RFI’s Construction: Improve Fire Suppression System - Waco, TX

1. Are the building elevators able to be used to transport materials to facilitate the work required under this requisition?

COR Response: Please follow the contract documents. Ref. 01 00 00 – 15 Para. 1.19.

1. What are the requirements regarding Fire Watch notification?

COR Response: Please follow the contract documents. Ref. 01 35 26 We will use the standard VA ILSM.

1. Who will be responsible for putting the Alarm System on test throughout the project? LAD Response: Ref 01 35 26 Follow the standard VA ILSM.

1. Are there reflected ceiling plans available for the buildings to know how to address the sprinkler installation? LAD Response: No

1. Buildings 4,93, and 90 have very limited access to the attic. Would it be acceptable to remove vent louvers/ cut in access doors and fly the pipe up with a crane?

COR Response: Yes, we can discuss options.

1. In building 90 the SOW ask to demo all fire sprinkler piping in the subbasement and replace with new. Should we consider the crawl spaces a part of the subbasement? LAD Response: No, do not include crawl space piping.

1. In building 7 the SOW ask to demo and replace all bulk piping in the subbasement. Does this include the wet sprinkler systems as well? LAD Response: The SOW is to replace all bulk piping for the dry attic systems.

1. Where will the power for the new nitrogen generator systems come from? Available breakers? LAD Response: Review electrical power plans for nearest electrical panel and verify capacity.

Network Contracting Office, NCO17 anticipates awarding a Firm-Fixed-Price construction contract for, Improve Fire Suppression System, Project No. 67A4-20-110, Doris Miller VA Medical Center, 4800 Memorial Drive, Waco, TX 76711.

The method of procurement shall be an Invitation for Bid (IFB) in accordance with the procedures set forth in Parts 14 and 36 of the Federal Acquisition Regulation (FAR), with an estimated issue date of October 15, 2021, and a projected bid due date of November 15, 2021.

Contractor shall provide all necessary labor, materials, equipment, and supervision to make improvements to the Fire Suppression System in building specified in the contract documents located at the Doris Miller VAMC, 4800 Memorial Drive, Waco, Texas 76504. The work shall be in accordance with the provided specifications and drawings. Work includes general construction, alterations, necessary improvements to the fire suppression system, fire suppression system components and sprinkler heads as identified in the construction drawings, and any associated repair construction and certain other items.

Project duration shall be 365 calendar days from issuance of the Notice to Proceed (NTP).

This requirement is a competitive offer, Set Aside 100% for Service-Disabled Veteran Owned Small Business (SDVOSB).

The applicable NAISC code is 236220, $39.5 Mil.

The magnitude of the construction estimated cost range: $5,000,000 - $10,000,000.
