan, the private Lan IP scheme is

34. Is the contractor responsible for all interior penetrations or are they to be provided? I.e penetrations into communications rooms/closets.
Ans: Penetrations that are useable will be used. Where there are no penetrations the contractor will have to penetrate with minimal penetration for the wire or innerduct for fiber itself. All penetrations will be “fire caulked” with approved fire caulk for the VA. There is one penetration through an 8” inch brick wall that will need a metal sleeve with fireproof “Foam” used to seal pipe. This penetration will need to be drilled, no ICRA (infection control) permit needed.
